Attempting to Fulfill the Plan MNKh Edition

I realize the bus system isn't a big military priority, but we should have it on our radar, maybe as a winter project or with minimal dice for efficiency. The project description mentions that it's needed for urban/industrial expansion, and we also got a line last turn about migration putting increasing stress on the cities. Transit is what's needed to fit both more housing and more labor into them, and I bet we'll start seeing these problems become significant the longer we leave them - especially when we get to the war and evacuations/general chaos.
We'll put buses on next turn. Right now it's summer, and you can't properly pave roads in the winter.

Get roads built while it's summer (and we have a not-insignificant chance of outright completing Stage 3 this turn if we put all the Infra dice on it), finish the MFPG goal and get Aluminum for PI while starting our work on MegaMag. Finish up Sulfur and Radios for the planned military expansion, then get to work on the Baku Oil Refineries for that same reason (and for PI.)

Agriculture doesn't really matter as much, but work on finishing up the NSTs and thus complete the land reform in its entirety, and plant a bit on Pisciculture Experiments because we can spare both the dice and resources for a bit of research. Services, we complete Childcare then get to work on Technical Colleges to make sure the WW2 Conscript Age is educated in basic maintenance and technical skills.

And Military, we focus on the new machine gun and both truck plants. Finish up the CAS Trial, and try to get the Perm Plant Expansion for the new engines.

I'm sure there's more stages and 3 dice would not be amiss tho.

Hrm... We will probably need Stage 4 eventually, given our current rate of expansion. Though I'm hoping it won't be for a while and Angara can help cover that. On the other hand, the guarantee of bragging rights for actually managing to complete the entirety of a 5YP without book-cooking.

Other people's thoughts on flipping a Magni die onto Power Plants Stage 3?

I think the current dice allocation for power plants is fine, even in the unlikely scenario that it doesn't fully complete it'll complete enough to get the majority of the plants online and hit our target (or close enough for government work anyways). And it probably will fully complete.

I like this plan better since Stoylenskoye Planned City will start producing the steel we desperately need before Magnitogorsk.

We don't desperately need steel though. We have the ability to import steel, which in turn means we can focus on getting the highest amount of steel-per-die spent, and that's Magnitogorsk. Once we have that, our steel worries for the foreseeable future are gone. And it's something that's within reach in 2-3 turns, counting this one, provided we make the commitment.

Meanwhile, we'll need to keep pushing more dice onto Stoylenskoye repeatedly as the buildup continues, and it puts another burden on our rail assets when we just got them back to Meeting Demand. Besides, 5 dice on Stoylenskoye won't be enough to actually get it producing Steel unless we're massively lucky. 1st Stage is 100 and is just laying foundations, and if 2nd Stage is like Magnitogorsk, that's another 250 Progress needed to actually start producing Steel.

Running the exact numbers for Magnitogorsk Stage 5. It's at 92/1200, so that's 1108 Progress needed.

This turn, we're dedicating 5 Dice, so on average that's 250 + 25 = 275 Progress.

Next turn, my personal plan is to throw every HI Dice we have at it. Also, remember that next turn, we'll likely have a +5 per die from the "5 Year Plan Veteran" and a +2 from VSNKh Educated Only, for a total of +12 per die.

10 HI dice into Magnitogorsk next turn will therefore give 500 + 120 = 620 Progress.

In total, that brings us to 895 Progress/1108 needed (or 987/1200), leaving 213 Progress left. This actually feels like it's close enough for us to start getting some Steel already, but if possible, I'd like to spend 4 of our Free Dice next turn grabbing the remaining on-average 200 (actually closer to 250 thanks to per-dice bonuses, which will also help make up a bit for any shortfall in average roll numbers.)

That would let us complete Magnitogorsk Stage 5 by next turn, provided we have a bit of fortune. But even if it doesn't, it should get us close enough that we can finish up the project next turn.

A heavy commitment, yes. But this will be the start of the 3rd 5 Year Plan and we actually have a Resource stockpile, which should give us some flexibility for doing heavy commitments like this.

I kinda want to send in Free Dice it next turn so we can get the flex of completing the biggest steelworks in the world in 1 year with the power of Shock Labor (and because there's a bunch of other HI intensive projects we want done like Coal, Zlatoust, Gorky, and whatever Angara unlocks), but sure, we can send Free Dice to Military. Still means we should be able to get Stage 3 Magni in just 3 turns counting this one.

Of course, Free Dice to HI vs Military probably all depends more on what's actually available when the next turn comes up. And I'm hoping that New Officers might help a bit in giving more Military Dice.

With the use of statistics and means in planning, a fair amount more progress could be made. While cooking the books will become far harder, this should allow a far greater level of coordination and action through the plan, at the minor cost of necessitating an education to really get into planning aspects. (-10 Party Support if Attempted, DC 60)

Don't want to take -10 PI when we're about to talk to Stalin about the 3rd 5YP and its details.

5YP planning will also include expectations that affect what options we're given (like our Military Advisor giving us mass radios and officers as a focus), and with the Navy coming up in the 3rd Plan, I want to convince Stalin against commissioning 15 of these monstrosities.
