I like the idea that very few of Zelote's revolts have chaotic influence. Perhaps they're cynical enough that the honeyed words of your typical chaos cultist just make them suspicious of entrapment than willing to hear more.
I would guess that given their history there's no shortage of planetary agents pretending to be revolutionaries in order to figure out who to keep an eye on for future reference.

I don't doubt that Tzeentch cultists could semi-consistently manage to manipulate rebellions via just... not risking their true faith's discovery by expanding membership. But if the people of Zelote loathe mutants as most do, Tzeentchians also are at the greatest risk of getting burned at the stake since their patron god loves to hand out extra eyes and shit like candy. And Slannesh is more popular with nobles and high-ranking personal than normal humans...mostly.Slaanesh has some chance, but I get the impression that Zelote isn't the type of place where you'll find lots of people doing art, drugs, and prostitution.
