There needs to be a far more intensive, comprehensive basic training. This makes sure we do not lose our current supply of horses. Just because we have extra now, does not mean we will not need more later, especially since they have an expiration date. Next is Infantry Training. Several times we have had to spend valuable slots in training up our new soldiers. I do believe it has happened every time before Naples in fact. I agree with Guy that London spies and getting our version of events out, but I think we should avoid talking to new people for a bit. I learned my lesson from the last meeting we had, we need to up our social stats to help avoid situations. I do believe we should focus on studying instead. For that I have Charisma, Decorum, Administration, and Law. We are Empress now, and are stats are bit low for that.
Next I decided to recall Louis for several reasons, first of all we are adopting him. He wants to be adopted and he deserves to hear it in person. He has changed quite a bit, is no longer suicidal, and wants to talk to us. And finally we have to talk to the Royalists at one point and we are going to need his help when we tell them that he does not want to be King. We do not want them to stick their own spoon into this mess to stir up trouble. And finally, with the new school and expanded training, we have somewhere we can put him where he can help the military without putting his own life in danger.

And which option is that? The Armee Code seems to address some that.
Is that one we have to write ourselves?
One Reason I could name is that that is a VERY complex Issue and should probably be tackled in Peace Time (or at least when we aren't being invaded) since it likely requires a lot of restructuring in our current forces. Even more then the other Options, I mean.

There will be more options next year... especially if the war ends and Nappy comes home a conquering Hero and the savior of France (Again).
So of his buffs will really increase the Army into the Grand Armee status that it had OTL... But also make it very relient on his own genius.
Or you can wait a year.
But getting it a year early may do wonders for the Army itself.
Well, if we get Brian and Berither back, we can restructure the Entire Army into the Corps system, something that will make us god damn unstoppable in the short term.
Even though we have used it years before it was created by Berthier.

The Newspapers of Therese Auclair: There are many opinions from the many newsmen and women of the Parisian News Scene. It was… very mixed, ranging from hero worship… to outright revival.
The Letters From Home: Brian has always kept every letter that his sister and family have sent him, even the ones that are embarrassing, personal...and above all else… Things he wished he forgot.
The Burial of Astor Auclair: It took Brian seven Hours to dig his father's grave. It took him only twenty minutes after that to realize that if he did not work soon, he and his sister would die.
Volunteers: Brian was not entirely sure about the volunteer battalion coming through and being raised for the Army. But he was not going to waste a chance to prove himself… and to keep his sister safe.
The Life and Times of Brian Auclair: All he wanted was a quiet semi-retirement with his family. Now he was chief of staff to his brother-in-law. And now he wishes he had shot him.
The Marshals Of France: They may not be the Marshals yet but their stories are still being written.
The Bravest of the Brave: He lacks training, he lacks competence in high command. He is brilliant on the tactical level. He is brilliant for being indefatigable… He is Brave, and that is all the Army needs to survive.
The Fox of the Rhine: There are men who would be destroyed by this command, who would work with just surviving. He wished that the men would have faith. The Prussians were right where he wanted them.
The Falcon of France: Louis Capet is called a lot of things in his life. Prince, Orphan, Basterd, Son. But never Falcon. It was a name Napoleon had given him in a dispatch commending him. One he didn't know how to feel.
The Holy Prayer: Father Astor felt cold. He felt wrong and violated… because good men and women were being denied the right to Heaven.
The Ministers: Paul Barres and Tallyrand hated each other on principle. But they needed to work together if France were to survive.
The Eagle: Napoleon dreamed of himself as Philip, and the growing child in his wife's belly Alexander. He would hold out his hand… and the World would be theirs.

I would be amenable towards changing The School of Armed Conflict for a write-in for a doctrine that cuts down on corruption or whatever docrtine the voters for my plan believe to be important enough to be taken now.
Also, I would like to ask those who are voting for my plan a question... should I take the Recall Louis action? And if I should take, what action should I replace with the recall action?

He proposes to join with several army lawyers and civilian ministers to create a unified code of military justice, to prevent huge massacres, maintain good order and discipline, and to maintain a high standard of professionalism, and to prevent the army from acting like little more than mercenaries.
