Here is one ..
I brought up a theory that many are experimenting with metahumans leviathans and Goldnine.
That one is impossible to confirm at this time ....

But here is another one .... Monarch has another ability that somehow or her ability interacted with Goldnine in someway that could boost people's abilities. That is why she was thrown in wonderland.

Or more terrifyingly someone succeeded in an experiment on Leviathan and it's blood... Or something Frozen Throne

And that is more terrifying cause it might mean even without Project Prometheus going public .. Horizon is about to face international race and conflict over control of the resource. ....

Did Harper hide her ramping up ability because of Socialite Butterfly related reasons, to get enemies to underestimate her, because it would clash with her friendly image as a hero or what?

So when the value of Goldnine or Project Prometheus or whatever is up with boosted Monarch subordinates or wonderland escapees gets known..... How quick do you think the world is going to go to war?

Given R-Train has a monopoly on making sure Goldnine doesn't get out, they're going to be the deciding factor in that regard based on how well it can handle every world superpower gunning it for a piece of the pie, and any metahumans who can possibly teleport it across the border will become the world's most valuable commodity in an instant.
 
honestly is either a pr move or they want something else from NID. Might even be planning to force NID to join monarch so tehy can claim the entire district is evil and jsut straight up conquer it once all its leadership is dead.

Given how Silvio reverse-engineered EXCEED and the name "Stockpile", I have an alternative idea.

What if Silvio's Algernon speciality is basically "picking up where other Algernon's left off" or more bluntly, cribbing their notes?

He has a 'stockpile' of info as a jumping off point.

Thus, he can just read Steelheart's memos and reverse-engineer a few robots and then get a good idea of how to circumvent the security protocols.

.... That seems ..... Well there is no specific knowledge which lends itself specifically to stealing other's notes... all fields of sciennce while intercoonnected have differnt skiills required

There is a branch of study of learning called pedagogy.... but it is basically acknowledged that just because you can learn about something doesn't mean you can apply it.... nor does that translate to improvement.

As far as I can tell Alg3ernons get knowledge ..... not skills
