Jacob is the best option to help work our back-channel to Raynor in this way he is a paranoia reduction option without having it written there. I lean towards Victoria but totally reject Samual for the exact inverse reason as above, he's a poisoned chalice.

Edit: Someone who's better with probability, how many dice rolled per turn before the chance of a rit and thus +5 paranoia is that same as her 50%?

As far as it goes, we started this turn at 35 Paranoia, it's definitely going to 40 Paranoia, and then it's down to what a good result on the National Service means. Does he go, "Yes, yes, good monkey, doing as I say" and reduce paranoia, or is doing it well going to involve doing things that he'll dislike, like actually giving people decent tools, increasing it?

I'm not sure!
 
The aristocrat would've been really juicy if not for that coin flip on Paranoia gain every turn... it's too liable to screw us over in the long-term. Honestly, my only firm choice would be picking the Adjutant as our assistant, a free reroll + 2nd dice is just too juicy to pass up on.

While I'm sympathetic to the paranoia concerns, the point of our build isn't to take it to 0 and sit there, it's to take risks that anyone else would be too afraid to take. A +20 bonus per die is HUGE and while it is parochial it's to one of our biggest industrial planets. More resources -> more dice activation -> more opportunities to lower paranoia.
 
Ah to heck with it, I'm switching to the Aristocrat as the other two Vice-Chancellor candidates are just not as appealing, and our build is suited to managing Paranoia anyways. Smith is too bland in terms of personality/perks while reversing a Nat100 with Jamie is too appalling to consider. Might be convinced to change my mind later but my gut feeling is:

We need Personal strengths here. That -5 R cost for Personal and -20 DC when Personal apparently will be DC HEAVY will massively help the part where we're not supposed to just become a good little cog in their machine.

Two dice > +20 and 1 die, though the resource point is a good one. I think we can increase our black budget too.

I'll also approval-vote for Victoria. She's not my first choice, but I think it's at least POSSIBLE that we could manage the Paranoia.

My read on Smith is that he's inflexibly professional, but also totally disinterested in things outside his area of work. I doubt he'll be going out of his way to obstruct whatever stuff we or our fixer have going on the side. Also, he's held similar positions in the Confederate government, which means that working with a corrupt oligarch doesn't actually bother him- he just hunkers down and does his job.

Someone like Arendt could run rings around him.

I also think Koslova is a good choice, because she's going to do a lot of good with reducing Horner's big weakness.

I don't feel great about Archibald. The Paranoia is maybe manageable, but it's going to make things a lot harder, and the main benefit will be that we're doing great at building up general megaprojects for the Plan. Which is great if we want the Plan as a whole to succeed, but may not help us much if we're planning the secret Raynor's Raiders run.

The natural 1/100 roll changers are as bad for Paranoia at 50 dice as Archibald is now, and average out to a +/-1 to dice rolls. Also Winston can only go off once per turn while Smith stops when Paranoia gets too bad. Therefore Archibald is the worst in all cases for Paranoia.

@Etranger is Retroactive Approvals considered a positive trait?

Remember, we get -5 Paranoia on nat 100s by the rules... meaning net zero Paranoia change with this guy, but being able to turn nat 1s into 100s is still a fucking huge deal, in my book.
