Zeno should either let us put the others in stasis to protect and part of his power is stopping everyone with his sight which works well with Heavenly Astrologian. Then Justicar to opefully stop the orders of the clone.
 
What precisely does Justicar give us in this situation that Shutdown can't do better? Justicar's big weakness is that she needs to be aware an Edict was broken, hence SB pulling out the Scarlet Maturity empowerment. Shutdown on the other hand has an instant turn-off button for anything, most relevantly powers like Justicar's.

Seriously, as deliciously ironic as it would be to use Justicar against SB, that is not going to be helpful here. Shutdown is more useful from any viewpoint.

This is correct. You're not getting three powers. You're getting one super power set made of three metahumans of your choice.
The other two will influence Justicar. In this case, the assumption is that the tracking part of Red Huntress will help with that.

Both Zeno and HA have powers that works really well together since its both based on line of sight. While adding shutdown might remove the need to touch by combining it with other powers.

Then judging just from the vibes, how is Justicar more useful than Shutdown? Her big flaw is that she has act after someone has broken one of her rules! It.doesn't do shit to prevent people from breaking them in the first place!
We could just go:

EDICT: SOCIALITE BUTTERFLY MUST MOVE UNDER 0.0000001 MPH
PUNISHMENT: PERMANENT CHRONOSTASIS


And then we push her with HA.
Then just shut down her ability to move and kill her. No need for over complicating things.

Arcus, I hope you're not going to be stubborn or mean about us because even though Heavenly Astrologian and/or Red Huntress would be thematically appropriate you're worried about them not fitting the tactics.

I mean, if you want to do something defense, you could, in theory, slap, I dunno, Bulwark or Adamant or Steadfast into the set, but those have a limited number or tags and we already know what they do. Let's have FUN. This is Cake Vs. Pie from Faustian 3, but instead of a binary choice it's a buffet!

This isn't the last time we're going to be seeing Dynamite. And I would like to make the most broken/insta-win power for the situation possible, I just don't think the Heavenly Astrologian/Red Huntress combo is it right now.

(Also look at the status readouts of our entire team and tell me you wouldn't want medical support right now)

Bitterman gives boosts for fitting thematic/narrative reasons. See: Red Guy vs Blue Guy.

Harper helping to take down her sister, and Ellie getting help from her mother beyond the grave seem like perfectly good reasons to add to the roll if you're that worried about a Nat 1.

The vibes are that a power that lets one make decrees will counter a power that lets one make decrees, combined with actually being narratively satisfying compared to the "literally who?" of Shutdown.

There's a lot of ways to imagine an Edict-like power manifesting, honestly, in terms of secondary effects? Could you get metaphysical things where you get empowered by either compliance or non-compliance to one's Edicts? There's honestly a lot of completely off-the-wall directions to take it.

Don't get me wrong, I'm sure there are also plenty of interesting directions with Shutdown, it's just that they don't come with anything like style.

Now, also don't get me wrong, if forced to I'd still vote for HA, Red, and Shutdown if the other leading option didn't have HA and Red Huntress together.

Also I'll just say this, I have very heavy suspicions on what's gonna be happening to this Dynamite combo considering what I just quoted earlier and the context behind it.

I thought that was just "Yara literally died and came back to life thanks to a Mendicant symbiote, she's gonna have to take a little bit of time to work through that and calm herself before she can say yes".

That is your interpretation. And I admit, I can see why you'd come to it, and in other circumstances I might be willing to try it.

But in these circumstances, I don't give a shit about how narratively satisfying it would.be to counter Justicar with Justicar. I just want Socialite Butterfly dead, and I consider Shutdown to be a better path to achieving that because his power doesn't have the reactive component Justicar's has. If we want narrative satisfaction, we can find it in the fact that Socialite worried to use Shutdown against is in this fight, and now we're doing something similar but better.
 
I have nothing useful to contribute but I did make a series of noises that called my cats from across the house and made them shove their way into my room to check on my health. I am now trapped in this computer chair by a distressed cat who is attempting to pet me.
