INTERREGNUM MONTH 1
You stand amidst ashes. Shards of glass and broken flasks speak to the complete destruction of the Precision Refinery. Broken chains of gold and glittering dust is all that remains of the Divine Eye. The Gnarled Rod, Cormag's constant companion, is two halves of a stick bereft of any of its heft. The Wintercore Wand is left only with a badly misshapen wintry crystal that provided the impetus.

But none of that is quite so devastating as the slip of paper in your hands.

"So. That's it?" Tekla asks, raking his hand through his hair. "We just, go home? Like we never saw all of this in the first place?"

"Not likely," Cormag says, halfheartedly sweeping away a circle on the floor.

You sag down to the ground. The ash and gravel grands into your chest, but your legs are so, so tired.

"I mean, what other choice do we have?" you listlessly say. "We don't have sanction to do anything anymore. I had all these grand plans, but...without power, what am I supposed to do? What are we supposed to do?"

Tekla falls backwards into a half-squat. Cormag kneels down with more grace, but you can tell that his prayer is lined with a few tears. Ophelia sits more quietly, but even as your eyes film over you can tell her frame is shaking.

Kerrie remains standing, trembling with fists clenched on the hem of her cowl.

"So," she growled. "That's it? After all that, we're just going to give up here?"

"I mean," Tekla waved, despondent smile stuck on his face, "what can we do?"

"You said it," Kerrie spat back. "We're capital-H Heroes! If something has gone wrong, than we make it right! So what if we've lost a lot? We started with nothing!

"It's not over, right?! We'll get back up, right?!" she cried.

You dumbly sat back, stones digging into your chest.

She was completely right.

You had less than nothing when you started.

Now? Now that you take one setback, you think that it's impossible?

No, you insist, squeezing your eyes tight against the tears and forcing your burning limbs to lift you up.

"You're right," you insist with a hardness to convince yourself as much as the others. "It's not over. We'll start over."

Cormag stiffens. Tekla tilts his head all the way up, one inch away from falling over backwards. Kerrie's tear-streaked face shouts a furious silent plea. Ophelia's hands clutch her pendant, and through her fingers you see searingly bright red rays light the world.

The ash on her clothes seem to fade away in the light of her star, as she draws herself to her full height. You feel the urge to show respect and deference, and choose not to give in, for Ophelia has forcibly chosen to channel Oskaria again. Courage swells in your chest as her presence seems to promise victory itself, and you feel a drive to stand up and begin the work immediately.

"Indeed," the Maiden of Light replies. "Your task is not yet complete. So long as the Star of Oskaria burns overhead and the Divine Gathering continues to give us their blessings, this will prove no problem. Let us finish what we started."

You sit in the middle of a cleared space in the collapsed warehouse. In total, the Box of Frames, Enchanted Vestments, Tekla's Divination Compass, and Tax Cut survived unscathed, while the Tools of the Trade, Interlocked Abacus Array, and the Directional Compass Array had some minor damage that would take some working out. Somehow, a fragment of the Wintercore Wand survived, to be either pawned off or integrated into something else. All else were complete write-offs.

In your body of evidence, you had heard that a bunch of nobles had been meeting in Lake Vlona. Your one other lead was Sigrun, but with the Cecille Family thoroughly sworn to the state, they were a lead to a lead at best. Unfortunately, your other option was to go among the nobles who had notably refused to go with the caravan that had supposedly headed out, or to chase down that caravan itself.

On the other hand, you had the Maiden of Light herself on your side. You might have lost the Divine Eye, but that left you with four of the Five Eyes. Cormag was still a steadily more famous wandering priest. Tekla was more brilliant than he had ever been. Kerrie was still just as capable as she had ever been.

Arrayed against you was a frustrating bishop, a conspiracy that you didn't know the size of, and quite possibly a hostile Regent.

Which meant that the slip of paper was the first obstacle on the path to clearing out the enemies of Oskaria.

Kerrie frowns, and points out that if you don't mention it, nobody you question needs to know.

Ophelia angrily scoffs, and points out that that won't hold up when you need to investigate any of the actually important people, and would be an untruth besides.

But you think it through.

The Crusade's target is dead. But the army is not back from the field yet - which means that you could make an argument that the Crusade was still ongoing. Certainly the Crusade must have been ongoing when the letter was delivered straight from the front lines, to be received so shortly after news about the King's death.

Which meant that this piece of paper was illegitimate. The Finance Ministry was still in operation, and the orders of a dead King superseded the orders of a false usurper.

Ophelia nods along, and you don't mention how much of this is just conjecture on your part.

Your target was to bring the Minister of State to a guilty verdict before the Sejm. This will require more damning evidence, and a more difficult task than any you have thus far achieved. You would need to bring proof that the Minister had broken his faith with his vassals, and to show the might of Oskaria to deter all the jackals. Given the state of the Sejm, it would very much have to be a unanimous vote. Worse, you would have to conceal your case so that the Regent could not shut it down easily - or until it was too late for the Minister.

A glint of light catches your eye high in the sky - the Star of Oskaria.

A sign from heaven itself.

Though this case might be the last case this Finance Ministry undertakes...

You will be successful.

You have 200 Budget that you're technically skimming off the top. So long as the recall order doesn't come in, you just have to spend the majority of it first. You can consider yourself to have unlimited budget.

You have three [Free] Action that may be spent in any category.

You can cooperate with your teammates to add +3 Base Stat to an action you are cooperating on.

Martial (Choose 1) {Ophelia-Oskaria Action}
[] [Martial] Calling All Heroes

The Maiden of Light is calling for Oskaria's heroes to answer her call. DC: 10. Cost: 0 Budget.
[] [Martial] Stride Forth

Oskaria itself has learned of great secrets in the arts of military command, techniques that can drive an army to move faster than the wind. Perhaps you can quickly catch up to the departing caravans this way. DC: 28. Cost: 0 Budget.

Diplomacy (Choose 1) {Agueda Action}
[] [Diplomacy] The Remaining Nobles

You want to speak with the nobles that have stayed in Cille, and a mention of the Maiden of Light will get their tongues flapping about the caravans soon enough. DC: 25. Cost: 2 Budget.
[] [Diplomacy] The Great Church

Many of the priests have heard the words of the spirits, and with the Star of Oskaria overhead, the local church and its higher ups seem to consider Ophelia to be nothing less than a saintess. Perhaps you can use this. DC: 20. Cost: 0 Budget.
[] [Diplomacy] Loose Ends

You have a few loose ends left over, and frankly, you're in no mood to continue obliquely hinting. It's time to get that documentation you want. DC: 27. Cost: 8 Budget.

Intrigue (Choose 1) {Agueda Action}
[] [Intrigue] Procuring Documentation

Strictly speaking, what you're doing is probably against some rules. Unstrictly speaking, you have a lot of money and weight behind your requests. You'll have your shipping ledgers, to see what exactly these nobles are bringing into the port. DC: 24. Cost: 10 Budget.
[] [Intrigue] Searching For Answers

Does anyone know who dared conduct that warehouse burning? You don't have many leads, but you are going to be glaring extra hard at the mob. DC: ??. Cost: 0 Budget.
[] [Intrigue] Questions and Answers

You have the beginnings of the network. If they can't even tell you which way the noble caravans were supposed to be going, what would their use be? DC: 10. Cost: 0 Budget.

Learning (Choose 1) {Ophelia-Oskaria Action}
[] [Learning] Repairs

Your equipment is somewhat damaged. Fortunately, your mechanics are more than slightly good. DC: 20. Cost: 4 Budget.
[] [Learning] Potions

You've used potions a handful of times. You want to be able to use some of them again to boost your abilities, even if it might cost you some. DC: Scaling. Cost: Scaling.
[] [Learning] Sales

On the other hand, some of these things you just cannot make use of right now. Perhaps it would be best to simply pawn them off. DC: 20. Gain: Scaling.

Stewardship (Choose 1) {Ophelia-Oskaria Action}
[] [Stewardship] Recall This Legality {Agueda Action}

You have the University of Cille right here, with one of the most comprehensive collections of law books here. If you can look up the laws yourself, you might be able to challenge the standing of the recall order - and thus provide a means to keep the Ministry in operation. DC: 30. Cost: 2 Budget. Special Feature: The University of Cille multiplies the effect of all Divination Compasses by 1.5 and uncaps the maximum benefit a Compass can give.
[] [Stewardship] Defining the Opposition

Actually, if you sat down with a map and the knowledge you've collected so far, you may be able to get a grasp on the ultimate size of the conspiracy - and that information could mean all the difference. DC: 32. Cost: 2 Budget. Special Feature: The University of Cille multiplies the effect of all Divination Compasses by 1.5 and uncaps the maximum benefit a Compass can give.
[] [Stewardship] The Stagecoach Companies

You just need to know where their horses are headed in order to determine where the nobles are headed. You think you can politely request for them to let you inspect the documentation. DC: 25. Cost: 2 Budget.

Piety (Choose 1) {Ophelia-Oskaria Action}
[] [Piety] The Blessings of Oskaria

Oskaria is stronger than its ever been, and Ophelia-Oskaria is right there, as the Star of Oskaria hangs overhead. DC: 20. Cost: 0 Budget.
[] [Piety] Sing to Me, Spirits of Ancestral Lands

You might be able to get information straight from the landed spirits of these nobles. Maybe you can get some answers from them. DC: 27. Cost: 4 Budget.

It just got confirmed that we have the option not to take all the actions. I want to try to extend Ophelia's lifespan.

For the later, we were never given any indication that we could not use actions, and that taking everything that you left on the table was putting strain on the team (well, other than Ophelia, but that was because of a series of failed rolls). I will concede that we really should have been more concerned with our continued diplomatic failures, and didn't spare enough counter-actions to try to mitigate it, but the way the DCs kept going up, after the 2nd failure I'm not sure there's really all that much we could have done without making it our sole focus.
I would rather not perpetuate this, but did feel overwhelmingly compelled to verify this one thing. I could have sworn that there was explicit" you cannot choose to not do things" post somewhere, but my searching is weak, and I am probably just misremembering this:
You must take one thing to progress along each tracks, for your team has no time for idleness even before No Wasted Movements kicking in.
Which still sets a pretty strenuous precedent for "these things are too much, let's just not for a moment" being unavailable. Of course, there is he option of write-ins, from those few that actually made it into the quest, to the ever-present nuclear option of framing someone with a Frame, so if we felt we needed something low-intensity then we could have looked into suggesting such, but I can see people coming to the conclusion that it just wasn't allowed.

P.S.
I was somewhat conflating this with Magical Girl Home Base which was a desperation simulator that had an exhaustion mechanic and zero relaxation options. The argument ws far more justified over there, but the example still holds to the extent presented.

I'm out. "So long as the Psuedo-Random event roll of uknown length continues to give its unkown providence it will be fine" is not a good answer to the (not new) "the random event rolls have taken over the quest" issue

Especially when it seems like the only thing this clusterfuck of a year actually had any effect on is our action economy.

And ultimately the reason I wanted to jump ship to another country is to get back to the fundamental premise of the quest: tax collecting. Which it doesn't seem like we'll be doing any time soon.

Hell, the Shi Anh "Crit Success" felt more like a punishment for a crit failure taking up multiple actions with great urgency behind them while giving very little in reward.
I actually have been constantly forgetting that the Shi Anh was from a crit success on an RER, rather than a crit failure on one. I think part of the problem is that RER crit failures always harm us in some way, while RER crit successes don't always help us at all, and can actually hinder us (like the Shi Anh).

While it's realistic that positive world events won't always help a given individual, it's also realistic that negative world events can be very beneficial for a given individual. For example, Amazon is making tons of money from the pandemic, despite tons of people dying.

Overall, I think it might be better if the RER rolls reflected how beneficial each event was for Agueda and co, as this would be more intuitive.

Edit:
[X] Poor Ophelia

It's vital to know where the nobles are heading so we can chase after them, and we just got news that not only is our party burning out, but there's also a way to avoid that.

It would be nice to make it a general "have everyone take a day off" type thing though.

...I suspect if Oskaria was actually functional as a nation, we would not have had as much problems with the disasters, but as is, the nation is horribly equipped to do such things, so you can likely blame the rolls that left us working in a completely dysfunctional nation.
Oskaria:
Cash Flow: +1 (Barely Positive)
Income Stream: Hopelessly Tangled
Judicial System: No Two Citizens Have Common Sets of Laws
Centralization: Every Noble Granted Liberum Veto
Corruption: No Honest Officials
Military: Respected
Neighbors: Temporarily Placated

That is still in the catagory of "Random Rolls hold more control than the players" that quite a lot of people are angry about. I was brought in by the title due to the wacky idea of playing a taxman and for the most of the arcs up to the latest "not-China" forced diplomacy mission it seemed like player agency mattered, but then there were more "mandatory-options" and random rolls that basically took over the quest. Looking at the treason plotline, we had started being railroaded harder than before and then a series of RERs that happened to basically wipe out large swathes of either progress, leads, and "choices" a decent chunk of the playerbase were hoping to undertake. A

A big problem I noticed with the Dice Checks is that it seems that the values of the last two Arcs almost ignore the supposed "powerlevels" of certain stats with a 30 being previously stated to autosucceed on Masterclass tasks. Source =
Bear in mind this is a somewhat of an improvisation, but generally this is the scale:

0-10: You're in this range because you have something seriously debilitating going on that you haven't overcome.
10-15: You can handle basic tasks, but with some risk of failure.
15-20: You can always handle basic tasks, and can attempt advanced tasks.
20-25: Advanced tasks are guaranteeed successes; here you're starting to reach into real mastery, and the ability to tackle masterclass problems.
25-30: You are literally one of the best masters of the craft. Masterclass tasks are guaranteed successes, and your skill straight up matches divinity. It is, in fact, theoretically possible to surpass divinity at the very top of this range.

29 in Intrigue, in other words, means that if you somehow managed to get a ticket into the Divine Gathering it wouldn't be literally impossible for you to steal the Pearly Gates. It'd just be a stupidly high DC.

Note, however, there are some hard limits to the problems. Getting your enemies to lay off you, after all you did to piss em off? You'd need straight up Divine diplomacy to start getting them to "hate you a little less", and even though the very tippity top of Martial does let you fight armies it doesn't do much to stop you from dying to grapeshot or a spirit-empowered wizard that wants you dead. Note also that opposed rolls are only had if you know there's opposition you need to fight; if they're the aggressor, so long as you don't know they're tracking you they just need to clear a flat DC to make an attack. If you're infamous enough, they'll make extra sure that they won't need a second.
Note: I have been following this quest for the better part of two months and always seem to catch up to the latest story post after voting has already been closed.

We will probably need to find a way a to join the divine gathering as the spirit of taxes in order to keep up with the increasing power-curve.
Mortals can become spirits in some circumstances after all.

I'll be honest this was a lot more fun to follow when it was a tax spider going around collecting taxes, geopolitics and divinities and vast conspiracies kinda lost me

I may be completely wrong but I read it as the QM noticing that our items and shinies allowed us to autopass all but the highest DCs of checks, and deciding to up the DCs in order to keep it a challenge. Perhaps now that we've lost a lot of our stuff and shown that we don't need to fail actions to be challenged we can get the original DCs back?

INTERREGNUM MONTH 2 ROLL CALL
Plan Poor Ophelia wins 3-2.
