Was about to argue that it made no sense for a minor boon to limit Tools of the Trade, but then Sudden WOG. @huhYeahGoodPoint, I'll just say this is kinda feelsbad, and significantly limits the usability of minor boons. The places we're most going to want to use them are on super-high DC tasks - if they become irrelevant after a certain point, the cases in which we want to use them just gets really narrow.

Also, HYGP, care to weigh in on me and Oshha's differing opinions on the long-term value of the Oskaria spirit? Personally, I think that a nationally accepted and worshipped spirit has the potential to be pretty ridiculously powerful. If Revolutionary France had a spirit, do people really think it would be a pushover?

Relying on spirits and other "higher powers" rather than man's own ingenuity is counter-revolutionary.

The spirits will get the choppy-choppy as well! No Gods, No Masters.

Regarding Oskaria, and why I'm investing heavily in a high DC piety: Basically, I see the Compact as a long-term massive thorn in our side. We want things to get better for the nation of Oskaria as a whole. The spirits, on the other hand, are so consumed with factional bickering that they'll screw over all of Oskaria's inhabitants to prevent the possibility of other spirits gaining an advantage. We need a way to tell them to go jump off a cliff.

The only way we can make that happen that I can plausibly see, is developing the Spirit of Oskaria. One single, national spirit, powerful enough to overrule the rest. There are other large spirits, yes - Justice for one. But these spirits are as far as I can tell all focused on their own jurisdictions - Justice does not care about the existence of the potato. Oskaria, on the other hand, is focused on the nation - just as we are.

But Oskaria is currently nascent and weak. It will not become the great power we need unless we make it so. That means we need to increase the populace's awareness of the spirit, and help the spirit enact strong, memorable effects on the world. Bringing in Oskaria now, at such a critical moment in a crisis affecting a large swathe of society, is a perfect opportunity.

Oh great, Oskaria turned out to be a waste of a Minor Boon and opportunity cost for no gain after all. This is what we get for taking big risks for uncertain gains and why we shouldn't do it.

Yeah, we do seem to keep getting hit by bad rolls in the one spot which will cause the most trouble. Or somewhere which counters the great progress we just made that'll solve the big problem for us...

I strongly disagree. A single reroll isn't worth permanent upgrades as we got a single reroll and bam, that is that shiny gone forever while increasing our stats provides a lasting bonus.
 
I think that we still made the right choice given the circumstances.
We have taken our chances and attempted to reduce the risks.

If we lost we would get to shake our fist at an authority figure and if we won the spirit of Oskaria might have come closer to seeing that a country needs competent leadership.

I firmly disagree. It is an unnecessary risk that failed and now we have lost out on a Minor Boon, the chance to strengthen out position against the outside nobles and get some buffs from the local spirits. It was nothing more than an needless risk that failed to succeed and now we have lost out on a stronger position in a failed attempt to get some kind of uncertain gain. Going for the Spirit of Oskaria has turned out to be the big mistake I feared and predicted it would be.
