they used STL ships for colonization due to not being able to send anything large though the Warp
it may be possible but only once they are out of the Warp Storm@durin, is it possible to maybe whittle down Vanaheim on the issue of the Quartok? Convincing them to abstain in just one turn is practically impossible, but maybe if we make it so our campaign works over multiple turns it can do something. So far, they have three objections: the Quartok are useless, the Quartok are hostile, and the Quartok are smelly (xenophobia). Perhaps we can focus on changing Vanaheim's mind on one of those objections per turn?

no one else has any shipyards at the moment and commissioning ships from Vanaheims shipyards was pretty common
