I disagree, the treasury isn't here to punish. If they have a good startup plan I don't care if they recieve the grant but setting aside money for their exclusive use feels wrong to me.

There is no mention, either explicit or implied, of any relationship between the prewar entrepreneurs mentioned in the grants and Boyle. The description even describes who supports and would benefit from the business restoration of the act, and its the FMP and the Developmentalists, not the Firsters.

People who write up plans - is there any wiggle room for researching force fields or plasma weapons?

The ability to contain high energy reactions and control plasma behavior better are both key aspects of fusion power that could unlock vehicle scale fusion powerplants. If we could implement those then we'd be able to switch to a fully electrified military in time, and greatly simplify logistics while being able to increase our operational tempo (effectively multiplying the number of units we have).

Peralta could only sigh - the parliamentary movers would be finishing her Manchester office in parliament soon, but now it was time for the swearing-in ceremony for the 1800 members. A new building was leased for the session in Manchester and while it could be considered wasteful to some budget-minded members, not everyone wants a virtual swearing-in ceremony. Peralta is neutral about it but with how much progress remains for the parliamentary rotunda she would prefer to set the precedent of party leaders being there. The restoration of health services in GDI territory was done through both the globalization of all hospitals and the takeover of all health services to the Department of Health. While the newly globalized health system has done wonders for global health it also has many problems in that there is no flexibility in expansion without explicit permission from parliament. In the old days, it was either the local assemblies expanding the charter of government hospitals for expansions in bed capacities and other departments or the use of a public-private partnership to circumnavigate the process through the Build-Operate-Transfer system. Now, without any private partners, it is up to parliament to specify the expansion of the thousands of hospitals under the Initiative's hands and the establishment of hospitals in the various space stations of the Initiative. While not yet a problem in the near-term the necessity for a dedicated space hospital system is something needed for the expansion of the GDI to the stars even if those who believe to be on the ground-side that it is worthless when new treatments for Tiberium are just on the horizon. So a compromise was made on the expansion of beds and hospital departments for existing hospitals in addition to creating and instituting a space health system. Western North America Blue Zone, also known as the Californian Blue Zone or West Coast Blue Zone to the locals, is one of the newest areas the Starbound Party has commenced local operations before the elections. While still a minor party in the assembly the presidential system also led to the elections of the governor of BZ11 which the Blue Zones in the former United States were given special dispensation to do so instead of an appointed neutral governor coming from both Parliament and the Director. This sort of system while forcing us to run for positions other than assembly members and local officials does mean that they would not be part of the cabinet any time soon. The current governor is a Democrat affiliated with the Developmentalists and while usually this is not a problem since there is a strict separation of powers especially when the assembly is composed of multiple parties instead of the common two-party system. However, the governor himself As a minor party in the legislature, there is a decision as to what to do in this situation but with the central party's deals with its allies in Parliament then supporting the governor could work. The British Union was a GDI-imposed intergovernmental organization during the transition to the Zone system of governance. Made up of the United Kingdom of Great Britain and Northern Ireland, and the Republic of Ireland initially as the council members of the Union which made it awkward when both of them were forced to cut ties with the European Union at GDI demand after the 2nd Tiberium War. While transitioning certainly became smoother over time the current members of the British Union are the Crown, the Crown in the right of Scotland, the Executive of Northern Ireland, the Principality of Wales, the representative of the Lordship of Mann, Duchy of Normandy, and outer isles under military jurisdiction, and the Republic of Ireland. The operations of BZ3 are spread throughout London, Edinburgh, and Dublin, which strains the local bureaucracy too much. A much-needed administrative center is needed as the old assembly was forced to hold sessions equally in these three important cities. One of the many idiosyncrasies of the GDI political system happens in Europe where the majority of the governance and administration of the zone is still handled by the constituent provinces with the European Assembly more as a coordinating board and a mediator between the global government in Manchester and the various European provinces. This proves to be difficult for the party because while we have the majority in the assembly the global elections proved fertile ground for European localists in the various provincial assemblies. Not really. Developing new hardware when we haven't even finished deploying the previous round of new hardware doesn't do anything except ultimately set back the timeline on military deployments. I personally want the RWS, new missiles, and new Orca in production before we even think about doing another development trial. And even once those new hardware boxes are checked off we should probably finally solve that persistent shell shortage that's lasted a decade before springing for more shiny new toys, or bulk up missile/ablat/sensor production beyond "barely enough to keep up with current attrition but no stockpiles" levels. While also not letting the navy fall too far behind. While also building enough ASAT to make sure our incredibly expensive Tiberium Stabilizer network doesn't get blown up.

Point is there's.... a lot already on our plate for the military right now without adding anything new. What's the use in unlocking a new plasma gun that we can't actually produce until 10 turns from now? Better to just wait so we don't lock in an old design that goes to the bottom of the production queue and instead use that die next turn to actually clear out the production queue a little faster. Yeah there's eventual far-off possibilities that might come from a 5th generation descendant of the Shimmer Shield or whatever but it's an extremely long term tech tree. Reaching a certain level in the shields tech tree 20 years vs. 22 years from now is pretty hard to care about when there's not enough bullets or planes or ships right now.

Not sure if force fields or plasma will be able to make it in this turn. Probably not. But they're on my wishlist too, so hopefully soon. They do have some potential for applications without a deploymnet project, but CrazyCryo does have a point that we have so many deployment projects still waiting.
And nah, this is probably something where Dr. Granger had really good presentations on both from different teams in his staff, and congratulated both on doing a good job at advocating their positions.
 
I'm in the same camp of thinking that dev trials need to wait. At best if the steel talons or navy start fumbling about something or a project is needed asap to hard counter a new nod weapon we can do more dev, but as of now I'd rather clear the board of some existing rollouts instead. Shells especially, that's gonna blow up in our face eventually, it's just a matter of when.
