I'm not sure it's a good idea to give Shelley combat-focused abilities when her base HIT stat is 1.

Anyway, I considered some builds and stopped on the Feth Fiada & Crimson Soprano combo. Now, I wonder if the resulting [Fundamental Force Manipulation] could still maintain the theme of concealment.
 
I kina want a music number showdown, between Scarlet Maturity and Lady Leizi.
To show who is the better mentor to Mona.
The longer it's going on, the more silly it's get. While Mona became more uncomfortable between them. Like a child wacthing their parents figth over them.
I can imagine how funny it's would get.

...the image is both disturbing and hilarious. Would SM have a deep booming soprano/opera worthy voice?
And Lady Leizi would have a voice that is perfect for Jazz/Blues or just completely in opposite direction and have it be Idol group worthy a la KDA or BabyMetal.

That's true, though a pure utility powerset might also not work out given her personality. I can't see a "firecracker with a strong sense of justice" staying put in the face of villany if she has powers. Even if those powers are totally unsuitable for combat.

So maybe something with both utility and combat applications would work the best? Or at the very least some defensive options on her toolset. We can always just fit steadfast in the plan, it's cheap and garantees some defense in the resulting hero.

I'd like to restate that the Nox/Eastwood/Millions build fulfills this exact purpose, as being able to absorb and explode emotions could help at least mitigate the effects of someone like Le Petit Prince or Seraph, while still being a really good combatant.

TBF Mona was hit 1 too and look were she is now.

if we raised Shelley to T9 giving her combat power would be fine. Since the power would be steong enough to raise Hit to high levels and does seem like her personaliy is actually pretty suited for combat

Red Huntress (6) + Memoria (4) + Crimson Soprano (2) + Either Soldier X or Daggermaw (1)

I'm still going off the "Flight is the missing keyword for Telekinesis" guess, putting Soprano in, and then either Fitness or Senses boosting.

Electromagnetism is a fundamental force and basically everything we see is a matter of electromagnetic waves of a specific wavelength (a.k.a. visible light waves)

Also, distracting from the powercrafting for a moment, I don't think anyone's noted this yet:

Anansi was introduced separately from the Horae Guard.

"Given Lady Leizi's . . . talents, I'd still like Anansi to check to be sure—"

Stockpile himself claims Anansi is with the Horae Guard.

Either this's a discrepancy, or its basically stating that whatever mindwhammy Anansi is under is from the Horae Guard specifically and Stockpile is aware Anansi isn't loyal to Crusade but to White Hawk specifically (as opposed to most other members whose loyalty he knows lie somewhere between him and White Hawk). I think people theorized some of this but we didn't have anything concrete IC until Stockpile gave this away.

Daggermaw Ensures we get a Synergy atleast even if were wrong about flight and who knows maybere there some other synergy in there.

Though I still prefer getting the Zeno Whitebeard for Homer. Since I want Space-Time at P13 and we do need a really strong Tank so just give one of our lower heroes teleport.

Since Memoria Shows even at lower levels Teleport is a great ace at our sleave.

-Steadfast 2
= 9
For a Telekinetic Invulnerable Teleporter. Need a T6 Candidate for it but I think its cool.

Anansi was never a part of the Horae Guard but a member of Powers.
Thus she was introduced as a "former" Powers Hero (as if they don't both answer to the Philosophers).

Also the argument between White Hawk and Stockpile was about Seraph who is from the Horae Guard.

Or would everyone have had their own individual candidate impression notes, Leizi's are just the most overt and the ones with the most screening owing to her intelligence network?

No, that was an LL special. Nora has special research actions, including building things like shield generators and [redacted].
