Can we do a write-in to give them access to recruit volunteers from across the Federation? Do they already do that?

Ok, now that the Design actions are in place, I think this is a valid plan. A few comments/suggestions:
1. Can we add -[] [Military] [Free] Redesign our Fleet Structure & build process to account for larger ships and make a process for new fleet design. This is how we design new fleets of all the ships we've built.
2. I don't think we can half-action off of Mechadendrite into Development. But we can half-action off of development into [] Duel Of The Fates (4/12)
3. Can we replace the Psykana free action with: -[] [Psykana][Free] Turn off Glint of Genius, Turn on Heartbeat of Industry and Devouring Mechadendrite at full strength, 100 Choirs into Hippity Hoppity, Hiss of the Steam Valves & Foretold Luminous Paths Seen. All remaining choirs into See No Evil, Speak No Evil, Hear No Evil, Do No Evil while leaving 50 free for auto-tickers. It does the same thing in general, just in somewhat more detail and spends choirs on Hiss of the Steam Valves again, which seems good?
4. Do we want to do the Phoenix-class ship? I know we want a number of Grand Cruisers, but do we really need 2 different designs? Do they fulfil different roles?
 
Whatever plans we end up going with, it ought to account for the fact that we're auto-completing six Melodies this turn.
I humbly propose the following:

Death III (upgrading Promethean Gaze), Wisdom III and Innovation III (upgrading Class Is In Session), Paths III and Prophecy III (upgrading Foretold Luminous Paths Seen), Love (getting us all Star Child melodies).

The auto-ticker only gets us one melody. I'd be down for Love I for the Star Child melodies or Death III for Promethan gaze.

They do, the Phoenix-class is a lanceboat, while the Lepus is a brawler.
Fair enough. I'm curious what our fleet designs are going to look like after this.

I must say, going on the expedition to the Clockmaker's Workshop sounds cool. Maybe we can squeeze it in next turn.

This is good. Granted we are gonna have to do a "What ships and army to send" part of the expedition but it should be fine.
 
Right, Virgo managed to get upshielded and uparmored with the freed up DP, just because I care.

The others were fine as they were, not really a big change for them.

EDIT: On the topic of the Black Cat stuff... You can very much see that they were coasting on their laurels of being the only one with an ancient battleship in the region. They had massive heat and cramming issues on their ships, and their crews are apparently infamously poorly disciplined and need luxurious crew quarters apparently to even do their jobs--which makes sense given how they've gone and made their ships into living ovens apparently. Even their Battleship is something that's more a dragon that they can occasionally coax into service rather than a reliable asset, because it's super dangerous to even exist upon, and the Machine Spirit suffers from a major god complex apparently. It's fairly tough of course, as you'd expect, but I'd honestly bet on one of our natively designed craft over it.

On the other hand, it also means they apparently invented some clever ways around the limitations, like the Heat Cyclers which I guess are required for their crews to Just Not Fucking Die, but we can likely repurpose them to increase the firing rate on our own lance weapoons since we actually have something resembling sanity in our home-grown shipbuilding.

If we don't end up taking it this turn we should take the neutrality treaty plus the Lamenters legion action (we are going to need as many Lamenters as we can get) and as many shipbuilding as we can in the turn after this one.

Hey @HeroCooky, while I work on this, are Medium Rotary Plasma Macrocannons better than Heavy Rotaries? It does cost a bit more, but it is something that was gated behind a fair amount of tech and the bore size is a bit smaller, even if the munitions are vastly improved.
 
OH HEY, the Black Cat stuff did help us more than I thought! It reduced the tax on our Heavy and Light Cruisers!

Libra - Upgrade Veteran Crew to Elite, maybe give it some stealth equipment to make them less appealing targets. Tack on a Yeeni Auxiliary Engineer Division to boost Thule Morale fighter uptime.
Scorpio - is it possible to replace the Limited Self-Mending Armor Coating with Infused Amor-Plates

- Can we jam an arboretum in here? I think we might be able to if we remove some of the combat capability and add more run-away-ability. That would go a long way towards the Supply situation.

And for the HC's:
Leo: Any self-repair capability. It's a brawler!
