Why not? Their meant to be able to survive anywhere, and we hives, not massive ones like Midgard sure but we have them, as well as being possibly the best place for new recruits in the entire Subsector.
I mean I was doing a little research and Dis has a lot of old mining caverns underneath it. The Vindicare could easily hide out there or even in the Hive itself.

The Vindicares suit and mask is one of the greatest pieces of technology it has on its person, next to it's weapons of course. He/she could easily hide past Imperial sensors and guards.

Nix the caverns. Those are major security risks vs Trolls. We have qualified and professional people paying attention to them.

We renovate our cities every few decades or so, fortifying them, expanding them, repairing them, etc. There isn't a single nook or cranny that's not patrolled thoroughly lest it become a nest for Blink Spiders or other Avernite nasties. We have Dark Age of Technology sensor equipment. As OP as an Imperial Assassin is, we would've found him by now or at least got a hint of him.

Moreover, why would an Imperial Assassin stick around on Avernus? Our psykers are under control and so are the cultists. Midgard has underhives and as we all know with underhives, they tend to fill up with mutants and heresy pretty damn fast, even after they've been purged. It would not only be easier for the assassin to stay hidden on Midgard (and thus possibly refound his Temple in secret), he'd actually have stuff to do.

Talent scout? After all Midgard may have a higher population, but remember we got the better... well everything really.

As for why, he would fit right in and most of his equipment could be hidden and moved around/dissasembled for when s/he needs it.

Also @durin are there any ANGRY MARINES or Reasonable Marines?

He could go to Avernus to pick up recruits and hop them over to Midgard for "basic" training, then back to Avernus to complete their training after they've mastered the arts of stealth.

I don't remember if this has been guessed, but I've got one idea on Muspelheim's deal and why Surt is such a badass - they practice genetic engineering, so their population is better than normal. Surt is just an exceptional person, being better than their average, much like Rotbart is better than the average human on Avernus.

I'm guessing that worship on Avernus skewed towards the Emperor though since we tended to go with the more positive aspects of the Emperor and weren't tyrannical, which might be have what gained his attention.

1 : Yay, the coping rolls worked!

2 : It's quite hilarious. We found a store of plasma and grav weapons to make the most well equiped Dark Angels successor chapter weep. But to Avernus it's just "eh, it's nice. Put it with the rest."

3 : That super-exitus rifle is not a sniper rifle. It's a man-portable artillery piece. Quite honestly, we should use it as a main gun for space-born fighter craft.

So I've done the math & statistics, and they say that we should expect a doubling of psyker population approximately every 6 years.

Spreadsheet here. (Incomplete, obviously).

So.. yeah.
