that's the point of research to figure out stuff we don't know! even if the DOaT doesn't have the tools meant for Geneseed it's still more advanced than what the Emperor probable had access to make it in the first place and our tools can tell us what the hell we need and what the problems with it are. Also since Grey Knight candidates are rare as hell even with a pysker population as crazy as Avernus we should start finding candidates and put them in stasis till we do figure it out.So?
None of the DAoT stuff will help here, we don't lack for subjects, we lack the knowledge to implant the things and turn the geneseed into the organs that make a SM and SM.

The same reasons why Hereticus existed before. The Arbites are a constant force that are easier to work around. The Inquisition is an organisation quite a bit more secretive and is thus harder for heretics to defeat. What, you mean from old Hereticus? So what? The Ordo Hereticus wasn't in place when Malcador the Hero founded the Inquisition, it was only created way later in the 36th millennium following the Age of Apostasy. There weren't any old Hereticus members to found it then either but it still got founded.

1. The emperor is the emperor, psykic being of damn near unlimited power and knoweldge who lived through the DAoT and made the primarchs. Pretty sure he's got more advanced tech than us.
2. Grey Knights are intrinsically psykers and so is their gene seed, therefore its much much harder.

Hell he talks the Space wolves into helping him on a hunch and makes a heretic priest convert simply by talking.
Afterwards the persona of the books asks the inquisitor if it was the emp and he says "no, that's simply Macharius."
It's a kinda important point in the books that, despite his charisma and tactical genius, he is just human. He even has some trouble with his age and decreasing efficiency of the Juvenats in the last book. Depends on factors we can't know. Even if we should find out how many demons were permakilled we'll never know how much power it took to push them in the materium (or Avernus in the immaterium).
