Taken in its broadest sense that is a very subjective question with different answers for different people.
Actually this is irrelevant. Armsmasters negative reaction had nothing to do with hope in and of itself and everything to do with the natural fear and paranoia anybody in his position would have felt at having been the victim of what is (as far as he knows) a powerful Master/Stranger parahuman effect.It's relevant to the story because it helps people understand why Armsmaster's reaction to 'Hope' is so negative. If we assume 'Hope' to be unquestionably positive and good, as our culture typically does, it seems odd that someone would reject it so strongly.
However, alternative viewpoints exist; It's uncertain whether the Greeks felt 'Hope' was bad, but according to Nietzsche (Who studied the Greeks thoroughly, and was influenced by them) it was 'The worst of all evils, for it prolongs the torment of Man'.

Ammy not being parahuman is irrelevant in all objective senses. She's a Sophont with supernatural power. She used a supernatural effect of awe with purpose. This purpose was to stop armsmaster after making Taylor run away from a cop rather than walk up to him and express her right to tell him to fuck off. This power may simply be epic level diplomacy but even dnd admits at that point it's just casting dominate person.
It's essentially no different than twilight sparkle casting want it need it.

There's nothing to really suggest that Ammy made Taylor run away as opposed Taylor deciding to run away from the cop. Plus, if Taylor doesn't have those rights. Or, while she could say that, the cop would then respond with their right to detain someone who was found in the commission of a crime. Vandalism is not legal, and in fact can be considered a felony. Of course, it's not clear Armsmaster would have taken that route: his initial approach was not aggressive, Taylor just bolted as soon as he was in sight.

He might not have thought this was an aggressive thing to do, but from the other side of things it's a guy in power armor with a weapon in hand running after you. Not necessarily unjustified, but... we might just have very different ideas of what constitutes an "aggressive" approach.
