I will say, since the Restoration are the ones watching Neph, GUN can't really just hand her over themselves without getting into proxy negotiations with the Restoration

We need to fortify Green Hills Zone! Neutralize the Zeti (either elimination or detainment, whichever), and ensure the Black Arms do not return!
Multiple walls, checkpoints, watch-towers, anti-air emplacements....fortified ports and dry-docks!
If this were a Hearts of Iron IV game, we will turn Green Hills into a nigh-impenetrable fortress!

I think we have a chance to recruit the train man. He would definitely turn our area into a pretty decent place with traveling and some extra income.

Better to take metal and territory demand off, this would not be something GUN would agree.
Thunderbolt was a overreaction and Towers might be willing to let her go in exchange for Zomon and Chuck would even be something he agree to resuce bot for moral reasons and to deny the Deadly Six his main scientist.

The downside to you having no idea who Grimer is in universe is Thunderbolt loses her prison buddy, unless she remembers to mention him, which she might be too starstruck to do/hj
and also, how difficult would it be for them to be convinced to help us getting Chuck and his grandson out of the Zavok hands?

On another potential demand, I assume getting GUN's assistance in dealing with the remaining Zeti may have a dc check, it would be helping get more forces against the Black Arms, but that also means strengthening Eggman's forces.
