In NWoD at least, there are were-crows and they have a reaction to gold instead of silver. There are also rules to create were creatures of any stripe, with the absolute insanity of the were-elephant.
There are also many other changing breeds, like were-sharks, were-spiders, were-foxes, and many more.
And some breeds have clans, each with their own customs and traditions. The werewolves, for example, have the Glass Walkers who are wolves who have embraced civilization. Some of their members even became cyborg-wolves.

There are the Chimeras that are fae spirits given a specific form, there are the bygone creatures that went extinct after the 'consensus' rejected the idea of magic, but I think that the closes things would be the Mokole. The Mokole are were-lizards, and their traditions talk about the anctient Dragon Kings who ruled the Earth during the times of the Dinosaurs. Paricularly powerful and ancient Mokole can turn into dragons of myth.

Powers: Heals using an unknown energy source and method, verified by Panacea to be safe enough for regular use. Has an energy pool that is used for producing healing effects. As it is a well known fact that there are no true parahuman healers, merely powers that have an aspect that can manifest as healing, it is suspected that she can use her powers more offensively but this has yet to be observed in field use.

I could clearly remember you implying that Peter's shard would at some point understand magic and thus provide actual magic rather than imitations. I don't think you've implied that it will retroactively magicify old magical artifacts.
I'm pretty sure that the cards are already mildly genuinely magical and seems to be becoming more magical, but that could just be my impression.

Most of the magic powers in these settings depend on connecting with a discarded trash and moribund forces left by ancient spiritual beings that fucked up somewhere down the line and now you're holding a small broom trying to clean up a oil spill every year.
That's the job of the werewolves, which they are very very very bad at. They prefer good old genocide, but as things are they couldn't even genocide humanity (again), much less the night people, evil supernatural corporations and the rest, not to mention oblivion and the traitor tribes they have worshiping it.
The world of darkness is constantly 3 weeks away from apocalypse. Resuming, it's real life with magic making everything slightly worse by giving more power to everyone. And oh yes, some people are eternally tortured in various ways because this is a horror game (supposedly, it's more like 'not all (vampire/wraith/werewolf/mage) superheroes wear capes' in practice).

Pressure on Daniel Hebert should be exerted, potentially including revisiting contracts with the Dockworkers Union for post battle logistics employment opportunities. Pressure will also be exerted on Ladybug, probably via Gallant offering to mentor her through the new found public relations minefields Heavy Gear now finds themselves inside. Another avenue of approach is to pressure their attempts to start a logistics business using Tech-Priest's portals to allow instant deliveries across the city. Simply offering to expedite their approval and remove legal obstacles may be enough, as they primarily appear to want to instigate capital investment in the sections of the city and that could be helped or hindered immensely with the PRT's resources.
We can't directly attack them to try and bring them in because of the collateral damage. And we can't go the legal route becuase they're currently superstars for killing an Endbringer. So start performing very dubious carrot and stick-style pressure tactics to make them buckle.

If pain and suffering exists it can only do so because the collective unconscious wants to suffer.
Every faction, good and evil, within the setting is ultimately struggling with this. They are all destined to eventually lose. The whole point is the futile struggle of the individual VS a universe that just doesn't care.
It's why I prefer NWoD. There at least they dropped some of the hopelessness and left within their setting a possibility of victory.

That's giving Mage too much weight overall. The collective unconscious paradigm only matters in the Material. Once you're in any of the spirit realms the idea of vulgarity is reduced to the severity of the action, not how much people are willing to accept it. The spirit realm no matter how thick the Gauntlet still affects the Material.
So you still have the problem of the Wyld/Weaver/Wyrm and the Wyrm's madness infesting everything, and that has nothing to do with humanity in and of itself.
As a side note: strictly speaking there were ways to get out of the various apocalypses alive, but WW drank its own cool-aid on the "gothic-punk" thing for too long to that to really be untangled.
As a further side note: I strongly reject Demon: the Fallen as canon to oWoD, because of its entire "Hahahaha jklol the right answer was Catholicism all along, everything else is demons playing tricks on you. Gaia? Demon. The Wyrm? Demon. Avatars? Demons. We sure fooled you idiots! Hah!" bullshit that trampled all over decades of material.

Most of that Dragon King stuff should be taken with a grain of salt, as it was written at a time when WW was still planning on having Exalted be part of the oWoD canon. Don't know if that's a direction you want to go with it, but ... yeah.
So in more Samuel Haight -like shenanigans, I will also take the time to mention that on top of the Khaydarin-enriched blood as Vitae for gene-therapied Revenants (unlocking Kindred disciplines that way), you could also (and this is literally also, it's compatible) go with Qiao. And of course there's the builtin feature of Psychic numina. Working out how to get that from the existing psychic shenanigans already in the techtree should be... well. You could wrap that all up with a little bit of Star Council Sorcery for that tinkerish feeling, and also to expedite accessing the other three items. I guess wrapping this all up would be engineering a spirit-like entity to possess/infest Peter as something between Gorgon/Drone/Fomor -ification and thus unlock Gnosis/Rage ... as long as it was actively engineered from scratch for the purpose (say by the above combination of abilities) you could go for the full monty that way. Only thing missing is Kinain Glamour (not really useful without being full Kithain anyhow) and Mummy status (which has a hell of a drawback).

Hm, I don't think projection-type powers would be the result. Projection powers are Master powers, and Masters trigger from Isolation, Betrayal, Alienation, and/or Abandonment. Perhaps if the people in question felt betrayed and abandoned by Tech-Priest? Or if they felt alienated from society/their loved ones/humanity in general by the cyborging?
More likely triggers for the body horror people are, IMO: Changer (Triggers from body issues or self-image issues), Trump (Triggers directly involving parahumans), Breaker (Abstract problems or a combination of physical and mental stress), Mover (drive to escape or flee something), or, if Tech-Priest, Dragon, and co fail to fix them for a long time, Tinker (long-term unsolvable problem builds up to a crisis point).
Of course, the trigger rules are not hard and fast, Shards can do unexpected things sometimes.
