In the story, the details of why the eleventh Primarch turned traitor were not really ever discovered by anyone but the second Primarch, and he kept that to himself because he knew his father was keeping Chaos a secret. I know I didn't make that clear, but Leman Russ couldn't have learned about Chaos from the event since he didn't know about it until much later in canon.
The eleventh was kind of the opposite of the second - while the second could never truly be well known and made his peace with that, the eleventh was obsessed with personal fame and glory, to the point that his arrogance was such that most of his brothers and even the Emperor didn't like him much. When he got corrupted he was given a power that essentially gave him a daemonic second name that had memetic Chaos bullshit attached to it, which meant that people who heard it and had weak wills would remember it and seek to spread the knowledge to others.
I didn't think of it in those terms when writing it, but that's actually a good way to look at it. And the eleventh could perhaps be considered to have inherited the Emperor's arrogance.

Getting to at least double our deficits in EM/AM would be good and 10k more EM/1 M more AM after that to afford the most expensive stuff. Trading for more Asteroid Miners from Vanaheim would help maximize in the short term how much Metal we send to them.
The Ninth Meeting of the High Council Part Five: A Discussion with Olaf
After a bit of thought you come up with seven ideas to try and improve either relations between Avernus and Vanaheim or Olaf's position on Vanaheim. Some of these ideas are discarded as ineffective but many others may be useful.

Firstly, admit that you may be a bit hasty in pushing for reforms. Avernus is a young world, and it's culture is still quite fluid in comparison to the other members of the Trust that have had millennia to establish their traditions and beliefs. Also, living on Avernus is not only a constant struggle for survival but involves battling with the Ruinous Powers every day - even with the number of cultists having decreased to record lows since the fall of the Imperium, it's still a worry for you, and the Abomination is still the worst. It forces you to take a very pragmatic view of things like traditions and beliefs, and then discarding any that hinder survival or are vectors for corruption. This colors your perspective on certain issues, and it's sometimes easy to forget that the risks are much different for the other worlds in the Trust.
For strengthening Olaf's position and building a long term friendship between Avernus and Vanaheim, you present the following possible actions, and you would like his feedback on how effective they would be in helping the situation. Then you can determine together which ones would be best to do:
1. Avernus could forgive up to 10% of the debt that Vanaheim owes, the most you can give up without looking foolish. You are open to Oalf's preference on how to present this. If it can be presented as a diplomatic victory that Oalf can take credit for, you are willing to go along with that.
2: Avernus could donate some portion of the debt towards building ships for the Imperial Trust Navy, not as tithes against your own shipbuilding but instead as a donation towards the greater good. This would assist Vanaheim in more ship building, but be more indirect than simply forgiving debt.
3. You are willing to spend a good deal of your personal time in the next few years visiting Vanaheim to improve diplomatic relations. Olaf can recommend who you should talk to and what kind of events you might attend. One idea would be for you to go on a cultural tour so that you can learn more about Vanaheim's history and traditions.
4. You can see about convincing Saint Lin to visit Vanaheim once he's finished his reformation in a couple years. While Lin tries to stay politically neutral and isn't likely to outright support Olaf, things like public appearances together and him meeting various notables would likely help without breaking that.
5. For trade deals, you are willing to give Vanaheim better pricing for metal over the next fifty years. Avernus currently has a shortage once trade is factored in, but you can guarantee you'll trade half of your current excess at minimum and make additional large trade deals at the same pricing once your mines are expanded.
6: Recently the Avenus Mechanicus has completed an initial study of the Goliath Factory ship, and believes that they could design and construct new ones. Considering the significance of Vanaheim as the major shipyard of the Imperial Trust, as well as Vanaheim's extensive experience in major space construction, Vanaheim would make a natural partner in constructing any new Goliath Factory ships. Perhaps an agreement could be reached to build some of these ships, though actual construction may have to wait a few decades while design work is completed first.
7. Recently the Avernus Mechanicus has completed an initial study of the Ramilies Starfort and believes they can design and construct new ones. This is a major effort, and requires a significant amount of additional design work long before any construction could start, but it should be very possible. Considering the significance of Vanaheim as the major shipyard of the Imperial Trust, as well as Vanaheim's extensive experience in major space construction, it seems reasonable that Vanaheim would be the best location for constructing a new Starfort. Perhaps an joint project would be the best approach, involving the Mechanicus on both worlds as well as construction teams from both worlds. Avernus could help in the financing of the Starfort.
Your first suggestion, forgiving a tenth of the debt that Vanaheim owes Avernus is probably workable, though Olaf believes that it should e presented as his idea and he should have started by demanding that you forgive a quarter of the debt in exchange for the agents caught before you argued him down. This should provide Olaf the impression of aggressiveness that he needs and the fact that you argued him down so much will reduce the impact on your own reputation.
He wholeheartedly agrees with the second suggestion, giving some of the debt to the Imperial Trust Navy, and tells you that while it will have little impact on the Vanir it should do wonders for Avernus' reputation in the rest of the Imperial Trust, which has been suffering in some quarters.
The third suggestion may prove useful but you will have to be prepared to deal with a good deal of hostility and opposition to your presence on Vanaheim and it could be turned against your and Olaf's positions. Olaf advises you to apologize and then avoid making any waves in Vanaheim for a few decades in order to let the scandal die down.
Your fourth suggestion will prove to be very useful if you can convince Saint Lin to follow though, which Governor Olaf views as unlikely given how determined he seems to remain neutral in all internal Imperial Trust politics expect where Chaos is an issue.
The fifth suggestion was something Olaf was going to mention anyway. He tells you that if he does not return to Vanaheim with some favorable trade deals with Avernus then he will certainly be deposed. He requests a ten to twenty percent discount on metal prices over the next half century.
The sixth and seventh suggestions include to much cooperation between Avernus and Vanaheim to be practical at the moment and Olaf would prefer that the construction be an entirely Vanaheim affair. He tells you that with the current conditions at Vanaheim someone will end up picking a fight with the Avernites and dying horribly. Also he tells you that you should avoid emphasizing Avernus' connections with the Fabricator-General in order to reduce accusations that the Fabricator-General is your puppet.
Now that you have finished your discussion with Olaf it is time to decide which of the options you want to go though with, with the first five being possible though is some cases risky.

Both are abomination things, but since they don't go full communist I think they're just getting small amounts constantly that could weaken they're resistance to the abomination.
Neither are obviously big enough for Lin to flag as burn.
No he is right, Khorne is a god of war and battle pure and simple, though of course that aspect is much weaker compared to everything else, but there are somethings that simply have to be.
Slaanesh is the god of pain and we can't get rid of that either.
