This plan is primarily about dealing with the current crises that are ongoing such as the hostile forest spirits in the Amazon and whatever is going on with the GLA in the Middle East. For infrastructure, I am finishing the South Korean Logistical Port and doing another one in India because we need them to fulfil some of our commitments. Doing the Maintenance and Supply Air Base Expansion in Hong Kong because it fulfils another of our commitments whilst I am finishing off the Southampton Maintenance and Supply Naval Base Expansion to complete another commitment.

Industry is getting the exoskeletons for Infrastructure rolled out because I feel that we benefit from an Infrastructure bonus more than we benefit from an Industry bonus. This is technically under Military, I am spending the last two Industry Org Dice on the Megaship Yard at Ullapool because we'll need it for the assault carriers if we are to do at least some internally and I don't want to spend military dice on it.

For Services, we are finishing off Recruitment Centres whilst doing both of the new magic research. Prioritising anti-magic research is one of our commitments and something useful so I've put a couple of dice on Anti-Magic Alloy Development while Refined Ongstrean Detector Development gets a die because more mobile magic detects will be useful. Nothing on Orbital because it proved to be too expensive with my focus on the military this turn. Otherwise I would have done UNDC Global Positioning Constellation or Orbital Surveillance Constellation this turn.

With Military, I am putting four dice on Set Up South American Military Bases. This ensures that not only will this action complete, but it will do so with enough overflow to complete both of the required Logistical Ports in South America. Getting all three of these done fulfils three commitments and will prove useful in dealing with the Amazon forest spirit threat. Beyond that, a couple of dice on Reactive Armour Deployment Refit to try and finish it this turn while another die on Galil Ace Deployment has a slim chance of finishing it this turn and if it doesn't, we are set up to finish it next turn.

Bradley Deployment because it needs another die for contractor progress to finish it and it helps buff our security forces should any more attacks like the recent ones take place. HE Shell Factory Plants to get shells for our artillery and help with the ammo situation while doing the Universal Drone Command Module Codevelopment with the SAEC to fulfil a commitment. Finishing off DEW-Point Defence Development Program with our DARPA die while Security finally gets its pepper spray cannons.

Finally, I want to sort out the situation with the refugees sooner rather than later so they aren't lounging around in their temporary camps. I also want to ask about the vampires because they have been a pain in our side and we still know too little about them.

This uses up all of our Admin Cap and spends 1,145 Resources. This goes slightly over budget, but I would rather get things done now and tighten our belt at the end of the year rather than the other way around. That said, I am willing to swap HE Shell Factory Plants for Net Cannon Deployment if the thread wants me to save some Resources.
 
I believe our key priorities right now is ensuring the next Director is someone we can work with and not someone how we will constantly fight with. Second, I think its ni2 safe to reveal the Kemonomimi to the world. The fact that the Cairngorms Spirits know about rifts other dimensions means that they possess information that holds serious value and importance for our mission.

I question the necessity of these options @Oshha. Ammo is not a huge concern, and we don't need a megaship construction yard or pepper spray cannons urgently. With the GLA counter offensive in the ME and confirmed attacks on ships by aquatic beasts I think we would be best served by developing new subs and deploying more Mastodons and Leopards. I also think we should spend 2 more admin dice on actually planning out space lift capabilities, as the orbitals are becoming more and more critical.

Ammo: large surplus, diversity of barrels makes distribution horrendous –1 (+2 undeployable bunker busters)
Ammo is still in the negatives as it has been for the entirety of the quest. Increasing Ammo is more helpful to the military than deploying more tanks.
Agenda Goals:

We also have to build a bunch of carriers that require a megashipyard as part of our plan goals. We will have to outsource most of them, but it is more affordable to do at least one or two blocks in-house.

As for the pepper spray cannon, ignoring DSEC is how we get into situations where they are woefully underprepared. We have three ways to get ways of taking down supernatural nasties that don't require some combination of explosives, overkill and collateral damage and we have yet to finish doing one of them. You have a point about the submarines, which I suppose I could put the drone codevelopment back a turn, but I'm not seeing the benefit of more tanks right now when we could be going for multiple low-hanging fruit such as reactive armour, Bradleys and getting Ammo out of the negatives for the first time in the quest rather than going for the big expensive tanks that the Army hasn't asked for as a priority.

They are each marked as priority by multiple military branches. I figure they'll be more impactful for for the UNDC as a whole.
 
I have updated my plan. Codeveloping drones with the SAEC has been pushed back because we only need to develop it with them to fulfil our commitment and I am doing submarine development instead because we will be facing sea monsters as a future threat. Meanwhile I have dropped megashipyards in favour of UNDC Global Positioning Constellation because I remembered that each block takes 8 Turns so we will only be able to do one block and will have to outsource the rest. Because of this, it won't be economic to do just one block where it would have been economic to do two or three in-house because of overflow. With the leftover die, I have put it on Gear Up Security Forces because in the battles last turn, the shadow mercs or whatever we are calling them had a higher bonus than our security forces as they won a battle despite us having a higher roll by 9.

Hope our organization keeps in touch with the Kemonomimi and cracks down hard on anyone that trys to use them for criminal purposes or if a nation is treating them bad.
 
Just a heads up, you can apply for the position of Director at the latest possible time, but applying too late hurts your chances too. And no, I wont tell you where the "Apply before QX 20YZ to avoid Malus"-line is. You have to use your own judgement for that.

I am also making Sokolov's bid for the position of Directorship now in light of the QM's heads up as we can afford to do so now, but I'm not sure when we'll be able to do so again in the future.

Edit: In response to the most recent omake, I have decided to do Lycain Weaponization Experimental Program now because DARPA is getting antsy about it and the naval lasers can be pushed back a quarter.

Personally, I would ask the Spirits to help us deal with they South Americana cousins.
The vampires have repeatedly given us bloody noses throughout the history of the quest. The threat that they have been posing is far greater than the threat that the Amazon forest spirits have been posing.

We are already working on capture methods, If they attack us next time then we'll capture them and ask them ourselves. I think it's better, in the long run, to ask the frost spirits to help us with they south American cousins so we won't fight a three-way war between us the GLA and South American spirits.

We are already going up against the GLA, the Amazon forest spirits, vampires and possibly the demons with sea monsters waiting in the wings. Trying to avoid a three-way war has already sailed when we are in a four or five way already. Furthermore, I don't believe that whatever quick solution you are looking for against the Amazon forest spirits exists. We have already have plenty of information on the forest spirits such as how they are a hivemind and their background while we have developed and deployed weapons to use against them.

We still know next to knowing about the vampires except for some speculation based on what we've seen of them and some comments that they've made. Not to mention that the vampires have repeatedly defeated and bested us while the Amazon forest spirits have not. One is a greater threat that needs investigating while the other is a lesser threat that we have already investigated and taken countermeasures against. Admittedly that forest spirits could prove to be a greater threat, but right now, the vampires are the bigger threat to us and everything we know right now indicates that they will remain the bigger threat.

Proof of these suspicions came last week, when the Brazilian government relayed security camera footage of what seemed to be trees and shrubs in various humanoid and exotic forms, slaughtering the inhabitants of an illegal logging camp. Before anyone in the UNDC could react however, the Brazilian president had ordered troops armed with flame throwers to burn down the surrounding forest in a show of strength. The men were never heard from again, nor were any follow up teams.
I mean, that is kind of a big problem, considering the situation that sparked the conflict...

They have already informed us that they are no longer united with the Amazon forest spirits and that the Amazon forest spirits refuse to connect or speak with the Cairngorms forest spirits and that the Cairngorms forest spirits don't know what motivates the Amazon forest spirits.
"Our knowledge of beyond this world is limited ever since the creation of the great barrier but as per the agreement we will share what little we remember. We were once a peaceful being, united in harmony, before we were left stranded in this world, cut off from the rest of us.

Other vestiges of us are now coming through the holes in the barrier, the long cycles of separation has made us disharmonious. We can hear us, but not connect, not anymore. We do not know what drives us. We refuse to tell us, even if we endanger us.
If the Amazon forest spirits have kicked the Cairngorms forest spirits to the curb and told them to stuff if whenever they try to talk, I don't believe that negotiations will be viable nor will any reasonable demands be made of us.

Furthermore, the human politics have made that unacceptable. The South Americans have already been in conflict with the Amazon forest spirits as they have been slowly advancing into human territory. The issue isn't about starting a fight with the Amazon forest spirits, it is about finally getting involved in the one that has been ongoing for a couple of years now. Especially since the loss of Torres has Brazil and Argentina turning to the USA instead of the UNDC.

A very loose alliance of various extremists and other individuals, united only in kicking out the UNDC forces deployed after the war for the Middle-east. While they are lacking in hardware, their connections enable more options than most, and they have ways to keep supplied, which combined with their Zeal, keeps them relevant. With the werewolves, they are interested in seizing the initiative and deal a major blow to UNDC operations, and possibly even kick them out entirely.
Advantages
Zeal: While their forces may lack in skill, they cary zeal and aren't afraid to die for the cause.
Werewolves: A very powerful anti-infantry unit that can mulch through defenses by sheer regenerative durability
Disadvaantages
The air is theirs: While there is enough AA to not get blown to bits, the sheer lack of air assets make it impossible to contest UNDC air forces at this point of the conflict.
Tanks Incoming: This faction is very deficient in AT weapons, relying on bazookas to take out enemy armor.​

Style:
The GLA is an aggressive, stealthy faction, relying on suprise attacks, ambushes, access to cheap equipment, and magical auxiliaries to compete against the might of the UNDC. They are outmatched pound per pound, relying on numbers and trickery to even the odds. Stealth is this factions best friend even when the werewolves start being fielded. What makes or breaks this faction is protecting the anti-air and effective usage of the bazookas, the only part of the arsenal able to reliably handle the enemy airpower and armor. Battles are all about control, with the UNDC hunting AA to enable their Air Force to bomb away anything in the area, with the GLA trying to both stop them while expanding the envelope, and the territory they hold. Perhaps the most important unit in their arsenal is not the infantry slayer werewolves, but the bazooka, the only counter to tanks, and alongside the somewhat more common RPGs, will make or break any battle.

A/N: DecodedDecided to do another faux action sheet, and I ma want to do some reflecting the changes brought by time marching on, and other factions maybe... :D
