I was thinking more about "allies: hell" Background, rather than a buff of any kind. Note that I only just started looking into what various backgrounds there are, but what I have seen already can be used for just plain silly shenanigans. Like, "spirit heritage", "pure breed" and maybe kinfolk, and declaring that the target is actually a descendant of one of the fallen. Past Lives has a lot of potential. Avatar background is either mantle forging or being able to manufacture wizards. Even mentor 1 can be potent, as Lydia shows. Giving Dresden Mentor 1: First Merlin or something like that could have implications.
VEE is meant to model the classic deal with the devil type stories, where someone does a deal with the devil in exchange for their soul. It even goes as far as having no major consequence until VEE is applied three times, directly paralleling all the stories where the bargain would give the person three favors/wishes, and on the fulfillment of the third the payment comes due.

Cleopatra was actually loved by her subjects, solely because she actually interacted with their religion instead of ignoring it like the rest of the Ptolemies did, solely for the political support it would get her though. She wasn't conventionally attractive (that was Augustus doing 'she's a vamp' propaganda) but the woman was certainly charismatic (enough to get rampant and renowned playboy Caesar to fall for her) and given the army of tutors from Alexandria she had and certainly took advantage of according to many accounts, there's a honest argument for her being the most educated woman present in the historical record for all of Classical Antiquity. There's decent reasons to admire the woman is what I'm saying.
