No, no- a lot of Qrow's problems don't actually stem from his Semblance, they just stem from various not-great situations he found himself in, the people around him being manipulative wizards and military generals at best, psychopathic tribal leaders at worst, and also his general tendency to just, make bad life choices, consistently, constantly.

Semblance aside, Qrow is just a fucking hot garbage fire of a human being, and I mean that in as nice a way as I possibly can.
That...does not actually answer my question. From what I heard his Semblance is uncontrollable bad luck and that means he cannot have a team.

Would the counseling not help with that? Sure it does not solve all his problems, but he has got 99 problems and his Semblance is one :V

I mean... Qrow's (original) team is all either dead, retired, or off fucking about in the wilderness. Getting the old team back together isn't really an option.

As for getting a new team, I feel like the combination of Ozpin's clear inability to trust anyone and the fact that as Prok said, Qrow is basically a flaming garbage pile of a human being (in the most sympathetic way possible) basically means that the 'my semblance brings bad luck to everyone around me' is only the most minor of reasons as to why he works alone.

Like, I can't really imagine people are exactly lining up to work with an unlucky antagonistic alcoholic for a paranoid immortal wizard-parasite to... actually, what is it that Ozpin had team STRQ doing before they broke up? Because it looks a hell of a lot like they were basically fighting a four man guerilla war against the literally endless tides of grimm.
