We will need to offer something that Towers cannot refuse if we want Chuck data as no doubt he will be going inmediatly to GUN instead of us.
And from our current stuff we don't really have something more to offer of that magnitude unless we were willing to part with the Chaos Emerald.
I rather not say to have help in capturing Shadow, cause it is obvious that could end up badly if it isn't Rouge who we offer this.
But would having him open negotiations and make a reasonable effort, not guarantee them agreeing, be more feasible?
I'm also wondering if our plan should take the form of a list of conditions, which GUN agrees or rejects on a case by case basis and/or makes their counter-offer (so we might want contingencies), which we then agree to or reject ourselves. As in Aron593's plan proposal.

The ragnite research while intereting, isnt enouhg to push in the chuck deal.
The collaboration would be somethingbthyey are wqilling for, but they want first the black arms one, so that takes priority.
One thing im not sure if it was clear, this is something that Towers himself is doing on his own, it doesnt have the 100% support of gun, be aware of that, while he is a commander and has a lot of weight, there are limits.

QM answer they will also want Chuck research as well, non-negotiable, and custody over him. I am willing to give, frankly we would have to change the entire code for our badniks either way so no major loss there and in the end whatever he created we can counter.
Well...that's the point of 'shipping' isn't it? Make sure the package is nice and secure...IE RESTRAINED...
Whisper will be another tool for use to use. She's a tool in the Restoration's arsenal....that doesn't mean we can't manipulate her to aim her at somebody else...Seems like killing her would be easier.
