Your new Fortress-Monastery doesn't look like anything the name would bring up to mind. With the vast majority of Luctus buildings being old ruins from before the Mist, anything intact would be clearly identified from orbit, and while your shields are strong enough to withstand orbital bombardment, it sat ill with you for your location to stand out in the open so clearly. As such, the construction crews instead hollowed out one of the mountains in the northern hemisphere, carving each room in the rock, with only the shuttle bays, some windows and the gates connecting the Fortress to the outside.

You and your fellow legionnaires stand in your brand new office, overlooking at the landscape through a plastiglass window. Not that there is much to see, with the vibrant blue Mist shrouding anything outside. Your office is bare for now, with only a few chairs and a desk, your recently forged weapons stashed near the desk for ease of access.

Karark Zel is looking at those weapons, a large smile on his face. "It's been good to use a forge again after so long. Our Inquisitorial… backers were insistent in forbidding me the use of their facilities."

"Their loss." And you mean it. Despite his oddities, your Master of the Forge is quite skilled in his craft. "Are our facilities adequate to fulfill our needs?" Karark Zel ignores the question, examining his servo harness. "Karark?"

"Umh? Ah yes, it should suffice. Although I would like to bring some of the tools from the Fear of Judgement, some of the equipment here is of woeful quality."

"You'll have to wait for it to be repaired, in the meantime, try to work with what you have." With the lack of industrial facilities of Luctus, at least those not oriented to subsistence, they had needed to leave the repair of the old Battle Barge to the nearby Forgeworld of Smilnay. Despite the heavy augmentation on their bodies, you had clearly notice that they were strangely excited to repair what was a standard Battle Barge for you. That excitement had turned to religious rapture when they had seen….

Archmagos Delta Iota Kappa, who had greeted you and Inquisitor Harker in the orbital docks of Smilnay, had waived all costs of the repairs just for the chance to study the vessel and its contents, and you could swear you had seen a tear of joy falling from his organic eye, the only fleshy element in his face. It had been somewhat uncomfortable, seeing that much excitement for something that in your time would have been treated with professional indifference.

Putting that thought aside, you turn your gaze towards Valzadai, whose eyes keep moving across every corner of the room. "Valzadai, what's the condition of the Apothecarium, are we ready to start the implantation procedures?"

"The facilities are ready, even if the security is lax." He scowls, twisting a scar in his face that goes from chin to temple. "I've already caught a few serfs lurking around. I've chastised them, but it does prove that our measures are inadequate."

"Do try not to maim our serfs Valzadai, we don't have an unlimited supply of them." In fact, you had been lucky to get recruit as many as you have. Part of them were volunteers that Inquisitor Harker had recruited from the pilgrim ships arriving in Asis, a nearby Cardinal World. However, the bulk of them came from one of the planets subterranean cities, whose ancient filters had broken beyond repair and needed refuge from the poisonous atmosphere. They numbered a few hundreds in total which was enough to keep the fortress maintained, especially with the fervent dedication with which they worked, honored beyond measure to serve "The Emperor's Angels".

"Why have you called us here Severus?" It takes you a moment to notice Kuthil question, so out of character it is for him to speak unprompted. "If you wanted status reports, we could have just sent them to you, so there must be something you want to talk about."

He has always been a perceptive one. "I prefer to receive my reports in person Myrok, something you would know if you'd ever come to debriefings when I was Captain." He seems somewhat chastised by that, which surprise you, but you keep on speaking. "But you're right in that we have things to speak about." You put your hands on your desk, meeting the gaze of the three Marines.

"According to all documents, our chapter is a Raven Guard successor, and if anyone outside the chapter inquires about us, that's what we will tell them. However, I want you're opinion on how widespread the truth should be among our brothers, if it should be common knowledge or a closely guarded secret."

They ponder the question, and then Valzadai speaks. "The fewer that know the truth the better. It reduces the risks of someone talking for whatever reason. Plenty of enemies could use that information to bring our downfall."

"All our marines should know." Retorts Myrok, glaring at your Chief Apothecary from beneath his unruly mop of hair. "How can we trust them in battle if we don't trust them with the knowledge of their blood?"

Valzadai sneers, but your Master of the Forge interrupts whatever he's about to say. "Perhaps we should do like the Mechanicus does with the Omnissiah's teachings, granting knowledge to those that prove worthy of it."

Karark Zel intervention does nothing to diminish the tension between your Chief Apothecary and your Master of Recruits, so you proclaim your decision before it reaches a boiling point.

While not everyone is satisfied with your decision, those against it do not protest it, so you decide to take the discussion to the other matter in your mind. "With that settled, I want to consult you about what customs we should instate in the chapter. We have a chance here to make something new, something better and I appreciate any idea that you might think it would suit that purpose."

"Those changes apply to our tactical doctrine?" Inquires Kuthil.

"No." You reply scoffing. You might despise what the Legion has become, but you're not going to make your men charge heedlessly into combat like a brain-damaged fool from the Twelfth. You're not spiteful enough to go against your favored methods.

"Do we keep customs from Nostramo?" You refrain from spitting on the floor at Valzadai's question. You don0t wish to keep anything from that despicable place, for nothing of worth came from it.

"If you think some of them are salvage, I´ll consider it." You reply.

By the time you've finished debating the new philosophies that your chapter will follow, night has fallen, and while the setting of the local sun doesn't really influence the luminosity of the planet, it is indicative of the length of your discussion. Afterwards your officers depart and you are left on your own. Shortly after, a soft knock echoes on your door.

"Come in." A serf enters, carrying in one hand a lantern and in the other a bundle of cloth. Bowing deeply to you, he unfurls the cloth, hangs it from the wall in front of your desk, and leaves with another bow. You contemplate the banner with your new colors and despite all the time that has passed and all the changes since, part of you feels once more the excitement you once felt, when you departed from Terra ten millennia ago.

We should also definetly avoid the Red Gauntlet custom, assigning any of our valuable brothers to suicidal tasks is a monumental waste.

I have problems with Chapter Customization:
 
@ThunderOwl you should consider expanding our gear options to cover armor type we use, and any other specialized gear we could be utilizing, like jump packs or shields. Oh, am I correct to assume that as a Chapter Master we were issued an Iron Halo?

To avoid doubleposting:

Could we write-in options for our gear/ bonii?

I am unsure, why powerfist forces a pistol, but lightning claws, eviscerator and thunderhammer do not.

The Iron Halo you get by default, and for the armor and miscellanious I forgot to put it, will correct it now, same with the lightning claw restriction. You don´t have restriction on eviscerators and thunderhammers because you can have the ranged option mag-locked.
I will edit the post to allow for write-ins in the gear and bonus choice, but every write in those categories is subjected to veto. Just in case someone writes-in someone outrageous.

Let's see how things will go. I am not good with that kind of plan so I will be watching for a good plan. Or when I have more free time for some plans.

Not seing it.

Also fuck work, a few thoughts:
I am hesitant to think about gear, given that our list is incomplete but at the very least there is a Headsman's Axe which apparently is a chain glaive's bigger nastier cousin. Also I am very tempted by getting tartaros armor for ourselves for reasons covered below.
Bonii: Tartaros terminator armor is the best non-unique armor a Space Marine can use. Period. Even in Primaris era, Guilliman's pet Heretec could not improve on Indomitus pattern and Tartaros is much better. Not getting whopping 10 suits of that is a crime. On the flipside i am unimpressed by mark VI. I know beakie armor is cool and good for stealth and jump packs, but come on. It is still in production on 41 millennium. We do not need to spend our starting bonus on it.

Lastly on the topic of knowledge, I fear that telling everyone is likely to lead to either exposure of the secret or corruption of our men. But hiding it from everyone but the captet master is equally bad and kinda misses the point of running a traitor successor. So either of midfle options worls for me with slight preference for telling the vets.
 
Difficult decision regarding the gear. Stormbirds and Fellblade would defintely be the rarest and most powerful of the stuff, but the rest would see use far more often. Worth noting that the "Beakie-Pattern" armour would help us sell the Ravenguard lie much better. I would tentatively take the Stormbirds and Fellblade, becaus all the other stuff is something we might be able to acquire anyways, but those things are definetly GC only. Big bragging rights.

As for knowledge of our origins, I tend to An Earned Secret. Letting everyone knoew is a security risk, but the precedent of restricitng knowledge severely can be equally fatal. Prominent examples would be the Dark Angels and Blood Ravens. Nostraman language should definetly be taught, but I think maybe the chapter should just converse primarily in High Gothic. And our brothers should be allowed to individualize their armour, to a certain degree at least, as long as they don´t use human remains. Because that would be too big a debuff in relations to various Imperial Adepta.

--[X] Night of Fright: Every Autumn solstice (or the equivalent on Luctus) , the marines of the chapter at the fortress-monastery will organize a Banquet of Nightmares. Space marines will stalk eachover and attempt to surprise and frighten their fellow brothers. After many tests of skill in infiltration, dueling , shooting and others, a grand banquet will be served, concluding festivities, with the winners of each competition given the seats of honour.
--[X] Crypt Keepers: This chapter ritually preserves their dead in vast catacombs below the fortress monastery, be they serf or astartes. they are cleansed, and placed in decorated sarcophagi, in line with their deeds in life. They are honoured for their service to both the chapter and the Emperor, their deeds immortalized in stone.
--[X] Masters of Mystery: crime is the insidious enemy within, it is how evil start and corrupts the foundation of civilization. We will stop this as servants of justice. Our battle-brothers in their off-time shall study unsolved crimes from murder to robbery and to make an example of the culprit once found whomever they may be. They shall search for clues and conspiracies, to hear the pleas for justice of the innocents and to terrorize the guilty. The battle-brothers shall use deduction skills, stealth, and even allying with local law enforcement (secretly). The greatest solved mysteries shall be written in the annals of our chapter history.

I want a more air-focused/stealth focused chapter, which makes sense with our… Raven Guard ancestry. Plus, that that artificer Corvus power armour is to die for. I suggest mist shrikes, since shrikes are songbirds which impale their prey on sharp objects. You can see where I'm going with that. With the air focus, If we ever get into an open battle with our air (Instead of using them for infiltration and insertion) attaching something similar to stuka sirens to them would be awesome.

Not gonna go for the Volkite? I like Terminator armor as much as the next guy (so is the Chainglaive), but Volkite are so rare by 41st Millenium standard that it's straight up not available for most Chapters.
 
You gotta remember folks that Night Lords tactics depend a lot on stealth. Terminator armour is nice to have, but quite frankly, it has a niche use within the battle doctrine of the chapter.

Also, I'm tacking it on here, but I'm willing to accept additional suggestions to the chapter culture, as long as they get good support. I'm wracking my brain here for extra ideas, so it would be appreciated.
 
We can't become too specialized in stealth because we will suffer in other stuff. Maybe if we have an option, we should harvest that mist and possibly find a way to re-create it or at least a less violent version of it, so that we can use that mist in our battles.

Sure, but nothing stops us from acquiring terminator armour through other means, like producing it. Besides, It's more fun to HAVE a gimmick. It makes the chapter a bit more unique in my mind. The Night Lord gimmick is terror and stealth. It'd be a real fucking shame not to lean into it.
 
But Beakies and Camo-cloaks are all stuff that we can get in 40k. This is about stuff that we can´t get anymore, like Tartaros Pattern Armour, Fellblades, Volkite weaponry, etc. And we aren´t going to be able to use stealth all the time. What about boarding an enemy ship? Breaching a fortified position?

True, but at the same time, our dear Captain wants what his primarch wanted before he succumbed to his own madness of seeing the grim dark future. Sure, they could still use terror techniques but change it so that they won't be confused with Night Lords.
