4. what are you talking about, it is still there
Sorry. Missed it.
Sorry. I mixed it up with Casarrondo (which has been rebuild).
The describtion text for Okefenokee say it still exist while the datasheet list it as ruined city.
1. Same Question for Casarrondo:
Opinion of settlers on resettlement, population number (not visible in Datasheet, not that it is needed)?

I can understand them.
2. How many lunar cities can we (realistically) build?
3. Can we agree with the Mexhanicus on some sort of distribution? Like X of Y forge cities must be planetside?
4. Will we get the option of building trains between lunar cities?
5. We already have some resorts (space stations) for our people to relax from Avernus. Would it be better to expand to more stations or build a lunar city?
Would you answer these questions please? We are still running a deficit before trade and that is not good.

yes there are, 8 off the top of my head (and that is steamroll you on Avernus)
Unlikely scenarios like a direct attack by a god or a full faction mobilising to murder us, are there any you can share with us? We beat back a full scale daemonic incursion so we should be fine against Crusades, Waaaghs, and Hive Fleets.

Sorry. Missed it.

2. a lot
3. they would prefer not to build anymore cities planetside
4. once you have more then a couple per moon yes
5. more space stations to prevent long travel times

there are few Chaos Cults off Avernus
So we can't sell a project on the basis of reducing cult formation. Oh well. And even Tranth can't get away with even so limited novelty as improving plasma reactors based on insights from human, archaeotech plasma reactors.

I suspect a big part of our problem is we've given away too many STCs and licenced too many cheaply. The Mechanicus of the other worlds might have accepted the tech but it's a slap in the face to their pride. Hard to rectify now though - even if they have tech we'd like to buy* we've given already away most of the stuff we'd have been willing to sell.

If we're looking to improve relations then the high approval Tranth projects will be the Goliath and the Titan and the Goliath would require the non-Mechanicus shipyards to build. So the better project politically is reverse engineering the Titan. When we've done that we don't give it away, we ask a respectfully high price.

Offworld Sitarii and Mymydon help expanding into new regions of Avernus in exchange for Titans would be an excellent trade. Soldiers get more pragmatic and open to innovation when they're actually fighting for a living.

*as enclaves on non-forgeworlds most of what they have will stuff from Atlas too.

For repairing the titan it is correct. But we have the option to upgrade it with the DAOT stuff that will not be looked on kindly. The Goliath has a chance of only 24% after boni. By failing it by more than 25% the ship gets damaged and increasing unrest. That is a 51% chance for bad things.
Sadly all the action we as questors are interested in are action that will cause problems...

Okay, 24 Hours since update was posted is up, so here goes with my plan!

(Stole the plan format from Portec)

Okay, I can hope and be enthusiastic, right?

[X] Plan Shard T81
Munitorum
Slot A (five years)

Expanding Dis is the most efficient option in terms of actions and resources. Our Ion Shields have been stalled for long enough, and we should get them done before the warp storm ends.

Slot D (five years)
Year 1 - New Codex Astartes: Advice
@durin

Will taking Diplomatic Relations (Vanaheim) and Stilling the Waters help Olaf's chances or hurt them?

Ok, here's my plan for this round. Subject to changes due to discussion as usual.

[X] Plan Enjou T81

Munitorum
SLOT A - Year 1
-Y1: Hold Ground: Region Iota
-- DOUBLE DOWN YEAR 1
SLOT B - Year 2
-Y2: New Codex Astartes: Advice

We need to make sure Hold Ground succeeds since other actions are riding on it, so doubling down on it. Otherwise doing the Codex Astartes action.

Void Command
SLOT A - Year 3
-Y3: Quarantine: Implantation Spiders if available, ELSE Build Advanced Heavy Orbital Weapons Platforms
SLOT B - Year 5
-Y5: Build Advanced Heavy Orbital Weapons Platforms UNLESS Quarantine: Implantation Spiders not done in Y3, ELSE Quarantine: Implantation Spiders if availble
-- EXPEDITE YEAR 5 (if doing Heavy Orbital Weapons Platforms)

Basically just switch these slots up based on what happens with the detailed survey of the Implantation Spiders.

Administratum
SLOT A - Year 1
-Y1: Population Pressure: Refound Arbor
-- EXPEDITE YEAR 1
SLOT B - Year 1
-Y1: Population Pressure: Expand Dis
SLOT C - Year 1
-Y1: Material Aide: Ultramarines: Heavy
-Y3: Population Pressure: Refound Bonud
-- EXPEDITE YEAR 3

I could do some changes here, if people want.

Diplomacy
SLOT A - Year 1
-Y1: State of the Outside
-- REPEAT IF NEEDED
-Y2: Diplomatic Relations (Jotunheim)
-Y3: Elite Operatives Aid: Ultramarines (shuffle this to match SLOT B if needed)
-Y4: Stilling the Waters
-Y5: Diplomatic Relations (Muspelheim)
SLOT B - Year 1
-Y1: Aspirant Details
-- REPEAT IF NEEDED
-Y2: Xenos of the Outside
-- REPEAT IF NEEDED
-Y3: Elite Operatives Aid: Ultramarines (shuffle this to match SLOT A if needed)
-Y4: Stilling the Waters
-Y5: Diplomatic Relations (Muspelheim)

Getting all the Ultramarine actions done, and some diplomatic stuff.

Arbites
SLOT A - Year 1
-Y1: Thoughts on Psyker Hunting
SLOT B - Year 3
-Y3: Elite Operatives: Integrating Advice (Niflheim)

AdMech
SLOT A - Year 1 (Explorator)
-Y1: Examine: Ramilies Starfort: Part Two
SLOT B - Year 1 (Biologis)
-Y1: Detailed Survey (Implantation Spider)
-- REPEAT IF FAILED
-Y3/4/5: Super-Elite Operatives: Augmentations
-- DOUBLE DOWN YEAR 3
SLOT C - Year 1 (Bonus Survey)
-Y1-Y5: Parnell's Choice

Ministorum
SLOT A - Year 1
-Y1: Those in the Shadows
-Y2: Sharing the Truth
-- DOUBLE DOWN Year 2

Delaying Sharing the Truth for a year so that I can use a Double Down on it. It's absolutely essential that it succeeds, so we don't want to take risks on it.

Astra Telepathica
SLOT A - Year 2 (Ridcully)
-Y2: Divination: Ultramarines
-- REPEAT ONCE IF NEEDED
-Y3: Mentoring: Gammas
-Y4: Research: Resonating Frequencies
-- DOUBLE DOWN YEAR 4
SLOT B - Year 4 (Xavier)
-Y4: Battle Psyker Attaches (if Ridcully has to repeat his Divination, do Mentoring: Gammas in Year 4 and this in Year 5)
SLOT C - Year 3 (Tamia)
-Y3: Mentoring: Beta
-Y4: Research: Resonating Frequencies

Personal
SLOT A - Year 4
-Y4: Personal Attention: Region Iota: Found City: (Desert)
-- EXPEDITE YEAR 4
SLOT B - Year 4
-Y4: Personal Attention: Region Iota: Found City: (River)
SLOT C - Year 1
-Y1: Contact Captain Julius
-- REPEAT IF NEEDED
-Y2: Codex Avernus: Part Two
SLOT D - Year 1
-Y1: New Codex Astartes: Advice

For a change Rotbart won't be spending much time with other people, though Captain Julius counts I suppose. Syr is off planet for a few years, and we've got stuff to write or help write before Rotbart gets killed by something. Contact Julius, and get both the Codex Avernus and the new Codex Astartes going.
Otherwise just have Rotbart found two more cities in the dangerous region.

-Y1: Thoughts on Psyker Hunting

Why not Cults first?
Random psykers are pretty much an Avernus-only problem and she propably has other Arbites who know her methods so her direct sucessor could continue her work on that.
And no matter how good the book is, it wont give others her personal killing-abilities. Those are the result of a lifetime of experience.

Cults are everywhere a problem, even though most planets have it under control right now, so her thoughts on that could help in a broader area.

Besides Cults takes less time.

sometimes I wonder why you chose Thaddues as an assistant, you don't seem to want to make use of him

We've used him four times since he became our assistant, by my count. But the only action he's had available for a while is doing the Ion Shields, which until our latest trade deal haven't really been affordable to do, so that's a factor. I personally would like him to upgrade all the Ion Shields next turn once all the Ultramarine actions have been cleared.

You might also want to add actions for him to build cities in Iota and refound cities - those seem like things he can do. Or you could add a generic Thaddeus Project action to let him do any Administratum project for a 10% cost increase.

yes as Spend Time with is such as important action that you can't skip it
it has a under 10% chance of improving someones stats by 1

It has a success chance of "Unknown", so people didn't exactly know that until you told us.

Anyways, I think people have some impression that Frederick needs to spend time on personal relationships, at least with Syr. It might have come from our need to spend time with our high maintenance wife and her during her childhood. Aside from cooling down the amount of time we spend with Syr, there hasn't exactly been much done to discourage the habit.

Other people during discussion indicated they wanted psykers first, so it's what I went with.

I thought it was there for conections. The stat increase was not really a thing for me...
@Portec
Its expedite, not experdite.

With regards to Thaddeous: good point. With our new AM income, we can afford to start upgrading our cities.
Ok. I am going to correct it.

And change Administratum actions to use Thaddeous.

[X] Plan Enjou T81

Essentially exactly what I would have put together for the plan.

Now that we have enough AM to make it feasible, I'd like to use the Thaddeus expertise to start adding the firing slits, but I agree that the Codex and Ultramarine advice are more important at the moment.

I do think we should try to double down on the augments with Saren. I believe our year three DD is still unused, and I'd give good odds that we'll succeed first try on the examination.

Finally, here's hoping we have good pass rates on the gamma and Beta psykers. Right now we've got very few powerful instructors, which I think is creating a bit of a vicious cycle keeping the numbers there low.

Going forward, I think we should have a max of 2-3 spending time actions per turn. I agree with the stated goal of keeping Fred socialized, but there are more important things.
