You took a breath and focused on not only the words in your head and in front of you. But of the many numerous faces that were among this place. This hallowed place of diplomacy, of compromise. You would also call it a farce, but the Soviets had already done that back in the 50s when they left and almost immediately helped start a war in Korea. Good times, and you almost wished you were born back in the 30s to fight for whoever paid you the most. Probably the Russians, but you did not rule out the Americans.

However, despite all that, you were happy. You were happy, that in a moment, some people would listen. And others would denounce you. But you had a captive audience, the entire world.

Though you also knew for a fact that after your homeland had made a mockery of the United States Navy, despite the literal act of God that occurred on that aircraft carrier. You knew it scared the shit out of everyone, but it also prevented everyone from really caring about your little escapades in Africa. After all, with that shit happening, you wouldn't be surprised that they would think your homeland was hiding giant robots or some evil laser shit.

Eh, you didn't really pay attention, maybe they were just drunk when they made up their statement.

"Good morning everyone, it is an honor to be invited to speak to you today." You decided to speak English because at the moment, you were speaking to the West, and your Russian was terrible. "I'm sure most of you have heard of my ambitions for my nation, so I will not waste your time repeating myself."

There was silence, as everyone seemed to look at you, who stood before them. A Crazy woman who was deciding to play dictator. But at least you knew you weren't insane, and you were going to prove it. And also laugh in their face when they argue if you were lying or not. "Instead I will tell you what we have done since then. We have fed and housed our people, organized our mercenary corps into companies, and set up light industry so that we have something to offer our neighbors even in times of peace."

There was murmuring, before you rolled your eyes, and smiled as you face the delegations from Africa, your new compatriots, who may soon join you in this wonderful game of politics, and life. "This, sadly, is not such a time. Our neighbors have both ended up in three-way civil wars, and we have taken advantage of our relative stability to set up refugee camps for civilians displaced by the conflict."

You saw the Egyptian and Sudanese delegations stare bullets at you, and you shrugged them off like they were actually bullets from their nations, ineffective and poorly used. "If you doubt my claims feel free to send your people by for a tour. In fact, even if you do trust me we'd like to welcome a delegation to have a look around. I'll be the first to admit that refugee camps are not a specialty of mine, and your experience in such matters could stand to improve our operation for the people we're trying to help."

That declaration made the murmuring increase, as the Delegations from many neutral nations, and your new friend in Costa Rica, nod approvingly. The Irish delegation was very surprised that your statement was made.

But many of the Eastern nations, the Soviets, in particular, were unhappy with such proclamations, especially when it came from an upjumped mercenary.

Mostly because they had backed the wrong horse when trying to take over the region. "Still, I can't imagine we've done such a bad job that it warranted the attack on our Egyptian camp from the Egyptian government. Your people are there freely and are free to rejoin Egyptian society at any time they wish. I applaud the Sudanese government for not making the same mistake, despite sharing Egypt's misplaced misgivings. It is unfortunate that we were forced to engage in hostilities while trying to keep the peace, but we do not fuck around when it comes to the lives of our people, or those under our care."

If that man was armed, you were sure the Egyptian Delegate would have tried to shoot you. But again, you were sure he would miss because if their army was anything to go by, he would not know how to use his firearm properly. And attack an unarmed woman.

"And what of your nation's illegal actions within the State of Zimbabwe?" The General Secretary asked, interrupting you.

You frowned. "As to the matter of Rhodesia, I was in a difficult position. Both sides sought to create racist tiered societies, and my employers wanted me dead. Thankfully I was able to depose both dictators, and Zimbabwe-Rhodesia has elected Mr. Muzorewa as its first president. The Elections which might I add had been overseen by neutral overseers from Botswana and Kenya. They considered the elections, despite the chaos, to be legitimate."

"I doubt I will always have the freedom to follow my conscience in the middle of a warzone, but I will always try. It seems that many of the missions you engage in here have similar aims, and we would be pleased to work with the UN under such circumstances. For our fee of course, for we are not soldiers of the State, but free men who have found a home."

You paused and finally found the flourish to finish. "Of course, we are also available to hear the pleas of individual nations. As for my nation, I simply ask that you keep watching, as we demonstrate we are just as I have claimed."

"We are a nation outside of Heaven. That means that despite our pettiness, and our wish for-profit and coin, we are not wishing to destroy nations, or invade them, not without ever possible avenue taken to prevent it."

You ended with a smile. "Thank you all for your time. We're open for business."

"Well, tell the Ambassador I said hi, and tell his Gloriousleadnerless… that I am for hire, for a price of course."

Why yes I think she can. I mean, while China has a grudge, it sounds like they may not have unity of purpose with the wording.

During the chaos of the 1974s, Li Hua founds her own microstate while Egypt and Sudan were tearing themselves apart during the freshly started civil war many theorize she started, or at least triggered. Then they found the MOTHERLOAD of oil and water, which left half the world warily watching the powder keg that was freshly lit when her UN speech ended with an invasion from the communist block, and with the US Recognizing her nation's Sovereignty. With the board set, Li hua facing invasion by Sudan and Egypt, along with a china that wants revenge for her actions in Tibet, and a Russia whom is wary of her. And the US subtly supplying support when they think they can get away with it.
Russia has a large decently equipped army they field, and while Inferior to the US equivalents, are more reliable and cheaper, making them a rather versatile army, utilizing a large supply of reliable and innovative vehicles.
China has numbers, but between internal schisms and relatively lacking equipment and training, has trouble truly leveraging heir advantage even as they significantly outnumber any one side.
Sudan and Egypt benefit from having their infrastructure close to the frontlines making resupply easier. But they are still reeling from the major civil war they just recovered from, with Egypt decidedly being worse off thanks to falling apart after suiciding forty tanks on Li Hua's forces earlier. While Egypt is generally worse off, they managed to snag some US surplus to use against their enemies.
The US are the best equipped faction, but due to many factors, they limit themselves to deploying deniable assets, and raising forces on location to try and support Li Hua's forces.
Li Hua's forces, while small and lacking in anything above infantry equipment at the start has arguably the best infantry in the game. They are also capable of fielding superior equipment later on, thanks to the brilliant mind leading them, and with lots of options to make enemy attacks a living hell.

James Smith Intelligance Report.

It seems his last name may have been something else, with Smith being adopted to try and hide from something. He seems to have a very eclectic collection of knowledge, and started picking up knowledge on how to fight during his journey. Notably, he had clashed with other mercenaries multiple times in his career, whom seemed to be trying to capture him alive, presumably because of ties from before he appeared on our radar. That may be part of the reason he had developed his wondering habits, and part of why his group always stayed small. He is really skilled at staying hidden, presumably developed from experience, and has a habit of trying to finish contracts quickly and moving on to another location. Notably he seems to have some experience in high society, even though it seems like he tries to avoid avoid them whenever feasible. Though there seems to be one particular group he really tries to avoid, the PMC Queensguard. We aren't exactly sure about their origins, besides their ties with him based on how they seem to be trying to track him down, and has clashed with him and his group multiple times, with one particular case seeming to have escaped due to the Queensguard having an unfortunate run-in with Li Mei, distracting them in a way that allowed him to slip away and still complete his mission.

A/N: Yes, this is kind of inspired by a certain pokemon character. I mean, would having some very major heir running away and going mercenary to avoid his fiancé, whom continues to chase him with a private army be too crazy for this verse?

While less famous, the Queensguard and Smith's Ghosts were involved in the rebellion. We aren't sure what was offered to the Ghosts, but we do know the Queensguard was there as part of their hunt for James Smith. The Raid on the Chinese base in Lhasa went rather unnoticed until the Queensguard, being tipped off of their targets location descended on the city, initiating combat. PRC forces not expecting the assault found themselves contending with the Ghosts whom gone loud and the determined Queensguard assault that is trying to get to the Ghosts. Li Mia, seeing the chaos decided to strike, sowing even further chaos as the Queensguard and PRC find The Mercenary joining the fray, forcing the Queensguard to pivot to try and stop her on the off chance she kills their target, which proved vital in giving the Ghosts enough time to take out the Chinese Motor pool and exfiltrate. Though fortunately for the two merc groups, between everything else that Li Mia did, the Chinese payed little mind to them.

President: What! let me see that (Rustling as he reviews the papers) My god your right.
(Ministers arrive)
President: Gentleman she must have planned it all. Even as she set up military bases in our country and plotted to steal our land, she did all the while knowing that she was the true cause of the chaos. Well no more. Contact Sudan tell them, and then Prepare everything.
Minister: Mr. President when you say everything...
President: I MEAN EVERYTHING.
 
The Queensguard
The Queensguard
A PMC that seems to be founded more for the goal to hunt down the leader of Smith's Ghosts. They have been known to engage in combat without a contract should they believe there is an opportunity to capture their leader, whom apparently is the Fiancé of the leader of the Queensguard. Well equipped, complete with Helicopters and the occasional transport under their name, they are highly mobile. Notably, she seems to have contacts with the US considering the presence of US military gear, which includes a small force of tanks, even though they usually don't see much action, unlike the APCs and IFVs they have fielded alongside their helicopter fleet. Their strategic and Tactical mobility is very high, presumably partly because their leader doesn't care much about the profit margins, but cares about capturing a specific person. They have quite a history of outmaneuvering their enemies and blitzing weak points to try and end things quickly, or tougher targets if they receive intel that the Ghosts are deployed there. As shown in the second Tibet Rebellion, they are very well trained, and greatly skilled in the art of combat, especially in more urban areas, at least when compared to the PRC. Though they did actually give a decent showing against The Mercenary, managing to not get mauled despite engaging her. They aren't exactly one for subtlety, which might also play a role in the difficulties they face against the Ghosts, whom they inevitably clash with every time they meet.

A very small outfit, one that seems to have naturally formed around two individuals, James smith and someone whom goes by the name Jessie. This group seems to have a far more eclectic assortment of gear, ranging from AKs to modern military gear presumably snatched during their operations. They lack vehicles because they try to fall under the radar as much as possible, likely to try and minimize clashes with the Queensguard. They seem to be formed by people from a large variety of backgrounds, seeming to be recruited more incidentally, on the field compared to most other mercenary groups. They seem to specialize in Spec ops infiltration, likely formed partly as a side affect of their general operations that are influenced by the Queensguard's hunt for their leader. They also generally make sure to wear 'uniforms' designed to make it hard to tell who the leader is, presumably to make the Queensguard reluctant to shoot at any member of the group. They prefer to infiltrate, and are known for looting enemy armories they can access, and sometimes even stealing vehicles, though they generally only use it for the mission they were on at the time and then sell or 'donate' them afterwards, presumable due to how it both doesn't fit with their MO and how conspicuous they tend to be.

One year ago the Bulletin Clock's was moved forward to 9 minutes to midnight, in light of the SALT agreement's failure to meaningfully slow the nuclear arms race. Follow up talks continue to stall, and both sides continue to develop impressive tools of devastation. This alone would warrant the Clock continuing to tick forward.

However, it is the situation in the Middle East that causes us most alarm. While the civil wars in Egypt and Sudan have been brutal affairs, particularly with the direct involvement of the United States in the former, the nuclear powers did not seem sufficiently invested in the conflicts to impact the Clock.

The formation of a new nation on their borders has served as a potent accelerant. The newcomer, Wài Tiāntáng, had made no moves against its neighbors, even in their time of vulnerability, yet it has been set upon with shocking fervor.

The Soviet Union moves to invade, even putting aside its differences with China. The United States' forces in Egypt have turned on their hosts. Thanks to its small area the city of "Outer Heaven" has proven defensible with U.S. anti air capabilities, but with the Egyptian Navy moving into position via the Red Sea it seems the conflict could only be escalated further by the addition of nuclear flame.​
The so-called Cold War has begun to simmer, and in recognition of the immense gravity of that threat the Bulletin Clock has moved closer to Armageddon than ever, 1 minute before midnight. We can no longer afford escalations on this scale, having mere seconds to spare.

Humanity rushes headlong into extinction. However we entreat you not towards despair, but to action. There has been outcry on both sides, and it is our hope that increasing pressure may yet press leadership into reevaluating their position. All nations must put first their shared interest in the survival of mankind.

It is our sincere hope that if we unite our voices as one an accord might be reached, that the Bulletin of the Atomic Scientists will have reason to move the clock back again, and that we might continue to exist long enough to have that opportunity.
