We probably get another pass since the two S-tiers are, in the public eye at least, inheritors of the "legacy" of two previous JU members.

Still yeah, gonna want a couple of more "average" Heroes made so people don't really start having alarm bells ringing.
 
I also sort of intended for T10's to be special. They way I plan to scale things up, you won't be able to keep pace with the missions if your just holding every candidate back until T10.

Also, remember, people think it's weird how strong JU is now. Handyman and Menagerie Witch are clear A-listers, with Doctor Silver being an A-lister who is categorized as a C-lister because people don't know about his spacial awareness or the Hustle. Valiant Gold and Black Swan are S-Class. Only Chatelet and Lady Leizi would be B-tier, and their superlative at what they do.

You start adding nothing but A and S-Classes? People other than Crusade or who you call The Philosophers will start to notice.

...I think we can get LL to (low) A with the right work.
 
I also think that having more heroes sooner delivers compounding benefits. More AP and more stats means more money to empower more recruits, with less time for our enemies to throw obstacles in our way. Especially with how missions we miss out on have negative side-effects.

Then yeah okay, I think there have definitely been elements of trying to overprep for Moon River if that's even possible due to trying to exceed the listed minimum requirements. Us recruiting people like Belle Sabreuse, Jorogumo, and Sparksurfer should help a lot though in terms of helping hide things off of having more natural heroes (inb4 they're more Menagerie Witches).

Song was already getting dropped in with either raw or a Fast Pass (Adamant, Sewer Rat, or Frostbite being the options if doing it raw). Unless people are really attached to Deadman I'm thinking just doing it raw might be better here.

Soraia likely depends on what psychic synergies we can find and probably build her more towards being a backliner built around Chatroom or iSpy? Something like iSpy/Miss Conception/Hunch/Millions would be fairly good for a supporty defensive pool with minor offense (2x invis/clairvoyance/energy manip) and would only cost 1 Spoonful to achieve.

Shelley as a Nox build still holds fairly true and is the one I'd most push towards being tolerance 10 of the lot and we do need to prep for Moon River anyway still. You could maybe get away with making her potential 9 and getting the same core build done at least but at that point... :V

For Cain honestly we could get away with just giving him a 7 potency build now if we wanted and didn't have Fast Pass money? He's just in a really weird spot since I'm not actually sure what type of powers we really want to give him yet though.

It occurs to me that the public likely thinks the EXCEED-BEYOND armor was made specifically for Ellie, after this comment. A power that is completely useless... except that it just happens to fuel the final work of one of the strongest heros? That basically screams "armor was custom made for her"

I mean, if we need c or b rank heroes, let's just make some more s rank heroes and tell them to job. That way when we run into a critical threat we have them on hand.

Even if people get suspicious, us hiding their power level will just lead them to think we have a power Enhancing scheme, and they won't suspect our actual plan.

Thats even assuming a individual who literally just got their power would have the Finess or control to pull that off? Yeah...no.

Exactly.

Also means we can have dialogue lines like "I guess I should start taking this seriously", "Impressive. You made me use 1% of my power", and of course "Fool, this isn't even my final form!"

So obviously this should be our top priority.

Nora saw a gay teenager with attitude and was like "fuck yeah, get in the armor Ellie!"

…which isn't too off the mark of what actually happened, now that I'm typing it out.
If Nora had lived that would have been pretty much exactly what would have happened, too.
Bonus points if her backstory gets out too.

Because finding out that Heavenly Astrologer had a kid who was suffering because Novalight was a huge ass? Gee wonder what sort of baggage that might trigger. Oh, you have a useless power? Let me make you a suit to run on it so you can join the team made of people who told her to screw off. You too can be a hero child!

Because if anything will make it more believable it is spite.

I'm more arguing against the idea of making a B rank if we could make an S rank instead. I'm assuming things are balanced so that making S ranks is harder than making B ranks, so if we have the opportunity to make an S rank I vote we should make them S rank.

Dude, you can just refer to it by potency of ambrosia (P13 is a good term that's been in use in the thread for awhile)

And yeah, it's balanced by two factors: money (self explanatory) and time (lots of deadlines)
I keep hinting at it for a reason!
Avenues for LL improvement:
  • More usage out of that [Fitness] keyword (bioelectricity? You could do a lot with that, maybe regen)
  • More practice with upper limits of punches. (Even if it's only for a few milliseconds, lightning bolts are really fucking hot)
  • Getting that weapon (big stick lmao)

Well, like, duh? Who is arguing in favor of that?

Right now our choices are, "We could make several B ranks, or we could spend 6-8 months slowly building them up to S rank, therefore having no heroes at all for that span."
 
*sigh* we do need more mid to low level heroes... But honestly if we playbour cards right even a low tol hero with the right combo of Ambrosia could probably punch above their weight class, some times at least.
It's also why I have my wildhunt plan
If it mixes as I hope it will it's a so-so power (making animals stronger) but when teamed with our little bruja it becomes much better
