We need to persuade Louis that, for the sake of France and to perserve the ideals of the revolution, he needs to take the throne in some capacity, even if he leaves the management of France in the hands of other people (like Napoleon, for instance). I hate doing this to him, but the situation has reached the point where we either do this, or gamble on being able to fight a potential coalition of all our enemies, a gamble that, if failed, will lead to the restoration of a Monarchy that is uninterested in preserving the ideals of the revolution and that works for the benefit of foreign powers, not for the benefit of France.

Another civil war ? Damn, either the current government win and the revolutionary state stay alive, Napoleon win and cement his power leading to maybe an French Empire sooner than we expected or a compromise happen with one of the kids being reinstalled as king.

Another solution is to have Napoleon as consul-for life, Lord-protector or dictator (at this point, the title does not have the negative connotation it has today), with well defined powers balanced by an elected assembly (phased in after France is stable). His position to be held after him by his chosen heir (among a group to be dfined by future constitution), who has to be approved by assembly. COnstitution of said assembly and power of government to be decided in the future (and possibly to evolve - ie very powerful central figure for Napoleon initially, more independent government and assembly later).
Well I have a few ideas how to do that, but we can also affect the future constitution, and many other things if possible.
This gives us stability and democracy. With the olive Branch to the royalist that Louis could possibly still rule later (if he wants).
I still think a young louis would see it as being offered a crown.

He's also competent, perhaps not in high command, but he is someone whom can command forces well. If not excelently.
Soult is a world class plunderer and a good defensive general but he often failed to adapt his plans to deal with changing circumstances and the other marshals hated his guts.

Adam Philippe got executed in the OTL, although Robespierre did defend him in an early trial but trial only happened due to Dumouriez treachery which never happened here. He was strict disciplinarian, whoever he was well like by his soldiers. His major flaws were his enormous Vanity, his failure to see flaws in his plans and his bad habit of denouncing other generals. So Robespierre likely appealed to his Vanity.

Auguste de Marmont and Jacques MacDonald when on to serve the bourbon kings in OTL so they are backing Robespierre because they are loyal to the state not to Robespierre himself.

The only one I can't understand serving Robespierre is Desaix. The only thing I can think of is him still being loyal to Philippe who raised him up.

Speaking of military governments, I wonder how a society where a military isn't just the government, but the entire society, would look like. As in, there is no civilian populace at all. There's still all the civilian jobs, but everyone who does them do so as part of the military.
