Zeus is easy for Alchemist to handle, as he is a fully individuated existence from the rest of his godhead. Terra is not. Zeus is playing by Exalted RPG rules. Terra is playing by Nobilis RPG rules.
Alchemists current lever over Terra is stated to be malicious compliance, because that is the only lever that can even work against Terra.
