Oh, this is amazing. We've only been a supervillain for less than a year and we're about to lead our own personal league of villains. Truly, we are rising up our way to glory in the world. Yes, we should absolutely join. What do the rest of you think of this organization name?

It's a good name digital2, I like it.

And this is pretty cool. Gonna have talent scouting going on. Expand into a wider range! The Paw Patrol going international will be because we're already there! I love it.

Well, Puppeter will be doing some of the recruiting via summoning. But I would guess that we'd wait and send minions to approach other villains that manage their first few heists with the right amount of flair.

stick a notoriety threshold. they reach it they get an invitation to a meeting/interview. they pass that they get a target they have to successfully hit in the most grandiose way possible. They fuck it up we leave them to rot or take them down ourselves.
