It would add an additional layer to city defenses. It'll need to be guarded against nemesis possession, but overall having a friendly hivemind around would be damn useful.

There are a lot of species that went extinct recently, and if even one in ten produces something similar, this gives us a lot of opportunities to work. I see it as a mutually beneficial arrangement (pigeons get protection from talents, talents get protection from corruption), but the hivemind idea also has merit. How about this, for your consideration an alternative plan:I really don't want to turn the birds into familiar fodder. It seems much to much like using them as living tools as Kemmler would.
Better to try to make them a friendly Incarna that is spread around ver many bodies across Northern America east of the Rockies.

Internet spirits and a butterfly hivemind to find them, pigeon familiars to protect and guide them.I remember a DF fic in which Merlin had made a deal with Winter where any practitioners any fey noticed would be reported to the White Council.
If we do go pigeon hivemind or make something similar later, then having them as some sort of practitioner finder could be very useful.
To me rescuing / deextincting sad animal spirits sounds like a great activity for Lydia to do offscreen (or, if not offscreen, then with her as the primary, Molly being the muscle). Like, this is a global effect thing for her to do as exalted of Death. And not only is it a worthy cause, pragmatically if each species collective spirit is approximately a fae court lady in power, and each spirit gives her a token with 5% of its power in gratitude, she should be able to pull off consensual ethical darkhallow and boost herself to celestial power level with only 20 species pacified. You are vastly overestimating the power this group of spirits has. They are just a bunch of birds, not some super powerful being like an incarna who govern actual concepts.
It's just below an incarna level, like a fae court lady. A non-combat specked lady would have to retreat from an encounter with it.
- Less then an incarna, but not by much. If someone who's not combat specked like say Lilly has to fight this thing on her own she would likely be forced to run just because she has no means of doing damage fast enough
