We're gonna need a LOT of resources to get all the director's stuff done.

We start with 3 auto-votes.

Research Antarctic Anomaly is a no-brainer, bringing in 2 neutral votes and 1/3 of a SA vote; and is also our job.
Doing logistical port construction has some synergy with the director's goals, but is 800 progress at 15 rpd, which is an average of 16x15 = 240 resources.

We'll want at least one EU point for another 2 votes (7 total). Multi-role Jet or Assault Carrier development is the easiest to take care of there, and also meet the director's agenda.

NA is the next most efficient, so we'll probably want 2 of those for another 3 votes to bring it to 10. Supercarrier is a good choice, as is assault carrier, being on the director's agenda.

China, South America and Russia are inefficient so we can skip those.

That being said, outsourcing the Straz to Russia lets us get an extra CS and throws them a bone.

We can commit to a port/airport in brazil for a second bone to SA and to fulfill the south atlantic port requirement. I also like the sound of "UNDC GPS" and "UNDC Orbital Surveillance", so maybe we can squeeze those out with the antarctic anomaly for a SA vote.

I'm also tempted to commit to Israel-Jordan anomaly, since it's our job.

China could use a bone, so maybe a drone project.

The director is full of crap if he thinks we're going to get this done on a 3000 point budget. I'm thinking 4500 budget for -30 CS. This will let us spend another 10 on letting south korean into the council.

That being said, those branch offices look freaking amazing, raising our admin cap quite a bit.
 
Personally, my issue is with agreeing to weaponise it. I have no issue with researching Lycain because we won't be able to deal with it without further research. However, agreeing to look into how to weaponise isn't something I am willing to do when we know very little about it except it is bad news.

Especially when we agreed to share all of that research with all members of the UN Security Council.

Well, you don't have to take all the offers. You can just stick to the 2 Balance you've got right now.
 
uhm most of those ports and airports thing sound like thing we might wanted to build anyway to thats a easy sell.
have too figure out who to sell what project on.
would not mind getting 2 new backers too help support / fund our operation.

feel like 3000 is a bit light on the funding but i am not a planner.
feels like we going to lose a fair bit of councel support here.
oh well we have 4/5 years to gain some back.

Just gonna point out that "weaponize" has a lot of room for interpretation. Letting people retain their mind when transformed and something that can use the Lycain as a target to take out the infected while not harming/effecting those that aren't could be considered to count.

Still not necessarily worth taking, but don't instantly reject it.

Now back to lurking to avoid compulsion to make spreadsheets.

The USAA is the only organization that is basically trying to entice the UNDC into a codevelopment project with them for the super carriers.

That is not to say that ASDEU, Rosboronexport or SAEC have no interest in doing that. They just don't think they have anything to offer that is better than UNDC developing the technology on their own and so aren't bothering to try, especially with the USA going 'pick me, pick me'.
 
Man, I was trying to put a plan together that kind of did a "bare minimum" but then got distracted by all the bonuses and extra dice we can rack up.
Feel free to make a 'bare minimum' plan. My plan is going to be called Unlimited Dice Works with the alternative names being All The Things and Go Big Or Go Home.

CSCEC gets us some pretty good bonuses. Dedicated infrastructure capacity agreement will let us have a crap-ton of infra org dice in exchange for throwing a few logistics facilities their way (600 R or so?)

JKBF similarly gets us good industry/service die bonuses and dice in exchange for ~800R worth of construction in japan/south korea.

Giving our military guys "post-shooting support" seems like it'd be fair since we expect them to take on vampires, demons, werewolves and giant sea monsters. Dealing with logistical issues our subordinates have identified is also a good idea.

GlobalPol is a toughie. On the one hand, it gimps us for a while, but we can compensate by making deals with the various interest groups. The upshot is a massive amount of council support, letting us extend council expert staff and officers, and support south korea, while still leaving us at ~30 council support. Nice. Italy, go home, you're drunk.

Having 4500 resources per year will let us splurge on contracting so we don't have to build everything ourselves. 5000 is pretty excessive for the council cost, so we won't be doing that.

I think we can theoretically squeeze some more service and industry dice out of the Japanese/Koreans and Chinese respectively, but the promises we have to make are exorbitant. The last couple ASDEU dice also require us to either exclusively license exoskeletons (uh, no) or develop multi-role jets with them (but we're already doing that with the USAA for their vote).

I'm thinking I'm willing to drop the Lycain weaponization. We'll have to give up the research bonuses or the classified files, but them's the breaks.

Alternative names included Plan All The Things and Plan Go Big Or Go Home, but I went with Unlimited Dice Works for the memetic name. Anyway, this is a big plan and it will have a lot of words explaining my reasoning for my choices. Also, it isn't set in stone and is very much open to change. In general, I want to get a lot of dice and budget in exchange for promising a lot of things as the former will let us to the latter and more.

In order, I want to get maximum budget to be able to spend all of our dice and be able to spend dice on expensive things such as deployments or research. It also lets us take advantage of our research being cheaper in dice, but more expensive in resources and let us get more done. It is also pretty easier to get more Admin Cap since we can potentially get our Military HQ and all four Branch Offices done in Q1 2014.

Now, we have our Council Commitments earlier in the post and my plan, but I want to cover our Org Deals first since they tie into my choices for the Council Commitments. First of all, going for everything in in ASDEU to keep our +10 Military bonus, get another +4 Military and unlock a new project. In exchange, we promise to do a bunch of things that I'll also be promising to the Europe block to get their votes.

Next is CSCEC where we promise to involve the Chinese in a bunch of Infrastructure projects, something I am already planning to do as part of my plan to get a lot of Org Dice to spend and a lot of Budget to pay for them. Now, it might seem like a lot, but with the amount of Org Dice and Budget I am planning to get, the goals should be pretty easy to achieve and can be used to overlap with other commitments. In return, we get +7 Industry bonus, +3 Infrastructure Org Dice and +3 Industry Org Dice.

Third, we have JKBF. Our promises to them overlap with our promises to CSCEC and frankly, they aren't the big of a commitments since we can do a couple of logistical ports and logistical airports pretty easily. In exchange, we get +5 Service bonus, +2 Industry Org Dice and +4 Service Org Dice.

Finally, we have DARPA where we don't promise everything as I refuse to promise to research how to weaponise a very dangerous thing we barely understand. I do want to look into blocking/nullifying magic so I have no problem promising that. In exchange, we keep our DARPA Org Dice and get +10 Research bonus, something which will be useful as I plan to ramp up our rate of research and we begin to go after research projects that require more progress.

Next we have our commitments. Three Infrastructure, Industry or Military Projects in North America is pretty easy as we can just do some 100 progress factories or some logistical ports/airports. The USAA is the only one that wants to do the supercarrier so that is another easy promise while we want to get the B-3 into service sooner rather than later which is a third easy promise. For South America, logistical ports/airports are easy promises and while the military bases won't be that hard to get and I will want to get involved in orbital stuff even if we don't make it a plan goal.

For Europe, promising to do three Infrastructure, Industry or Military Projects in Germany or France is easy thanks to 100 progress military factories. Also, promising to do the things that we have already promised to the ASDEU is another easy choice while I want to support Italy joining the Security Council for other reasons so that is another easy choice.

Outsourcing our Straz escort cruiser deployment to Rosoboronexport is another easy choice and a good bone to throw to the Russians. Likewise, I want to research what is up with the lack of magic in Israel & Jordan so that is easy thing to agree to. For China, we have already promised to do three Infrastructure projects in China whilst we have already gone down the path of exclusive licenses, which in turn makes it easy to promise to do another drone project with SAEC.

With the neutrals, I want to support getting South Korea on the Security Council for other reasons so easy choice there. We have promised to do a bunch of Infrastructure projects involving the Chinese so promising some logistical ports/airports is easy, especially if we do the latter. We are already promising to do the Antarctic Anomaly so it would be stupid to not take it again. Finally, going all in on GlobalPol is something I want to do so I'll take the option for an easy vote.

Finally, we will want to do the UNDC Branch Offices as soon as possible so promising them to Nobuo is another easy choice. This gives us 17 out of 18 votes and +5 CS. The latter will be valuable because of my choices will bring us low on CS while the former is because I want the UN to have a lot of buy in. There might not be mechanical bonuses, but I bet there will be narrative consequences from having all, but one voting member supporting our plan for the next budget cycle.

Next is the spending stuff. I want to support both Italy and South Korea because they will get on the Council sooner or later and if we support them, they will be more favourable inclined towards us than if we just let things play out naturally. I would also like to extend the deadlines for our personnel supply deadlines because it gives us more time to get things sorted out on our end and they aren't that expensive CS-wise even if we are spending a lot of it.

And speaking of spending a lot of CS, we need to take Stage 3 support of GlobalPol to give us positive CS. Also, I want to take Stage 3 because it will GlobalPol get on its feet quicker and by getting heavily involved in its setup, it will make GlobalPol more favourable inclined towards us and make cooperation between our organisations easier. Now, it is costly, but we are big enough to get those costs, especially with all of the dice and budget that I plan to get us.

Finally, I am going for all of our Interdepartmental Promises because it is just stuff we will want sooner or earlier and we will be unlocking it earlier. Port and Air Base are useful to get while the Staff Training Centres will be needed to prepare ourselves for when our personnel supply deadlines expire. The Military commitments cost a lot of Medical, but Bot has said that we will be getting more options to get Medical if we choose to take those commitments.

The only downsides to this plan is all of its commitments and its high CS. The former can be dealt with easily enough because most of it is 100 progress projects or 200 progress projects that we have decent odds or finishing with only a die or two. The CS cost is painful, but we picked the politician character to make getting CS easier and the start of the plan is arguable the most important time to spend CS. It does mean that we will need to focus on CS-gaining projects for the next turn or two, but that should be easy enough to do and I made sure to confirm with the QM that we will have a bunch of CS raising projects to do next turn.

This is very much a major plan. We take on a lot of costs, but in exchange, we get even greater rewards that allow us to deal with those costs, well, not with easy, but lesser challenge rather than a major challenge.
