The sheer impossibility of this note being here spoke more to you of the resources behind whoever did this than anything else. The only way into this room was a solid steel door, there were no windows or ventilation units, the walls were also solid steel. The only possible way to open this door was a complicated mix of biological scanners, vocal confirmation that would be audible to the two squads of soldiers stationed at either end of the hall, the two solders that were to stand either side of the door at all times, the key you held in your hands that only worked because it had been damaged by age, a copy would not work and finally there was your trusty dog on the other side, trained specifically to maul anyone not you.
Considering the complete and utter lack of anything inside the room, even something being displaced by you having put it there your only conclusion was that this was either the work of god or some other impossible to understand force. Your own research had made it clear that it was possible to achieve such a thing, but you had also warded your room against such things. There was no-one in the world who had delved into the sciences behind the universe as you had, the walls resisted becoming permeable through specific waves of sound, the door's interior was reinforced with a crystal styled atomic bonds, the dog itself had been bred from several generations that you had personally raised to ensure everything was perfect. There would be no fooling them as to whether or not you were you, he even became aggressive if you had a strange burst of emotion, changing your outward scent too much.
And so, the innocuous letter that sat upon your desk was something that you were deeply afraid of. You had no lapse in memory and were accounted for, this room was as it had been, even the air was exactly as you had left it. All of these factors combined led you to the conclusion that this was an offer made with the utmost seriousness and power. Truly, even with your vast collection of science, including all things you had personally discovered this was something not possible if it was to take place within the current laws of the universe.
Opening the letter yourself did not calm your nerves in the slighted, though it did make you raise a scruffy eyebrow.
You have been cordially invited to a gathering of distinguished individuals. Your presence is not required, however we would deeply appreciate such an occurrence and assure you that you will be greatly intrigued by the subjects that are to be discussed.
If you accept our offer, please destroy this letter in any manner you wish. If you decline, simply leave this letter as it is. You have one week to respond.

The lack of a recipient amuses you, as you briefly consider whether the author was too lazy to specify each letter they most likely sent or if they simply didn't see the bother. After all, it was in his room, one of the most secure location on the planet. Still, the content itself intrigues you greatly. You were well known for pushing the boundaries of known science in all subjects you deigned to touch, you had taken the laws of physics and bent them over your knee like you would a naughty child. Rewritten the book on several subjects entirely and pushed forwards knowledge on a subject globally multiple times. If it wasn't for you, breaking into those subjects when they did, why who knows what could have happened. Most likely would be the incompetents making minor progress and then sitting on their laurels, slowing down the progress of humanity by decades! Nay, centuries!
Still, the possibility of such a thing... Reading between the lines informs you that this will be a most spectacular event. You had seen many things in your time, attended many a gathering of the minds. But considering the circumstances surrounding such a letter. Yes, you were most interested.

A pair of eyes look over the report laid before them with great displeasure. Neatly organised folders and loose papers lie across the desk, a slowly steaming cup of tea resting half full atop the entirely ordinary wooden desk.
It was the contents of the report that deeply dissatisfied the reader, it was something they had personally seen witness to, slowly progressing over time. The slow reduction of naval forces, the abysmal effort towards the army, a nations economy falling from it's grand past. Docks around the world being released, nations freed because of the laziness of the government, the inefficiency seeping into every aspect of the nation. It was unacceptable. They had been appointed this post mere hours ago, it's created happening minutes before and already the task ahead could be seen with it's full implications.
It had only taken a small effort to have the Canadians and Australians see how things could be. The recent collapse of what would have soon been an economical juggernaut in China has shaken them enough that all it had taken was a few words in the right ears and what appeared to be concessions to them, that was that was needed to return them to their membership of the commonwealth. Truly, the fall of China had been a most fortuitous event, though the lack of it's numerous imports would hurt the economy in the short term, the far reaching effects would be most useful.
All it had taken was a well written report and a prospect of the outcome, no exaggerations necessary and they had received the necessary funding and authority. What independents had already started reaching towards, a massive expansion in industrial output to help mitigate the complete lack of exports coming from China, was taken swiftly in hand. All competition was pressed for options while all doors were open for them. Prime land, changing the narrative of the education to properly emphasise the nations reliance upon itself and the need for workers, an outreach towards tens of thousands of homeless factory workers. The buildings were already underway, workers surging towards their construction with materials seemingly appearing for the perfect prices at just the right times, while competitors suffered from setback after setback.
All of this part of a carefully constructed narrative of the resurgence of a once mighty country, the owners of the companies seeking to return the country to its place among the giants and acting with goodwill towards all they encountered. Careful choices had even allowed them to find such people and give them the necessary nudge towards accomplishing such things themselves, simply seeing the luck that was bestowed upon them in their projects as karma repaying what good they had given the word.
Still, this was the first step in the plan. With a resurgence of industrial might, some careful work here and there to ensure that the right people achieved what they should and a sprinkling of corporate espionage. Their enemies were practically fighting amongst themselves. The Americans were in disarray, their fractured government working against itself even now. The Europeans who rested upon their laurels hummed and hawed over their actions, but the gathering of nations simply spun itself in circles getting nowhere. It truly hadn't required much effort at all to make this so, it had already been happening, but sometimes a little can go a long way.
The stage was set for the revitalisation of the economy, that would come shortly. The gathering of minds would ensure they would be technologically ahead, once it came to pass. A centre was already constructed for them to work from, to be staffed by the best from all over the commonwealth and the world beyond, having everything they could possibly request at any level.
Next, would come the resurgence of the empire.

A deep rumbling ran through the area, a feeling that ran down to ones very bones, spreading throughout the area. It appeared in slow bursts, the shaking causing rocks to fall from the mountains and the lake to shiver.
An hour later, the vibrations ceased, and all was still for a long moment. The land itself was silent, there was no wind even as high as it was, the water dared not move a drop. There was not a single being upon that land.
The moment passed and there was a crack, in something but nothing. A single stone, felled from the mountain, rolled and bounced all the way to the bottom of it's path.
When it reached the bottom, there was silence for a time. Then there was a single, long rumble, the shaking cracking the mountain and swaying the land.
