  • [X] An inspiring speech mixed with propaganda that we are a very good country for those who want to express their emotions.:)
-[X] We are a Nation of Soldiers, We fight for the causes we believe in, we fight for the money necessary to fund our efforts, and we fight for a day where we can lay down our arms and go back to our families. To those of you who wish to remain the boot on the neck of liberty and freedom, we are your worst nightmare, for those of you yearning for a better tomorrow, we are your Guardians. We offer our hand in friendship to all that wish to see our Dream come true. To those who strive for that Better Tomorrow. But most importantly, We call out to The Abandoned, The Abused, and The Beaten, you have been betrayed by the ones who wished to build their Heaven on the backs of others, who refuse to allow a person the honest labor of their own hands. Those who believe that you may only gain by taking from others. Join us in forging our own Heaven.
[X] We are a nation of killers, of soldiers, of outcasts and rebels, and of those who just don't belong.
-[X] But we are not a nation devoid of morals or principles.
-[X] The world from which we come, the world in which we belong, and the world in which we find meaning is not a peaceful place.
-[X] It is cruel and violent, and it is no place in which others should live. We choose to live in that hellish world, but as our neighbours demonstrate the innocent are all too often thrust into hell with us against their will.
-[X] But I believe that if we work together, towards common good, we can build heaven amidst hell's despair.
-[X] So I have brought these warriors together to my sovereign land to make a nation where all may know peace.
-[X] Whether you're a merc who wants to kick up their feet between jobs, a civilian who wants a safe refuge to build a life, or anything in between, we welcome you to join us in Wài Tiāntáng!

Turn 7: Outside of Heaven
Turn 7: Outside of Heaven

You looked at the camera, and narrowed your eyes, as the sun beat down. "Couldn't we do it in a place with more shade?"

Mad Mike frowned. "No. We have to do it out here, perhaps that will show them that we mean business. There is a great deal of work that will need to be done, and we do not want those who do not understand what you are building to be coming, and not be prepared."

Ma shook her head. "It might be well that it is here in the desert. Perhaps we can win favors from the world knowing that we do not have a secret base in the middle of the ocean, or underneath the desert with a giant stockpile of nukes."

You frowned. "Why would I ever want to develop a nuclear program outside of nuclear power? Nukes and a delivery system that can use them are entirely worthless."

"That may be." Mike replied, but no one would fuck with you if you had the bomb."

"I do not wish to exert my authority over people that do not wish it. You all came here for a reason, and because I asked for your help." You replied. "I am not a conqueror of territory or people. This land was empty, and mine."

Ma laughed. "What do you call helping Vasily, if not conquest?"

You looked to the Angry Russian, who was sitting on a table, with a microphone in hand. "He was paying me in the territory, that is different."

Vasily snorted. "If it were not for my family, I would have dueled you like the old west."

"And you would have lost." You replied, earning a laugh from the other mercenaries.

"Your lucky a few of the lads were good with a camera, otherwise this would look shit!" Mike stated.

"Indeed." Ma said. "Otherwise, you would look like a madwoman!" She replied.

You took a breath, ignoring her words for a brief moment, before replying. "I'm already a madwoman." You stated. "But that doesn't mean I'm alone?"

"Amen to that." mike stated before a voice shouted. "We're ready."

"Good, time for the world to see what this place is." You stated.
----------------------------------------
The sun was rising in the background and you were making it a true statement. Your face was draped, not just in shadow, but in paint and your uniform was dirty and ragged. This was a statement of truth.

The rifle on your back was an FN, a statement of the West giving up and making a profit on the wars for their ideologies, and their lust for a war that would never be answered by the united states, or the Soviets.

This place was not just for the soldiers who were discarded, but for all who were discarded by life.

"I am speaking, this message for the entire world to hear." You started. "We are a nation of killers, of soldiers, of outcasts and rebels, and of those who just don't belong."

The sun rose a little more in the background, slowly slivering to the dawn, as you stared deeply into the camera. They would see you, and if they failed to, they would see. "To those who see this act as an illegal violation of sovereign territory, I ask you then, what is this sovereign territory? They were created without the consent of its people, of those that lived there. No one lives here, and despite its claims from other states, they do not want it. This land is Terra nullius, by both states. It's what they used to pay me for my mercenary work when it came time for them to pay me what I was owed."

You frowned and looked back. "But I am breaking no laws, and wish for no further laws to be broken. We are not a nation devoid of morals or principles. Merely in the act of creation, we make enemies with those that seek to use these same laws to destroy us."

There was a long pause, before you looked back to the camera, and allowed yourself to smile. "The world from which we come, the world in which we belong, and the world in which we find meaning is not a peaceful place. It is cruel and violent, and it is no place in which others should live. We choose to live in that hellish world, but as our neighbors demonstrate the innocent are all too often thrust into hell with us against their will."

Placing the blame for the horrors of the war onto others. Others were more guilty for all of them. The crimes that they would try to blame on you.

The world would be better, and you would make it so, no matter the choice. "But I believe that if we work together, towards the common good, we can build heaven amidst hell's despair. So I have brought these warriors together to my sovereign land to make a nation where all may know peace."

That was for the civilians who were watching, a truly utopian idea. But you needed to be realistic. This was not a nation for civics. This was a nation of soldiers. "Whether you're a merc who wants to kick up their feet between jobs, a civilian who wants a safe refuge to build a life, or anything in between, we welcome you to join us in Wài Tiāntáng!"

This was your home now. Your Outer Heaven.

The Call to Arms
The Call to Arms

(Edward POV)

Edward J. Talos, Sargent, Serial Number 3456745, looked at his discharge papers with the same glum of disbelief that many seemed to have when returning from Vietnam to the United States.

He had survived two years worth of war and suffering to come home to a cold shoulder and insults.

He looked up from his home gym to see his fiance looking at him. "Hey honey?"

She looked at him with a hint of the same sense of longing you had when you left. "I've been called in for a night shift honey…don't stay up too late."

"I'll be out at a reasonable hour. Don't worry." You said as you hugged her good night.

It had been the third night she had been called in.

More and more people going in, the Anti-War Protests are getting worse.

To say nothing of the questionable decisions the government was pulling these days.

Seeing nothing better to do you locked up and sat yourself in front of the TV to think and see what was going on.

--------------------------

"In Egypt today," Walter Cronkite spoke with his usual, upbeat cadence. "Unknown forces of a fourth party joined the civil war for the fighting in the Siege of Alexandria. After threats from the Islamists, under the command of a council of Islam, called the Brotherhood, threatened, that if the city were not to surrender immediately, and all non-Muslim denizens were killed, in the name of Allah, they would raze the city to the ground, and kill everyone. Other Government forces and Rebel forces were unable to set up a ceasefire in time to protect the city, as fire rained down upon them from Government aircraft." Walter Cronkite almost didn't believe the story he was reading. After all, until less than an hour ago, when every single station in the world was giving this same story, no one believed it. But the report was from cameras on numerous sources within the city, and from those mysterious saviors themselves. "I inform you all, that viewers' discretion is advised."

"At 9:55 AM Local time, three helicopters that were not part of any national military broke through air defenses and Brotherhood control and rained fire upon the surrounding forces blockade, and announced that if they were fired upon, they would not hesitate to stop the war themselves."

Images played. A camera rolled as they dismounted a helicopter, and then jumped, without a zipline, and only a rope from the helicopter to keep them from dying.

Bullets fired. And none of the footage that was caught from the cameraman that jumped would be suitable for a live broadcast. No one would ever see it, at least not now.

But he had seen it. So much blood, so much death. How could one man be such an efficient machine of death? It mattered little, because he found what he looked for, and from his Russian words, it was his family.

But a minute later, there was a cut, and then climbing up the side of the building, with explosions going off, was the man who jumped, holding five people. A woman, and four children, all in his arms.

The rest of the footage played out as the mercenaries, climbed back into the helicopter, and then left.

The footage came from a nation called: The Majestic and Mighty Lands of Wài Tiāntáng, the rest of the name was scrubbed off, marked off by a pen. It was much longer, but the postage was not there. Well, kinda.

It was rubbed off.

Your translators that knew the dialect said it meant one thing.

Outer Heaven

"Outer Heavan…I don't understand…yet I want to." You said.

-------------------

The Months passed and you planned and you reconnected with dozens of your old Unit.

Cal Henderson was In CIA and had come home following an odd amount of time in Central America.

Dominic Sheperd was drilled out after a lengthy service.

And Art Magnus had finally seemed to come out of exile.

"So…You all know why I'm asking you to be here tonight?" you said.

"No…not really why?" Cal said.

"I'm thinking of asking to become a Mercenary and joining this Outside of Haven Place and I don't want to be alone." You said.

Cal nodded. "What we could be doing is tantamount to Treason?"

"Is it treason to sell your sword as a businessman? We're a capitalist nation it's not illegal." You said.

"It's frowned upon yet not illeagal?" Art said, "Read the law books, nothing in them says the idea or doing it is illegal.

Dom for his part frowned. "All of you are insane we could be killed or worse thrown in prision?"

Cal laughed. "Prison worries you…what worries me is what the CIA wants me to do, I don't want to tango with the best soldier from Asia."

"So…The Times has her speech… let us measure it up." You said. "Maybe what she says may finally convince us?"

No more pussy footing around lets read it:

"I am speaking, this message for the entire world to hear.

We are a nation of killers, of soldiers, of outcasts and rebels, and of those who just don't belong."

"But I am breaking no laws, and wish for no further laws to be broken. We are not a nation devoid of morals or principles. Merely in the act of creation, we make enemies with those that seek to use these same laws to destroy us."

"The world from which we come, the world in which we belong, and the world in which we find meaning is not a peaceful place. It is cruel and violent, and it is no place in which others should live. We choose to live in that hellish world, but as our neighbors demonstrate the innocent are all too often thrust into hell with us against their will."

"But I believe that if we work together, towards the common good, we can build heaven amidst hell's despair. So I have brought these warriors together to my sovereign land to make a nation where all may know peace."

"Whether you're a merc who wants to kick up their feet between jobs, a civilian who wants a safe refuge to build a life, or anything in between, we welcome you to join us in Wài Tiāntáng!"

"So open immigration for Mercs without a real cause and a place to belong?" You said.

Cal nodded. "I don't think she'll let just us and our families show up…she might want something…tangible?"

"Don't worry about tangibility I've got that covered." You said.

--------------------------------------------

"Good Jesus man you restored them all!" Cal said.

"Yep…this represents half a decade of work! And one failed investment into something called Fourth Generation Warfare? I pissed off that staffer! And took their money and the old designs!" You said

2 M38 Wolfhounds.

"I thought this project was abandoned!" Cal said.

"Yeah but it was a damn waste of a good design and I spent good money on it after buying the documents and getting a copy made." You said.

Hell it was perfect.

"Dom's still got his C-47 he bought to run his Air Cargo service?" You said.

"I do…I'm telling you Air mail is the way of the future…so as long as we can get the fuel and the goods…I'm thinking this can work." He said.

"So the CIA know right?" You asked.

"I'm not gonna tell but if you idiots are going to a hellhole for money, I might as well be the adult in the Room." He said.

"Brilliant…now how do we load this thing, and our wives are okay with us doing this righ?" You asked.

"We told them we were getting a good-paying job…so yes." Cal said.

"Alright… TO OUTER HEAVEN and the Godless mess we're supporting." You said.

They had no idea what they were getting into.

AN: Our Call has gone out and many are answering...with Tangible results.

Turn 8: To Build a Better World
Turn 8: To Build a Better World:

-[X]The Red Tsarina's Death: She is a problem that needs to be dealt with. Permanently. (Cost 10 Control) Rolled: D100 + 30 => 32

She escaped in the Chaos of the god damn attack, while you were gone in Rhodesia.

She fled to the Soviet Union.

Bitch. She didn't even have a good way to even escape, she risked it all on a bomb.

Failure.

The entire triangle is now yours.

The Soviets do not agree with that.
------------------------------------------

-[X]The Bush Wars of Rhodesia (Revolutionaries): Well you might not like those boys, the snakes that you have heard of willing to send places to hell for their men, but you were not interested. There would be the African Republic. Though the less time with Mugabe, the better. (Cost 4 Control) Rolled: D100 + 30 => 41

To describe the shitty situation here in the place known as Rhodesia was to try and describe two shitty people trying to live together, with one being ever so slightly worse than the other.

And that slightly worse was the god damn government. Yes, they were racist assholes who hated blacks and wanted to treat them as second-class citizens, but the Rebels were not much better.

Ethnic and Tribal violence was rampant throughout the rebel groups you had been assisting with turning into a force that could defeat an extremely motivated and organized fighting force. Their leadership had no plans with what the nation would be like after the war was over, and the 'Republic' They wished to form was established.

All you knew was that this was not going to end well.

But they paid with diamonds, precious stones that could be turned into more valuable artifacts.

You, however, did not stay any longer. Mugabe was a pig, and you knew that if there was going to be stability here, he would need to be muzzled like a dog. Or put down.

Reward: You have successfully trained the guerilla forces to a standard. Not a very good one, but one that won't be driven off by farmers with hunting rifles or even knives.

Unfortunately, the very fact that there is tribal and ethnic violence breaking out between rebel groups means that any cohesion will need to be fostered by a strong man.

You have little hope for this rebellion, but you have little trust that the government will be more… liking.
----------------------------------------------------------------------

-[X]Organizing the Companies: You have so many mercenaries that you need to organize (Cost 2 Control) Rolled: D100 + 30 => 101+D100 + 30 => 107+D100 + 30 => 123+D100 + 30 => 76=

You coughed.

"Mike, what the fuck?"

"We made our companies." He said.

"No, but why are there so many flags?" You asked.

"We got bored, and decided to decorate."

"With flags?"

"Yes."

"Did you really-"

"Yes." He replied with a smile. "All the companies are even licensed to operate in every nation on Earth."

"How-"

"Dave." Mike smiled.

You wanted to kiss Dave Sterling right now.

This was a gift.

Reward: Companies are now organized and recognized as legitimate private security companies that can serve anywhere.

Gain National Spirit: Homeland of Mercenaries; All Mercenaries of the Planet call Outer Heaven their home. (+10 to all military roles. +10 to social rolls)

Every nation on earth realizes that you mean business.

-[X]Tired Faces, and Worn Out Places: So… Which idiot on the planet put a hit out on you, and what idiot would travel across the world to collect. They'd must have some balls to try and collect? (Cost 4 Control) Rolled:D100 + 30 => 89

You smiled. "So the Mao risked a fortune just to kill me." You turned to face Ma. "Wanna try to collect it just so I can escape?"

"No, that would be embarrassing enough to kill him, and while that would be funny, I would really like to see him lose power."

"I have an idea." You smiled devilishly.
------------------------------
Dear Chairman Mao,

Nuts!

From Li Mei
----------------------------------------------

Reward: You deliver the ultimatum to the Chairman, who is more confused than anything.

But no one has come after you yet, so either he rescinded it, or your message to the world was enough.
-----------------------------
-[X]The Only Thing They Fear is You!: You are going to announce to the world that yes, you are alive, and you are well. Take that China! (Cost 3 Control) Rolled:D100 + 30 => 98+D100 + 30 => 125+D100 + 30 => 99+D100 + 30 => 60

"This message is for the People of the world, and to those that claim to be me, Li Mei.

It is a dangerous proposition for you to even attempt such a daring, blatant move. For I am alive, and as many of you know, and the Sovereign leader of a nation that is building into something never seen before.

You must ask yourself a simple question before you continue?

Are you willing to die? Are you willing to uphold my reputation in doing so? For I am willing to kill to protect only my reputation, but also my people that may, in the fog of war, may see you claiming my name, and follow you. If you fail, they will die, and so will you.

I am asking this, not to sow fear, but to state with simple certainty, that your attempts to take my name, will also lead to taking on a reputation. And that reputation will link you with death. Do not take it lightly. There is only one Li Mei, and that is me. You will not succeed with the contests and feats I have done.

I am The Breaker of The Desert. You are not."

Reward: No is going to be stealing your identity anytime soon.

Gain Trait: The Greatest Mercenary: There is only one great mercenary on the planet. YOU! (+10 to social and military rolls)

-[X]Hire Some Workers: You are not doing all the grunt work all by yourself. (Cost 2 Control) Rolled:D100 + 10 => 107+D100 + 10 => 86

"How many did you hire?" YOu aksed.

"Two hundred."

"How much did it cost?"

"Two million."

"The Hell Ma!" You proclaimed.

"You wanted workers, you've got workers." She said.

Reward: Workers hired.

+10 to economic rolls for three turns.
------------------------------------------------------

-[X]Starting up the Fire of Industry: Well there is no time like the present to decide to turn a single patch of desert into something amazing (Cost 2 Control) Rolled:D100 + 10 => 14

Once again, you are… not able to start something special.

Dammit.

Failure.

Ma, you can explain, you really needed to build the bunkers!

Wait don't use the shotgun!

Failure.

-[X]My Kingdom for a Horse: You need a horse because none of the jeeps work. Fuck (Cost 1 Control) Rolled:D100 + 10 => 62

You saw a white horse, and you took it. It was a mixed Arabian with a white coat that seemed to come from an American bread you did not recognize.

That's nice.

Reward: You have a horse. Effect unknown, but you know that people fear you more.
---------------------------------------------
-[X]Build Barracks: Your people need a place to stay. (Cost 5 Control) Rolled:D100 + 10 => 107+D100 + 10 => 36

Well, all the building went to the… Ehem, food productions.

So everyone else had to take the slak and build their own homes for awhile.

Everyone was happy when the barracks were finished.

Reward: Housing set to Bad.
-------------------------------------------------------------------
-[X]Develop Sustenance Agriculture: Well the Desert isn't the best place to farm, but it is a start? (Cost 5 Control) Rolled:D100 + 10 => 107+D100 + 10 => 96+D100 + 10 => 36

Well, you hadn't expected to do that, but you did realize that there was something amazing you would do.

You did a pit a few feet down, and stack them, scattering the planter boxes, and then fill with the water reserves.

You haven't discovered how to really retain water, so it's a net loss, but you were able to produce a crop that could feed 5000 people, one meal a day.

You were utterly fucked and reliant on imports. But you could produce food.

Reward: Sustenance Agriculture is now Meh.

Cannot be developed further unless technology is developed.
-------------------------------------------------------

-[X]River Connections and if Such irrigation is possible?: Wait there is something that can make the Nile reach you? Inconceivable?! (Cost 1 Control) Rolled:D100 + 10 => 32

It was impossible, at least with the current technology.

Or the current thinking.

Failure.
-------------------------------------------------------

-[X]Land Development and other signs of Civilization: Maybe you can make infrastructure and roads that will make things. (Cost 1 Control) Rolled:D100 + 10 => 14

You didn't spend ten million dollars on roads. They were spent on farms.

Failure.
----------------------------------------------------------------------

-[X]Tell Dad to Fuck Off: Time for the semi-annual letter to your father, who will need to burn in all hell for this. (Cost 1 Control) Rolled:D100 + 10 => 39

Turns out that Dad is in a prison camp at the moment.

You were surprised by the Glorious leader's restraint at allowing him to live.

What the fuck Why is he not dead!

Failure.

You had sent a letter, but only received a very lukewarm response.

You and Ma looked at the letter that went on and on about you being a traitor to the people and how your politics were.

Frankly, you got bored after the first three lines, they were so unoriginal. Why can't world leaders be original in their threats?

Like the Cossacks letter was amazing. Why weren't more letters written like that?

Cut you were seen now.

Reward: You have sent a letter to the Glorious leader.

His response was about in line with what you expected. He wants you dead.

-[X]The KGB Says Hello: Oh, the KGB found you, and aren't trying to recruit you? Oh god, this must be the end of the world. (Cost 1 Control) Rolled:D100 + 10 => 34

Good, maybe you will have some good contracts soon.

After they stop trying to kill you of course.

-[X]It seems that the Americans are Back… Again: American CIA operatives in Egypt, coming to you? This will be interesting at least. (Cost 1 Control) Rolled: D100 + 10 => 11

Eh, so the Americans tried to kill you.

No big deal.

Their failures just remind you of one thing.

You are the good guys.

Of your nation of course.

Failure.

"Goddammit mike, I hire you to set up a magazine and this is what you create." You had read it, it was pretty damn good all things considering.

But the problem was… the Porn. "We are not a porn magazine."

"Problem is, we've already printed, and I'm not wasting money on reissues." He said. "Besides, if you've seen the figures, it sells really well."

"Too horny teenagers." You said.

"Mayhaps, but hey, it's good." He replied.

Reward: Soldiers of Fortune has been publishing, and it sells well.

Now if only the last five pages were not dedicated to Sexy Porno photos.

-[X] More attempts to drum up a positive reputation for the country while doing mercenary work (but this time in Rhodesia!) Rolled: D100 => 83

It seems your reputation as a Warlord to help fellow Africans did not go unnoticed.

It seems rebel groups and revolutionaries all over the world want you to join them in overthrowing their oppressors.

And even in the UN, nations are calling your mercenaries peacekeepers. And even want to invite you to join the UN Assembly as a speaker.

Reward:

Your reputation has trended more to positive actions, and certain nations are happy that

Honestly, I am now slightly sad that I didn't get a PM to write the letter Jungmin sent back, what with how he is currently (planned) reacting to the news of Li Mei and her fathers treasonous actions. And the massive amounts of stress he is under. And how his reaction would have been radically different.

Edit:
Written It! :V
To the Majestic and Mighty Lands of Wài Tiāntáng, Lords of the War and Desert, Breakers of the Swordsmen, ruled by the Mighty Mercenary Lord of Man, She Who Conquered the Desert and Commander of the Armies. AKA Lord of Generals or Just Lord, Li Mei!

Yes, we'll include the full title! She may be a capitalist traitor, but that is no reason to be rude!

Anyways, as thanks for your actions in uncovering the treason of your father, the actions of yadda, yadda, include the whole thing; I don't have the time to say it out, I have instructed the ambassador to the UN to recognize your nation and the lands you claim.

However, with you technically deserting, pissing off China, which, let's be honest, was funny, and kicking other Imperials Cucks in the face, I am forced, with a heavy heart and heavy hand, entirely due to sleep deprivation, cause fuck the Americans! to exile you from the Most Glorious Democratic People's Republic of Guangchou, Light of All Nations, Defender of Humanity, and Paradise on Earth, and dishonorably discharge you out of the army. Expect your pension check the moment you have a postal service.

Also, get fucked, literally or metaphorically, I don't care, and stay the hell away from the island; we have more than enough problems without you around. Sergeant Su still can't go anywhere near milk, poor guy.

With best regards, Wei Jung-what? What the fuck do you mean a farmer is threatening the carrier with an army of Geese? For fucks sake! Get the idiot away from them now!

What do you me-no, I don't have time to edit the letter, just chuck it in their general direction!

Reward: You are now recognized by Guangchou, exiled from the nation, will receive a check for your time in the army once you have a postal service, and are reminded of that time you pranked Sergeant Su. Good times!

You enjoyed this far more than you should have. That was saying something because each of the rebelling and warring factions in two nations just set down the gauntlet and refused to recognise your forces as peacekeepers or anything other than a roving band of marauders, seeking to profit off a war they started.

Now you did not mind being called that, it was part and parcel of being a mercenary these days, everyone distrusted you, everyone hated you, yadi yadi yada. What you did do was give them a warning.

What if they crossed the line, you would kill them all, and let the UN or their local governments sort them out. After all, you were not conquering any territory. You were helping these people.

So why in all the hell, did they send 20 tanks after you to ransack your safe zone.

Oh, it was by no means an organized fest where you actually had to fear this armored convoy that was trying to ransack the place, your people took only five injuries as casualties.

You wanted to write a scathing letter to the Egyptian military for their gross incompetence and losing 20 to RPGs, and hand grenades, but you had a feeling that their asses were being kicked.

Unfortunately, you found yourself in a realization that the Egyptian military had collapsed, and the Rebel forces and the Islamists were the only ones left to do the fighting.

You would say oops, but given the stupidity of Egyptian leadership that made them go against you, a neutral party trying to help refugees?

There was no winner here.

And in Sudan?

They welcomed you as heroes.

Reward: Safe Zones Established in Egypt and Sudan, without the consent of those governments, or the UN.

But no one can deny the fact you came in and made the situation better for the refugees there.

And now Egypt is about to piece itself together.
--------------------------------------------------------------

-[X]The Bush Wars of Rhodesia (Revolutionaries): Well you might not like those boys, the snakes that you have heard of willing to send places to hell for their men, but you were not interested. There would be the African Republic. Though the less time with Mugabe, the better. (Cost 4 Control) Rolled:D100 + 50 => 137+D100 + 50 => 105+D100 + 50 => 107+D100 + 50 => 106+D100 + 50 => 147+D100 + 50 => 127+D100 + 50 => 139+D100 + 50 => 73=941

It was a smooth operation that you were sure would have no negative consequences on the region once you left.

How wrong you were, like my god, you had never been a fan of overthrowing governments that were clearly, at least on the surface, providing the needs for the people with its ideas. However, these fools were also racist assholes and they were exploiting their people, and not even being kind enough to give them the vote.

However, you also could not stomach being ruined by racists on both sides that decided that Rhodesia was an African nation, that would not have the White Africans that lived there, live in peace.

You see, you never understood pan Africanism, but when you found out Mugabe was going to murder you when the work was done, you sprang into action, and asked a simple question.

What happens when all the whites and foreign aggressors are gone?

So you stormed the government building, took Ian Smith and his cronies prisoners, and got your answer.

There would be no trial, they would be executed on the spot, and there would be a dictatorship led by the Zapu leader, Robert Mugabe.

Unfortunately, he had planned to double-cross you, and was rather stupid and drunk enough to say it in front of one of your men.

And that would just not do.

So you did the only sensible thing. Coup the Government that hired you, and killed them all.

See you didn't want to kill them all, but you had no choice because those sick basterds would just try and kill you elsewhere and you just didn't want the hassle.

After all, this is how you kill an idea and end a civil war.

Extreme violence. Extreme violence that would be calculated, efficient, and utterly ruthless.

It took only an hour to kill these bastards, and collect those that surrendered. because you had helicopters and took all their ammo.

After that, you stayed for a few weeks, drank some beer, allowed Abel Tendekayi Muzorewa to be in command, and disarm all rebel groups.

Sure it wasn't perfect and the fact you more or less wiped out the political establishment of a nation ended white minority rule, and killed a lot of people in a coup because those same people wanted to kill you because they didn't want to pay you… was resonable.

You sent the Government of Zimbawe-Rhodesia your bill. They were the people who needed to pay you now.

Reward: You have forcefully ended the Bush war, and helped stabilize the Government of Zimbabwe-Rhodesia, under a democratic socialist Government.

The Republic has held its first free and fair elections and has a leader who can see them into the future.

Rhodesia is declared defunct. Ian Smiths' Government disbanded.

This government owes you 10 million US Dollars.

Your mercenaries in four weeks of fighting and rebel suppression have killed over 25,000 people in this conflict, and have successfully rendered many extremist parties inert, and dead.

The Republic is considered stable, and internationally recognized.

Gain 1 International Recognition.

As it turns out, there is a ton of trade that a micronation can take part in. Mostly in raw resources and a middle man for the rest of the world, seeing as Sudan is busy at the moment killing each other.

And it led to lots of profit. As Corporations that wanted goods, could go to you, and buy them from your markets, at a significant markup. You had to pay the bills somehow.

They may hate you, but their bottom line is to not get those goods would suffer.

And they were capitalists, so the bottom line was everything.

Reward:

You are swimming in money, and by god, do the world hate you for being the middleman for African traders trying to make money from their civil wars.

They also appreciated that you were discreet.

Meanwhile, several American and Soviet buissness leaders do not like you playing both sides.

Economic rolls increase by 10 for the next turn.

-[X]Starting up the Fire of Industry: Well there is no time like the present to decide to turn a single patch of desert into something amazing (Cost 2 Control) Rolled:D100 + 20 => 118+D100 + 20 => 103+D100 + 20 => 99+D100 + 20 => 91+10=101+D100 + 30 => 112+D100 + 30 => 123+D100 + 30 => 90

It all began with a phone call. Some freelancer from the States was kinda getting fucked by some government hack that did not believe in his model, and said it would never work.

His name was Steve Jobs, and he, along with his business partner, Steve Wozniak, wanted to change the world. But they couldn't do it in the United States.

So they came to your little paradise in the desert, to make something, Called Apple computers.

You gave them an office, and a facility to do what they pleased. Though that facility was just an unfinished building. But given the rich mineral wealth, you had, and the two of them learning on the fly to produce their own computer parts.

Reward: Apple Computers has migrated to Outer Heaven, and has set up shop and begun their research and development for… a Personal computer.

RND Rolls increase by 10 for the next two turns. Can now develop Personal Computers.

The computer industry is set to bad.

+D100 + 30 => 32

You smiled. "I promise I would build you a vila."

Ma Tang squeed when she saw it. "A pool?"

"Air conditioning, and a brilliant bedroom." you said, a smile rising on her face.

Reward: You have built a brilliant mansion in the Desert.

RP Rolls gain a +10.
-----------------------------------------

-[X]Medical Tents and Other signs of Health: You need to set up medical pavilions, and places for injured soldiers to heal. (Cost 6 Control) Rolled:D100 + 20 => 79+10=89

Well, you now have some proper First Aid stations that can double as trauma surgery places.

Poor ones at that, but that will do.

Reward: Health Services set to Bad.
-----------------------------------------------------------------------------

-[X]Begin Importing Oil Drillers and Refinery parts: You have oil. Now you just need to know how much you need to start drilling. (Cost 5 Control) Rolled:D100 + 20 => 115+D100 + 20 => 111+D100 + 20 => 109+D100 + 30 => 107+D100 + 30 => 121+D100 + 30 => 91

You looked at the contractor and the equipment. The Iranians were being rather forthcoming with their oil refining and drilling equipment. THey were large yes, and you would never be able to take such

-[X]Tapping the Water Reserve: You need to get access to the underground water reserves. (Cost 5 Control) Rolled:D100 + 20 => 118+D100 + 20 => 105+D100 + 20 => 97+D100 + 30 => 124+D100 + 30 => 105+D100 + 30 => 127+D100 + 30 => 111+D100 + 30 => 111D100 + 30 => 123+D100 + 30 => 103+D100 + 30 => 100+D100 + 30 => 99+D100 + 30 => 103+D100 + 30 => 97+D100 + 30 => 65=1477
-[X]River Connections and if Such irrigation is possible?: Wait there is something that can make the Nile reach you? Inconceivable?! (Cost 1 Control) Rolled:D100 + 20 => 102+D100 + 20 => 107+D100 + 20 => 116+D100 + 20 => 92

Wait… How much was there?

"Well… That depends on your definition of how much? We are on top of the only aquifer access on this continent for the underground water reserves that can be reached. As for the Oil… The question becomes, how much do we legally own on this territory."

"Because if we add the region's entire oil reserves… There are over a thousand years of oil here, by our estimations. And at current consumption levels… well, do the math, we'll have enough oil to feed the world, alone if we must."

(Continued in Interlude: More Oil Than God, More Water than an Ocean.)
-----------------------------------------------
-[X]Survey the Desert (Precious metals): You know there is gold and silver, but what about everything else? (Cost 3 Control) Rolled:D100 + 30 => 39

"There is nothing here?" You asked.

"Nothing that we can get to, with current technology." Your mineral man stated.

Failure.
---------------------------------------------------------

-[X]Equipment For Digging: You know there is going to be lots of mining in the future. (Cost 1 Control) Rolled:D100 + 20 => 95+D100 + 20 => 21+10=31

Well, at least you have something for the mining if you can not destroy the nation in digs.

Reward: Mining industry set to bad.
-------------------------------------------------------------------------------
-[X]Preparing for the Factory (Light Industry): Time to start an industry. (Cost 3 Control) Rolled:D100 + 20 => 112+D100 + 20 => 59+10=69

Reward:

Infrastructure set to Meh

Gain 1 Airfield and 1 Paved Road.
---------------------------------------------------

-[X]Create something new (Agriculture): Well maybe you can use that big brain and do something amazing. (Cost 3 Control)
--[X] God damnit we will solve this water retention problem! Unless that's not what's capping our agriculture level, in which case do that first. Rolled:D100 + 20 => 102+D100 + 20 => 90=192

So you came up with something rather brilliant… or rather someone else did.

Greenhouse roof's overhead, but covered in a special type of mesh that collected the evaporation of the water during the day, while the soil is loosened to keep the water dissipated and underneath the water, there are pipes that protect the water from the elements but forcing the roots to grow.

To make a long story short, you managed to make most plants retain water by keeping them inside specially made greenhouses and watering them from the underground, rather than above ground.

Reward: Agriculture water retention researched.

Can increase agricultural productivity and levels.

Will require more land or hydroponics to use effectively.
--------------------------------------

-[X]Create something New(Industry) Well maybe you can use that big brain and do something amazing. (Cost 3 Control)
--[X]Something regarding construction. We have a lot of buildings to build, after all. Rolled:D100 + 20 => 34

YOu didn't have time to do that. Mostly because the UN happened.

Failure.
----------------------------------------------

-[X] Li Mei - (RP)
--[X]Get to know Vasily, round 2: Double date with his partner and Ma. Rolled:D100 => 41

Zima Aristov was clearly a woman you did not want to mess with as she controlled her children and her husband.

It was like watching your mother when you were a child, handling you. But only she was far more efficient and open with her caring attitude, and not hiding behind a stern face of prim and proper.

"Tell me, where did you two meet." she asked as she tried to make her youngest eat the noodles that were prepared.

"We met in the army." You said as you did a little nudge to Ma. She responded in kind. "Well and we just hit it off."

"They accepted that?" She replied.

"Well we were the same rank at the time, and it was acceptable," Ma replied. "What about you?"

"Vasily was stationed in Poland when he met me, just a border guard at the time, right before he became Spetznaz. He and I had a very strong relationship, and he even ran to my home in the middle of winter to deliver the marriage certificate. And he converted for me."

You raised an eyebrow before Vasily showed a rosary. "I'd rather be with her, than not, and it was a small price to pay."

You smiled back. "We ran away with each other when my father tried to marry me off. An I can't say it's not been worth it."

Reward: You and Vasily have a double date with your lovers and family.

He is now considered a permanent member of Outer Heaven.
----------------------------------------------
--[X]See if we can find anyone around here (or elsewhere and willing to migrate) who's an expert on stuff that isn't murder. We're gonna need all kinds of skill sets to make this nation work. Rolled:D100 => 35

No one wanted to show up.

Dammit!
----------------------------------------------------------------------

--[X]UN Speech? UN Speech! Rolled:D100 => 96+D100 => 96+D100 => 90

So you went to the UN.

My god, the number of faces here are glorious. They will eat crow by the end of this.

Continued in: Interlude: The UN.

Interlude: The UN
Interlude: The UN

You were dressed in a dress uniform that was more fit for a Chinese officer than one of your own nation. Well, it was all you had that could fit what you wanted to show the world. Small, powerful, and otherwise, without remorse and power.

People would love the fact that you used their base uniform for them, you made certain that you wore colors that were brilliant Blue. Perhaps you were trying to make the Nations of the world see you as less than a violent, angry mercenary that goes into combat zones for shits and giggles and overthrows nations by sheer accident, mostly because those same nations were run by fucking idiots.

But enough about China, and America. You were here on business after all.

But you felt nacked without a gun. Trusting others for your security was not something that you liked to do, especially when you had to deal with… Politicians.

Ma was smiling as she joined you, as you sat, waiting. "Well, can't say that everything couldn't be any worse. If china were in charge, they would have tried to arrest you immediately."

"Don't remind me of the humiliation that I want the Red Dragon to feel for their inadequacy." You stated. "I was hoping for a far more receptive welcome, considering the absolute mess the Egyptians and Sudanese are doing with the territory and to their people. If it were not for me, there may have been a genocide." You stated.

"Perhaps that may be the truth, but I feel as if many nations will see the rise of a microstate that has single handily shaped the entire region without having a permanent population may also make them fear you."

"They will always fear what they do not know." You replied. As you saw the Egyptian delegation come forward to speak, no doubt to make things worse for you. "Well once more into the breach, as they say?"

There was a smile, and you felt the groan come from ahead.
-------------

Egyptian and Sudan Delegation Roll: 7

The Egyptians did nothing but denounce you as Terrorists, squatting on rightful land that they owned and that the violations that were occurring would be punished.

It was strong words being thrown around.

Strong words indeed, if their government hadn't collapsed in on itself to rebels and Islamists, lost 30 tanks to people on foot with RPG and had collapsed after they tried to commit a terroristic attack, on an UN-sanctioned safe zone for the people and refugees.

All that occurred was laughter and anger. No one, not even their allies that they may wish to see, like Jordan and Palestine, was going to step up and defend their idiocy.

It made you smile, for a brief moment, as you realized that these fools may lose their territory permanently, without you needing to fight for it.

"The Chair recognizes…" There was a pause. "The Chair recognizes The Mighty Mercenary Lord of Man, She Who Conquered the Desert and Commander of the Armies. AKA Lord of Generals or Just Lord, Li Mei of." He paused again and looked at the very long name. "The Majestic and Mighty Lands of Wài Tiāntáng, Lords of the War and Desert, Breakers of the Swordsmen."

You smiled. "There will be more titles, I promise you that." You joked, causing a laugh to erupt from among the assembly.

You took your time to stride up to look at the delegates. You were sure that the men were jealous, and the soldiers among them were happy to see another one among their ranks walking to the head once again.

The Americans and Soviets both were interested in you. But they did not know what to think. Not yet.

They would have an answer soon enough.

You took a deep breath, tapped the microphones, and finally spoke.

What do you say?:

  • [X]Plan: Speech!
-[X]"Good morning everyone, it is an honor to be invited to speak to you today. I'm sure most of you have heard of my ambitions for my nation, so I will not waste your time repeating myself.
-[X]Instead I will tell you what we have done since then. We have fed and housed our people, organized our mercenary corps into companies, and set up light industry so that we have something to offer our neighbors even in times of peace.
-[X]This, sadly, is not such a time. Our neighbors have both ended up in three way civil wars, and we have taken advantage of our relative stability to set up refugee camps for civilians displaced by the conflict.
-[X]If you doubt my claims feel free to send your people by for a tour. In fact, even if you do trust me we'd like to welcome a delegation to have a look around. I'll be the first to admit that refugee camps are not a specialty of mine, and your experience in such matters could stand to improve our operation for the people we're trying to help.
-[X]Still, I can't imagine we've done such a bad job that it warranted the attack on our Egyptian camp from the Egyptian government. Your people are there freely, and are free to rejoin Egyptian society at any time they wish. I applaud the Sudanese government for not making the same mistake, despite sharing Egypt's misplaced misgivings.
-[X]It is unfortunate that we were forced to engage in hostilities while trying to keep peace, but we do not fuck around when it comes to the lives of our people, or those under our care.
-[X]As to the matter of Rhodesia, I was in a difficult position. Both sides sought to create racist tiered societies, and my employers wanted me dead. Thankfully I was able to depose both dictators, and Zimbabwe-Rhodesia has elected Mr. Muzorewa as its first president.
-[X]I doubt I will always have the freedom to follow my conscience in the middle of a warzone, but I will always try.
-[X]Of course, we are also available to hear the pleas of individual nations. As for my nation, I simply ask that you keep watching, as we demonstrate we are just as I have claimed.
-[X]Thank you all for your time."
