@durin has confirmed that was only due to emps being alive and granting some blanket protection.

He's dead now and as we are on a warp touched deathworld it is much easier for chaos to reach our people.

So as of this moment we cannot permanently remove chaos cults barring convincing The Lady of Death or the PM to give us some protection as well.

Shouldn't be too hard right?
 
@durin what happens if we don't reach a majority? Will the abstainers be forced to take a position or will the whole thing fail and the marines go away because we couldn't agree?

I assume its authorizing use of the advanced Juvnat that was found, but
Archmagos Explorator Tranth's investigations under Silver Lake this year have borne amazing fruit. Shortly into the year he found a complete STC detailing how to produce and apply a form of Juvenat that is around as difficult to make as the most advanced form that the Imperium currently possesses, but over twice as effective, allowing the user to live over seven centuries. This will double the lifespan of the Emperor's most valuable human servants ranging from the common Inquisitor and his favoured agents all the way to the High Lords of Terra. Archmagos Explorator Tranth informs you that this find is far more valuable than even the Impaler and should be worth an almost incalculable amount.
Since you said you always compare the STCs to the top the Imperium had to offer and since we used the best the imperium had to offer then why would it cost more to out fit the regiments with the new juvnat?

there are several layers of old Imperial Juve-Nat, each more expansive then the last, In other words there is basic Juve-nat, advanced Juve-nat and Very advanced Juve-Nat, the Juve-Nat that you found replaces very advanced Juve-nat
you troops use basic Juve-Nat and will start getting advanced Juve-Nat now

Omake - The Prophet of Nazarene

It's a day like any other in the peaceful shrine world of Nazarene. In the touch of morning the day started and people began their days with morning prayers in churches, holy sites, and in community parks dedicated to the God-Emperor. It is only due to the great revelations of the Prophet Maryam that the people of this planet have the ability to live free of the False Emperor and the Warbands of Chaos.


I still remember it as if it was yesterday, the sounds of anarchy and madness washing the streets in despair and blood. Brothers stabbed each other and children were killed by their parents all in the name of finding a new savior. We Sisters of Battle did all we could do to fight back the immense rioting but we alone could only do so much. Our guns started to dry out, our chainswords broke down from overuse, our flamethrowers could spout no more holy promethium into the dissenters, and my Sisters were lost in the tide of hopelessness as they were physically torn apart by the anarchy.


But above the madness came Maryam who went to the rooftops of churches with her megavox and with the sheer holiness of her golden voice calmed the masses of the capital. Her words of the revelations that our Emperor was dead but not gone were heard with cooperation that almost all thought was lost.


'Our Emperor has given me a vision of what is to come!' she said, 'The final days are not today and we must be ready for when he comes to be rebirthed. And then, only then, can humanity take its place in the stars in absolution. We shall persevere for we are chosen to be a world of stability, love, and righteousness. Return to your homes and pray to the Emperor so he knoweth that we have heard his words and await him to lead us again like the times of yore!'


A great cheer erupted and chants of 'Hail the Emperor of Mankind!' in the streets. Not all however enjoyed this Holy Message and dissenters who called themselves 'Servants of the True Emperor' continued their mass killings on the streets. I did my best to rearm my Sisters and stop them and ultimately by working with the PDF and Arbites did we succeed but only just. The Prophet Maryam would continue her campaign to the cities of Nazarene and hives to preach the Holy Message. I followed her and I asked if she would allow us to protect Her Holiness.


'I welcome you to preach but not to kill or harm' she told me. 'The Emperor gave me many revelations Canoness and you will find yourself deflated when I one day tell you all. I beg you to listen when that day comes.' I was confused and I even felt the want to kill her to protect myself from these words that sounded like a threat to a holy warrior such as myself.


Days became weeks all to quickly before the hives were united, cities of old Saints cleansed of heretics, and the new government was being picked by the Prophet Maryam of Nazarene. I attended the meeting as the last representative of the Church. The others were remnants of the Imperial Guard, the PDF, the Navy, and of course the Administratum who ran the planet's more day to day activities for the Church.


'My fellows, thank you for coming to the cathedral to meet with me. I pray that by the end of this day a new government will be created to serve the people of this worlds and meet the expectations of the Emperor's Mandate.'


'Halt!' I commanded. 'Are you fit to lead the Church of this planet like our Confessors?' I asked. I drew many eyes in the room but I did not care. I would not give control to this planet to a heretic. I fought hard and I would not serve a heretic. I would not give my soul to the Warp no matter how much easier it was than to die tortured or torn apart by the plebes. I hate Chaos in all its forms and I promised to fight in my vows to the Church and to my Sisters. Fall I may but I would not live in my knees to a Prophet who could be the enemy.


'I will not lead you.' she said in a firm voice. 'The Church must be rebuilt because it was never meant to exist in the first place.' She continued. Oh by the grace of the Emperor I would have struck her down if not for the sincerity that she showed us all. 'From this point on we must wait many thousands of years for the Emperor to be birthed anew. We will have to fend the horrors of the universe alone for some time. But I know that we can do it if we work together.'


'BLASPHEMY!' I called and so did the Lord General Militant of the Guard who concurred while the PDF and Administratum stood silent.


'You call yourself a messenger but you only want to weaken the church who protected the flocks from the perversions of chaos. Are you daft?!


I will fight you until my bones turn to dust FALSE prophet.'


'Please understand that I did not say that I was going to destroy the church. No, I am going to rebuild it for the purpose of guarding the souls of our people so they may not be eaten by daemons and the Archenemy. The Emperor however hated worship. He hated Lorgar the Traitor.


But he failed to stop Lorgar, who turned his brothers against our Emperor during the age of the Great Crusade. He thought he could eradicate worship of false gods and idols by destroying anything that had to do with religion. But that was then and now we can use the power of the church and what he gave me to protect our people. I plead with you two to reconsider.'


'How will you save our people,' asked the Lord General of the Guard 'When you cannot win over the zealous women of the faith? I have fought for 200 years in battles against the Archenemy guarding this sector against the villains who would tear this world apart without the unity of the Imperium. How can we even survive?'


'With faith, General. I know that the Sisters of Nazarene will not follow me but they will not kill me. And I challenge you to rally your supporters who distrust me and I will show you the powers he has given me to prove my worth.


Canoness I challenge you to trap me into a box of steel and set the box on fire. The hottest fires that can be made and if I can escape unscathed then you must follow me. If I die then you may walk over my corpse as you want to do. On this day, We shall be united by the Will of Him who lived on Blessed Golden Terra.'


It was so tempting to me to kill a heretic with fire. I had done it before with glee I admit. To me I always took the preaching canon that bathing in holy promethium may yet save the souls of those who have fallen to chaos. This "prophet" shall burn and be pure but I doubted that I would see her come out. I took the challenge and in the very cathedral my Sisters encased her in warded steel. Chains wrapping around the box to stop her from breaking out and my Sisters arrayed in execution formations around the box with flamers. The gas lit and the streams of purifying fires came to lick the very existence of the box that encased the Prophet.


I think at one point I felt grim. I had done my duty and the Lord Governor seemed ready to pronounce himself as the leader of the planet before long all while the fire burned. The PDF commander I remembered refused to answer to him while the box burned and the Adminitratum representative complained that the planet's running's were his organization's purview always. It was then that I had my own revelation, a sickening one as I watched these men argue back and forth. I had just destroyed what little unity there was left between us. Like it or not that woman who soothed the mobs of plebes had won us all over to a table of negotiation and...by the Emperor what had I done.


As the fire burned I started to silently pray for a miracle. Time stopped running and my heart knew great fear as I pictured the people going into each other again as before. Only this time, what little we all had left would be swept away by the enemy.


Then one of the chains melted enough for it to fall off and then the door opened. The box still on fire and it opened slowly revealing the Prophet with burned clothing but whose skin was completely untouched. I felt relief like no other that moment. She had to be a Saint I said to myself. No daemon or witch could survive so much fire and warding from my Sisters.


And almost as soon one of my Sisters tried to take away this relief by shooting out another, this time constant, stream of fire at the Prophet Maryam.


'HOLD YOUR FIRE!' I commanded but there was still that one Sister who refused as she continued to wail.


'THE EMPEROR IS WITH US! HE HAS CONQUERED THE WARP AND HE WILL COME TO US IF WE ONLY PRAY!'


By the mark of sanity on my heart did I feel a touch of hatred. My Sister had betrayed us all. But our prophet was made of sterner stuff as she emerged out of the box and walked as the fires on her protruded out around her. I tackled the rebellious Sister as awe and shock took the cathedral's silence away. Cries to pray to the Archenemy continued to come out of my Sisters mouth while the Prophet demanded that I hold up my end of the bargain.


'She is what awaits all who prays to the new Abomination who uses nothing but control and hatred to live. We must unite now or never!'


And my Sisters joined me as I held down the heretic, allowing me to walk towards the Prophet. I went to one knee and stated my loyalty was to her now and to always fight Chaos. The leaders of the planet soon followed and it was then that the Shrine World of Nazarene became what we understood, the last bit of the Imperium that held.


Time went by and our Prophet yet lives but the power that the Emperor put into her had made her go blind and her body became thin. I became her personal steward and bodyguard as the others took to running the planet. She was made our leader in all but name as her advice guided policy towards a pure future. The Sisters of Battle would become the Prophet's Guards and priestesses for the new church while the Guard and the PDF were merged into one. The Administratum was charged with making the planet self-sufficient. As the years waxed and waned we even met other remnants who did not attack us but refused to accept the new Truth despite our Prophet's speeches. They regarded us as 'untrustworthy' and very few would trade with us. We also met an empire ran by the Sons of Sanguinius himself who pledged to protect our world for only a tithe of boy youths.


'I myself am tiring as an old woman of few talents. I hope the next generation can take up the faith as we do. May they be saved from the horrors of unending torture and pain. But most all, I hope they serve the True Emperor of Mankind. Amen.' Last words of the Canoness as she took the vow to serve the Prophet.

Well, i am too late now, but i think it was a mistake not to give the Ultramarines a High Council seat and make it an "Adeptus Astartes" seat instead. Eventually we will have to work on integrating quite a few Space Marine Protectorate successor empires. These Marines, who will have run their own polity for more than a millenium, will be distinctly uninclined to join a government that does not give them a direct seat at the highest level of power. And if we do give them a High Council seat, our own marines will get pissy because they didn't get one so why should the outsiders. We are setting us up for some serious political incidents in the future.

I think the only Astartes in the Area are the Blood Dragon's who are a sector or two over.

I don't think we want to expand that far.

This is something that's been touched on in 40K canon.

The jist is Navigator gene is recessive, thus you need two of them to activate it.

Because of this only two navigators can have kids which also have the eye.

As you might imagine this leads to a certain degree of inbreeding, combined with the warpy nature of the eye.
 
They follow the rules because if not bad things happen. Unless their the Black Templars but they are the ONLY exception to the 1k rule. Literally, the ONLY exception.
Given that their bookkeeping is closer to oral tradition, I guess you can be forgiven for not knowing that the Space Wolves never actually separated, and are still at around legion strength.

Not to mention that nearly all of the first founding legions maintain sufficiently close ties and integration with most of their successors that they have a de facto strength of far above 1k.

And the "Or bad things happen" is more "Or they get sanctions from the high lords/inquisition, who don't really trust them".
