Here is the thing.
We have 4 personal action slots. Two of them are Personal Attention slots usable for Munitorum, Administratum, Naval, Diplomatic and/or Arbites action. Thaddeus allows us to use in a limmited fashion the third personal action slot as Personal Attention.

I think you should swap the order of 'Xenos of the outside' and 'Aspirant Details' - Reason being, when Aspirant Details is done, we'll start finding suitable aspiratn immediately (well, logically we would) that year, while none of the immediate details of 'Xenos of the Outside' or 'State of the Outside' should neccesitate an immediate changing of our plan or have any immediate effects.
With regard to Adminstratum, could we please get Ion Shields: All Hives and Ion Shields: All Cities instead of refounding Arbor and Bonud? With the Expansion to Dis and the 2 new cities in Iota region, our population issues are pretty much set. I know that it's unlikely that we'll get invaded soonish, but it's action we should just get done with, in case we do get invaded later down the line.
Also, we don't have to build so many new cities with our personal attentions, do we?
With regard to Telepathica actions, I would swap Ridcully and Tamia's Mentoring:Beta/Mentoring:Gammas actions, since Ridcully has a higher control and a Beta is more valuable than a Gamma.
