She wished for GLORIOUS NIPPON STRONK to not have been bombed in the War, but despaired upon the realization that, in order to preserve the sanctity of the space-time continuum, not only did Japan need to be bombed, but she was now the one who had to do the bombing on account of her space-time fuckery.
It's probably more allegorical than literal. Someone who loathes themselves, who thinks that they are dangerous, and that people need to avoid them. Possibly someone who witched out upon discovering she would turn into a monster.
It's kind of interesting, because usually witches are all about bringing people into their lair, because they are fundamentally lonely creatures. A witch whose familiars warn people away and who doesn't seem to attack until threatened is a bit of a deviation from the norm.

You turn around to find that the walls are now covered in warning signs; radioactive, flammable, corrosive, any and every warning sign is now on the walls you just passed.
Homura really can not explain at lenght, without mincing words, how urgent it is that they all move with due haste, and perform their tasks as quickly and efficiently as possible."Now please, hurry," says Homura. "I cannot stress enough just how urgent we must be."

Malus(?), Kyouko is a Friendly NPC: You cannot harm Kyouko Sakura, not really. Even when she's being stupid. Bopping her on her head is fine, though, thank for small mercies.
—Help is here! Sort of: you are a tank and a healer all rolled up in one cute package. To offset Kyouko's heavy gung-ho Devil-may-care attitude, your abilities seem to adjust in order to protect and heal her. Your abilities are smart.
—Healing touch: You may heal anyone, not only Big Sis. Well, every Magical Girl can, but you do it faster and more efficiently. Helps when you have to heal yourself, too.
—Combination Attack, You Stab, I Punch: You are pretty accommodating of Kyouko's style, if you say so yourself. More importantly, even Kyouko admits you are making progress, albeit grudgingly. May launch an unrelenting barrage of attacks together with Kyouko, exploiting openings and weak points you create for each other.
