Guy is a ruthless ditactor but is one of the more susceful versions of Eggman around.
He runs a global empire for years, have population not made of robots, engage in PR time to time and have flesh and blood minions to handle the vureacracy of his empire.
If anything Under!Robotnik likely make Eggman more open to diplomacy than before, somewhat.

Well, time to play devil's advocate. Why shouldn't we kill them? We don't have the option to recruit them, and they might end up hero units for the Restoration, causing problems for us later...
This is one of my biggest complaints about VV quests in general. Nobody actually wants to do bad things, despite being, you know a villain. Why shouldn't we remake the Egg Carrier and start dropping bombs on our enemies indiscriminately? Why shouldn't we make the Metal Virus, and hit Roy with the Uno reverse card with our own zombies? Why shouldn't we make a counter for Omega while he's not actively trying to shoot up our things?

To get the information about other Kings, that was the main idea behind the action, or at least it was from Eggman point of view.

Well, Art is basically a discount metal overlord who can adapt to any technology becomes across so that's really good and the sonic tonic gives anyone who drinks it the speed of sonic with the unfortunate side effect of turning their muscles very flat if I remember correct.
But still, we got decent stuff and that will help if we ever decide to talk to the restoration

ART is robot that can absorb tech.
Sonic Serum allows you to run as fast as Sonic (or close enough) but after it stops working you can't move.

Man seeing comments like these make me so happy to have written that omake and even happier that its canon to this quest.
Cause now we have this beautiful connection that people can look at when we have situations like these happening.
Good to know good to know...not something we can do next turn unfortunately. Not with our maluses and needing to make Ring gatherers, but those will help a lot.
...On another note are Tokyo incidents just going to be the norm for us? I'd really prefer to not have to keep cutting these rescues so close.

Because do you really want to deprive this world of Hatsune Miku? Even if we spared her and killed the Hedgehogs she'd be depressed
But for real, us being merciful can help keep the eviler personalities of Eggman contained and dormant. And we still have plenty of time to commit war crimes in this quest, and then try to justify them later to Belle as a running gag.
