Tsukune is is just the only one not locked out of it.Tsukune is the only one there who can definitely learn Hamon (Moka's a vampire, Kurumu's a succubus, and Mizore's a yuki-onna), and probably not to any great extent. Yukari and Ruby might be able to learn it, but...
