Its possible but with potency reductions to fit the rest it'd still only be a 3/10 potency wise, y'know? We talk about P13 but the system only goes up to 10 and we'd do well to remember that. Even with the intent there there's the question of if it would actually enhance enough to provide the protection from their own speed.
Much like the contents of Foreign Affairs, events are infrequent so endless analysis fills the space. (not complaint)

Kinda curious how Towari encountering the new Justice Unlimited will go, she seems to be in a pretty shit headspace right now, and whatever Stockpile did combined with his psychic drain aura definitely isn't helping, but Lady Leizhi is someone she's known for years and Ellie literally has Nora's disembodied soul occasionally pop up and mind meld with her, making her the foremost expert on how full of shit Stockpiles claims are. Also Stockpile in general.

wait a second was Elysium, aside from the mythological inspiration, pulled from the Matt Damon movie of the same name? By the District 9 guy?
A few plausible reasons:
1) They weren't P13 before. They got boosted when LPP nabbed them.
2) Their powers have extensive non-combat utility, so they not as strong in direct combat.
3) Much like Uiara, they require ramp up time by spreading fires around, so they rarely got to show how powerful they are.
4) They simply were less active, either not doing hero work fulltime, for as long or both.

Hmm one of the side effects could have been hampering him yeh. Like with CS, while Normal Metas dont follow the rules of more power means more side effect theres still a chance a P10 could get a Side effect that hampers their powers.

Speaking of Spider Web, seeing as we're rather limited in our action, I think I'd want to focus on GDT for that action. Yellow Qilin likely has something drastic cooked up (that would likely destroy herself in the process as well, because of dumb teenager and all) and we'd wanna preserve as much as we can for future upcoming missions with Puella Magi being the second one.
