Agueda the Assessor:

Martial: 16
Diplomacy: 17
Intrigue: 22
Learning: 15
Stewardship: 22
Piety: 20

Oskaria:
Cash Flow: +1 (Barely Positive)
Income Stream: Hopelessly Tangled
Judicial System: No Two Citizens Have Common Sets of Laws
Centralization: Every Noble Granted Liberum Veto
Corruption: No Honest Officials
Military: Respected
Neighbors: Temporarily Placated

"I'll be honest," Finance Minister Vivien began. "This is ministry is a disaster. You are perhaps one of the few people that I can possibly trust with beginning to untangle the knot my predecessors have left behind," she ranted, the tips of her sharp ears turning red, "and you're - " she flailed, gesturing towards you.

"Ahem," you pointedly cough.

" - the best we've got," Vivien smoothly transitioned, reddish tint on her cheeks.

You sincerely applauded. That was a smooth transition, and you have to respect a master of the trade.

"As you were saying?" You offer.

"Right, um, Agueda," Vivien stammers, "oh I know I have it lying around here somwhere - aha! gotcha!"

She triumphantly held up a piece of paper.

"The Royal Seal, authorizing you to enforce the Luxury Tax on the port city of Gorlin!"

You skeptically raise an eyebrow, gesturing to the sheet. "Am I supposed to believe that the nobles will look at that and not laugh?"

"Well, no," Vivien blushed, "but we went through a lot of effort to make sure this Finance Ministry couldn't be countermanded by the liberum veto in the Sejm, so be a little appreciative of our efforts!" she pouted.

You rolled your eyes. "Consider this my due appreciation of your efforts to sneak a provision subjugating the Finance Ministry to the army in order to 'prosecute criminals and traitors for the duration of the Crusade'," you airquote, "of which approximately every single noble will say does not apply to them because they are not to be considered criminals and traitors without a court ruling that would take years to even find the judge with jurisdiction," you blithely rattle. "It only took you, what, four attempts and forcing us to route all of our money through the army first?"

"H-hey!" Vivien cried, on the verge of tears. "It took a lot of effort on my - I mean, our - part!"

"Our part is more right than you know," you say, stroking your chin as you recall a couple of...rather embarrasing moments on the floor of the Sejm, not all of which were your fault. "But alright, do you have anything else for me to work with?"

"Right," she said, composing herself, "the full details that our clerks came up with is this: The port of Gorlin is suspected to be evading the Luxury Tax, duly passed into law seventy four years ago by the Sejm under King Milka I, the Pious. Without an act of legislation to countermand the Luxury Tax in the fifty years since its passage, it is considered a law duly verified by the Compact, and thus needs an act of legislation to counteract; one which our King is in position to block."

You settle in for a lecture.

"Thus, the Luxury Tax applies to the port city of Gorlin upon the merchants that trade in luxuries specifically named as Jewelry, Gemstones, Silks, Precious Metals not meant for Coinage, and so and so forth. The merchants are required to pay a fraction of the cost of the luxury purchases in taxes to the local lord, who is obligated to pay that tax to the crown, after enforcement dues are processed."

She looks so proud of herself, and it'd be cruel to take that happiness away from her...but all the same, you can't help but tap your feet.

"Under normal circumstances, the amount of luxury taxes they have paid us would be unremarkable, if only due to the rampant corruption in the system; however, these unusual circumstances have revealed that while their tea has flooded the national market, the Luxury Tax payments have remained flat. This is highly suspect, so it my official recommendation that we investigate the port authorities. Signed - oh," she said, flushing bright red.

"Thank you for reading my own report to me," you drily say. "It gladdens my heart to know you have so many other capable subordinates."

"Y-yeah, well..." she stammers, eyes welling up.

"Forget it," you wave. "Today's bad enough, I don't need to make it twice as bad by making my boss cry. I just want to get some more help so that I can actually do things down there."

"R-right," Vivien says, controlling her breathing. "I-I can get you some help. Take your pick."

Right, so it's time for a grab bag vote. Here are the rules:

You get three Shinies. At least two of them must be redeemed for party members. You can get extra Shinies by taking on extra burdens. You may have Shinies left over, but you may not have less than zero Shinies. Seperately, you will also be voting for one Virtue for your Agueda to possess, beyond merely having an appropriately sized ego for Agueda's many accomplishments. Do note that Shinies are generally less powerful than Burdens, so running up Burdens is probably not a good idea.

Please vote by plan.

SHINIES
Dame Yulianna

Dame Yulianna is a straightforward woman: if there's a problem, she can apply her sword to the problem until it goes away, and she's pretty decent at figuring out what the root problem is.

Martial: 17
Diplomacy: 14
Intrigue: 14
Learning: 11
Stewardship: 14
Piety: 16

Eduard the Trader

Eduard is a swashbuckler to the very core; quick with a word, a rose, and a pistol at pace. He's sneaky when he needs to be, and faithful to his spiritual guardians. Unfortunately, his money is not nearly as guarded as it needs to be, especially when he has an awful habit of gambling all the time.

Martial: 16
Diplomacy: 18
Intrigue: 17
Learning: 12
Stewardship: 11
Piety: 17

Kerrie

Kerrie appeared one day in the ministry. Vivien grouses that Kerrie's just like you. That's pretty high praise from Vivien, but then you also find out that that may be because Kerrie couldn't find other work. Awkward.

Martial: 17
Diplomacy: 13
Intrigue: 18
Learning: 11
Stewardship: 11
Piety: 15

Ser Tekla the Mad

Ser Tekla the Mad is an interesting case, and by interesting you mean "Vivien was obligated to try and foist him onto you." Tekla has a reputation for attempting to conduct experiments, with or without explicit Compact permission; he's been hauled to a heresy defense more than a few times, and that's led to an awkward position where nobody wants him near them but his nobility prevents anyone from simply ignoring him. If you can get him to shut up and dress up, though...hm.

Martial: 16
Diplomacy: 20
Intrigue: 13
Learning: 20
Stewardship: 15
Piety: HETERODOX

Cormag the Devout

Cormag the Devout is a remarkable, well-spoken man of the cloth, who has interesting proposals and the divine favor to not get laughed out of the Compact. Reading between the lines, he was probably a bit too anti-corruption and "maybe we should stop spending on the upper crust" for the bishoprics to tolerate, hence his...lateral promotion to your command.

Starting Bonuses:
-[] Cold Hard Coin: Because coin always speaks to people. Best that they hear your message loud and clear.

-[] Wider Remit: It would help to have a set of documents that allowed you to search documents and manifests from the traders, and not just the Port Authority. Would save you the trouble of stealing them, at least.

-[] Bag of Tricks: Sometimes you need a more esoteric tool to do a certain job, and it pays to carry them in advance.

-[] Working Relationships: You've worked with your party members before, and you've long since learned how to work together.

-[] Archbishop's Authority: You have the official seal of an Archbishop to go investigate matters pertaining to the cloth. You don't mention that the Archbishop is rather famous in certain circles for signing anything in exchange for a large enough bribe, and hopefully no one bothers to find out.

-[] Respected: Your name carries weight. +2 Respect.

Tier 1 Traits:
-[] Well Organized: +1 Stewardship.
-[] Well Spoken: +1 Diplomacy

Connections:
-[] Merchants

BURDENS
Do note: dealing with these Burdens are going to be difficult. While you could try to go for a strat where you pick all the shinies and burdens...that's really not recommended.

-[] Outstanding Debts: In order to get into this position, you may have leveraged yourself a little far. By a little far, you mean that if you fail to make good on your payments you miiight be liable for a debt the size of a small province. Immediately. +1 Shiny, stackable.

-[] Enemies: Over the course of your colorful career, you've made a habit of tweaking a particularly tweakable nose. In hindsight, that may have been a bad call. Especially considering their new position. +1 Shiny, stackable.

-[] Weak Immune System: Damn your weak constitution, but whenever sickness befalls a region you can't help but catch it too, sending you straight to the sickbed. +1 Shiny.

-[] Party Favors: During your petition for the position, you made a few promises to...select individuals. Promises that they are now expecting you to keep. Oh dear. +1 Shiny, stackable.

-[] Church Enmity: For whatever reason, the local Church of the Compact seems to have put you on their list of people that cannot be trusted even if no crime can be attributed. This is...not great. +1 Shiny.

VIRTUES
-[] Prudence: You're known for your ability to plan ahead. Rewards on successes increased; penalties for failures decreased.
-[] Justice: You're known for being fair in all your dealings. +1 Diplomacy, +1 Stewardship, +1 Respect.
-[] Fortitude: You're known for your resolute refusal to give up. +2 Martial, more failed options can be retaken.
-[] Temperance: You're known for your moderation. +1 Stewardship, +1 Piety, +1 Respect.
-[] Faith: You trust in the spirits to guide you when you know not the way. +3 Piety.
-[] Hope: You trust that tommorow will be better than today. +2 Diplomacy, improved relationships with people.
-[] Charity: You know that to give is to receive, and you find that people are certainly willing to give second. Improved relationships with movements and organizations.

That should be your reaction, to be honest; I rolled like 2 1s and 2 2s on a 1d10 while I was statting out Oskaria last night. Those stats you're seeing were literally in the cumulative worst 1% of of stat totals you could've possibly rolled for the country.

Edit: Word to the wise, it's probably best to start thinking about how you can get around the Judicial System of "No Two People have the same set of laws". One of the "legacies" the previous administrations left behind was making the judiciary one of the more common venal offices, which means that not only are these judges expecting bribes as part of their functioning, their jurisdiction is also carved out of other specific cases - just finding the judge that should be overseeing your case will take a concerted effort.

Well, if you want to be a 100% legal in your methodology, of course.

Okay, so I've spent the three shinies on companions that I like and then got an enemy in exchange for the shiny that makes the party an established group that works well together (the idea in my head being that this is an enemy that the party made during pasts adventures together). With the virtue, they all look pretty good so I'm going for Hope to get better relations through I am open to picking a different one.

So I looked at this statblock and then I went screaming at hYGP at this because what the frak and turns out he uh, rolled for this. Yes, our taxman does have three stats at 20+ and none lower than 15. Boogeyman, we are most certainly are... at the expense of the nation being apparently in the bottom 1% of the probability chances.

Not going to look at the gift horse in the mouth too much though. But this does mean that rather than looking for people to paper our weaknesses, it seems more prudent to theme the... team based on certain flavours of goodness. With this statblock and with that sort of country as well as our intro fluff, it's best to probably go at this from the angle of, not quite Ace Accountant, but more so as Holmes, the RDJ version.

So- reasonings. We are picking what is essentially a shadowhobo, a madcap unsanctioned noble scientist, and basically MLK-lite. For this, we have three very capable partners who can basically be left to their own device while we run pointman and just do what comes naturally. Being experienced, we learned some esoteric tricks and have solid rapport with our partners. More than that, we plan our ways through everything in as efficient a manner as possible. OOCly, I have one (1) fear and that is the potential for this Quest to have cursed dice rolls — as seen in this very update. So, success augmentation/failure mitigation seems like the best thing to have if the dice looks like its going to be bipolar.

On the flipside, having a noble whose epithet is 'The Mad' and one who is essentially MLK-lite isn't... something that reassures a lot of the upper crusts, particularly the clergy. And being as veteran as we are, we kinda have made some enemies. In essence, yes- I am asking for hYGP to go and ruin us in the upper crust angle... for having a team that is as boosted as it can be.

I want to take this like twenty times, and its all the people who are upset we're making pay the correct amount. Every time we finish a job a new one gets added.

E: Also are Eidetic Memory and Excellent Recal stackable? They sound like upgrade versions.

Eidetic Memory is the upgrade of Excellent Recall, so no, they don't stack.

Worth pointing out. This is probably a terrible plan, but I think it has potential for antics.

I want to play someone who is passionate about the law, even if they are going against priests or nobles. 10 enemies will bcome to much to remember, three enemies will be able to become a memorable team of antagonists.
Connections with the military, because they seem to be the only respected force in the country.

So, to check this out. You're going to have almost every stat over twenty. Your Intrigue is going to be 29. Your group is Kerrie and Cormag, who are basically going to be your two conspirators as you race to kick off a Revolution or coup the country first so that you can kill all of your highly placed enemies before they decide to finally stop futzing around with "legalities" and "but he's so useful" and just deal with you permanently.

Sounds like an emininetly workable plan :V

Realize that this plan makes you a cursed mashup of Jacques Necker and Napoleon, not Robespierre and certaintly not Babeuf :V

Also, if you want a revolution, well, honestly you could pick a random build and you'd still probably end up at revolution anyway. Shit's kinda fucked up in this country, yo. This plan just forces you into trying to kick it off early so you survive your enemies...everywhere, really.
