Honestly, it depends entirely on the severity of the situations.
But I'd say our space-fleet engagements have the most risk for high casualties. Ork Kaptin and the Mammonites.
The Xenocide can also go sideways, depending on how things go.

My bet is on either the Ork Kaptin or the Cemńota

Ork pirates are notoriously crafty and violent by ork standards plus its a fleet of ork ships, meaning that they're cramped to the brim with greenskins, so boarding them won't be a fun experience (thank god for the counterboarder trait)

The Xenocide mainly because we're invading the homeworld of a chaos corrupted psychic aliens, who's nobles are powerfull psychers and we brought only one librarian with us.

I could be wrong (I'm mostly likely am) but the Mammonites seem to be a cult thats centered more around manipulation than combat, meaning that an entire company of marines could wipe them out pretty easily.

As for Zelote, honestly just sending in a few squads seems enough, maybe we could do what we did with the pirate remnants and intimidate the rebels into standing down.

So, I didn't knew all that much about the night lords when I first started reading but now that I am more familiar whit them I have to say, we are doing the equivalent of putting on a fake mustache and hidings our face behind a newspaper in terms of hiding the mist shrieks parentage, we have the same primary color, the same warfare method (that is the furthest thing from how a space marine usually fights, seriously I know of only one other chapter who does something similar) the same heavily personalized armours, the same focus on televising tortures and even speak in nostraman still, i hope we don't have to deploy whit other astartes who had fought night lords before, cause it's pretty god damn odvious when you know what to look for. Good thing night lords are rare.

It a good thing Harker doesn't seem to know too much about Night lords otherwise I'm sure he'll have some questions about Severus intelligent.

We can deal with Zelote the same old way we usually deal with rebellions. Extreme, televised brutality. Once we break their leadership and their resolve, hopefully the Guard Regiments can do the heavy lifting of just suppressing the elements that don't surrender. So, a squad or two is what I'm feeling.

Koshravi's request is also a headscratcher. If we want to be on the safer side, we could send a Demi-Company instead of just a Squad or two. But that'd be in the cost of Marines we could use elsewhere... Then again, we don't want to alienate the Inquisitiors of the sector, so maybe being on the safe-side is better for this one.

We probably don't want to take any risks with the Ork Fleet. And I'd argue that the Mammonites aren't to be underestimated either. Especially since the sector can't rely on it's fleet. So, we should probably try to wipe those out quickly and efficiently as possible, and keep the Chaplains handy for the Mammonites especially.

Xenocide will be the largest action this turn, is what I feel. We're conducting a planetary invasion on unfamiliar territory against a largely unknown Xenos species with very powerful psychic abilities. So, we're probably gonna need to deploy our Librarians along with a good portion of our forces. The sooner and more cleanly we get this over with, the better, since it'll hopefully free up more Guard Assets for use at Yerma.

Speaking of Yerma. How are we feeling about pulling those favors from the Angels Crusaders and Angels Revenant? We might need assets from another chapter to make up for our shortcomings in average marine statline and numbers. Since we're still under-strength for a Chapter. I hesitate asking the Blazing Wardens, since they're also under-strength and we're already indebted to them slightly because they're building our orbital ring at Luctus.

for the actions this turn its decided that we are going to ask smilnay for help and ask if we can get house lothbroks help, as well as asking both the blazing wardens and the titan legion legio fulicitor

It absolute hell on imperial era air filter that you need to do maintenance on it everyday. Besides that seems like it does nothing as the strongest protection against it is a few meters of thick metal walls.
 
So I was watching some Batman Arkham game series trailers and got an idea for Captain Mikhail having a round at being dispenser of justice. He has met not an ordinary criminal, but the one which "just wants to see the world burn" and who try to do it by sabotaging one of Luctus underground city/megashelter air-intakes/filters.
So Mikhail catch him bursting through the wall, like Batman in that Batman Arkham Origin trailer which got me inspired.

So if we managed to get terminator armor from Smilnay how much should we buy?

Imo we should get around 25 suits and turn the 10th devastator squads of every battle company into a termie squad consisting of 5 marines
 
Personally I think we should get 100-120 suits so we can loan out suits to a squad per company, plus suit up our notables

Personally, I'd like to get to a point where the first squad of each company is a Terminator Squad. So, each company's most senior squad is a Terminator Squad as opposed to the whole First Company being the ones with Terminator Armor. But I'm with Timewarriors in that we should probably wait for the prices.

In canon most chapter have at most a few squad of Terminators. The Dark Angels being able to equip their entire 1st company with them is an extremely outlier.
