It's why I said the hypothetical Hurricane spell is an indiscriminate AOE with Collateral Damage to Apocalypse. I am now even more convinced to saddle it with Channel to represent the continual trait of the storm, and the existence of a small pocket of safety. It doesn't actually lock Cerys in place - it is instead increasingly difficult to maintain a zone where it's safe-ish let alone move said zone, so not moving away from the spot is a safety requirement.
We also make use of "loses control at higher levels" mechanic of Juggernaut Wave, and the design becomes more or less complete.
