Sounds like South America is on fire, and I have no clue how we can navigate this, considering that it seems we are going to see our first outright war between a supernatural faction and one of the human nations...
Brazil frankly has no chance whatsoever since supernatural stuff is meant to be relevant and the Brazillian military couldn't fight their way out of a paper bag. So better for us to go in early and try to negotiate before the forest spirits in the Amazon have won enough they will demand concessions accordingly.

Assuming we could talk Brazil into taking the trees seriously...
Which, may be a problem.

Well hopefully we can swing it anyway as the losses mount early on, even if we have to throw our weight around and force acceptance.

Otherwise it would be either fighting that war ourselves, and thus overextending our forces while also making negotiations harder, or us having to help evacuate 8 digits of population after the spirits have so easily advanced they figure claiming the entire Amazon is being downright reasonable when they could go for reclaiming the vast areas it once covered.

over all more central control thing going on in all blocks
also freelance "monster hunters" "unknown cults" and "random animal attacks" is not great but its far less bad than i thought it would be.
still its only the start of things so ya.

hope we can fine someway to somewhat control those freelancers because i think those might become ether an asset or a problem later.

We should probably create some guidelines for private monster hunting, so we don't end up with high explosives being used on non hostile beings.

I think it's better we work with a dedicated law enforcement agency for supernatural in populated areas and disincentivize private monster hunting for the safety of the hunters.

We really need to inform the Cairngorm spirts to ask they cousins to stand down before the South Americans do something stupid, like firebombing the Amazon.
quote from the supernatural faction post: "Other vestiges of us are now coming through the holes in the barrier, the long cycles of separation has made us disharmonious. We can hear us, but not connect, not anymore. We do not know what drives us. We refuse to tell us, even if we endanger us."

Well, they should at least know a way to contact them.

The Security Council is well aware that it can take a lot of time to develop complicated and expensive weapons. Any development program with a risk of running a long time before results show has a degree of leniency on the part of the Council. Any commitments based on the results being available will migrate to a plan where fulfillment of those commitments is reasonable. The Council is also not stupid, they will expect the UNDC to take long development times into consideration.

Budget Negotiations 2014-2018 Cycle (Vote per Plan)

The meetings for the upcoming budget negotiations happen in a more anxious atmosphere. The New York UN headquarters is guarded by four times the previous month's number of UNDC security forces and everyone is still a little twitchy, especially at the prospect of a traitor hiding among them. Director Nobuo is still limping, his wound still not fully healed, but he has thrown himself into work as soon as the doctors let him go. Sokolov shakes his head, the Director looks thinner, more worn out and yet exudes a certain calm. The Secretary's memory goes back to a week ago. Nobuo had just been released and had dragged him and the entire DCSec taskforce with him to one of his favourite ramen places. The owner had accepted 40 armed men standing guard inside and outside the shop after Sokolov had waved his UNDC checkbook and argued a little in his still not-so-great Japanese. The Director's mood had improved over the course of the meal and discussed his plans for the upcoming budget cycle. An expansion of the UNDC navy to enable the UN to project power globally, the GLA may be a local phenomenon for now, but rumors and the SID's findings occasionally reported strange things he would like to be prepared for.

Additional Issues:
Security Council Admittance: (Optional)

Two candidates have regularly come up in discussions of expanding the Security Council. Italy's economy has quickly recovered over the last four years, putting it again on a high spot on the charts, but it is commonly known that the Italian government tends to dance to the Triangle's tune. The other option is South Korea. One of the larger economies in East Asia, its admittance has previously been hindered by the country's difficult relationship with its northern neighbor and the Chinese government.
[]Support Italy's Admittance into the Security Council (-10 CS)
[]Support South Korea's Admittance into the Security Council (-10 CS)

Council Staff Support: (Optional)
Currently all advanced staff needs, like scientists, technicians, doctors and the like are supplied by the Security Council members. Current plans are to discontinue this support after 2016, two years to give the UNDC time to prepare for the switch, but it should be easy to extend that timeline by two more years.
[]Extend deadline of Security Council Expert staff supply by 2 years to Q1 2018 (-5 CS)
[]Extend deadline of Security Council Officer supply by 2 years to Q1 2018 (-5 CS)

GlobalPol Creation (Optional: Pick one)
Multiple revelations and events from the UNDC hack in the early 2010s, to the GLAs access to advanced weaponry has thrown into question the capabilities of current international policing organisations. To better combat this type of threat, GlobalPol is meant to serve as a UNDC sister-organisation with a more conventional investigation body against drug-, weapon- and human-trafficking.
[]Stage 1: Advisors (-5 Roll bonus to military and services until end of budget cycle)(+8 CS)
[]Stage 2: Trustworthy Contacts (-2 Military Dice and -1 Service Die until end of budget cycle) (+16 CS)
[]Stage 3: Advisors+Trustworthy Contacts (-5 Roll bonus to military and services until end of budget cycle)(-2 Military Dice and -1 Service Die until end of budget cycle) (+24 CS)
[]GlobalPol should be a UNDC subsidiary (-20CS)(Projects to set up GlobalPol, extent unknown)

Aerospace and Defense Association Europe - Cooperation Negotiation:
The ASDEU has largely recovered from their 2010 situation in large part due to the massive cash flow provided by the UNDC. Now a more confident organisation, they have set their eyes on exoskeleton tech as a way to gain an edge over their USAA competitors.
Base Contract Balance: 2 (Must be 0 or more to be valid)

Offers:
[]ASDEU: Military Advisors (+10 on Military Dice) (-2 Balance)
[]ASDEU Dedicated Capacity Agreement
-[]ASDEU: Dedicated Capacity I (+2 Military Org Dice) (-1 Balance)
--[]ASDEU: Dedicated Capacity II (+2 Military Org Dice) (-1 Balance)

----[]ASDEU: Dedicated Capacity IV (+2 Military Org Dice) (-1 Balance)
[]Project: Caseless Ammunition Experiment Program (-2 Balance)

Demands:
[]Co-develop the multirole jet project with the ASDEU (+2 Balance)
[]License Exoskeleton technology exclusively to the ASDEU (+4 Balance)
[]Co-develop the assault carrier with the ASDEU (+3 Balance)
[]Complete 3 blocks of Sentinel frigate deployment by outsourcing them to the ASDEU (+2 Balance)

China State Construction Engineering - Cooperation Negotiation:
As promised the CDCEC has been much easier to negotiate with after licensing the MaQue exclusively to the SAEC. Despite initial complaints from Merin, work with the CSCEC has been productive and satisfactory for both parties.
Base Contract Balance: 4 (Must be 0 or more to be valid)

Offers:
[]CSCEC: Infrastructure Advisors (+10 on Infrastructure Dice) (-2 Balance)
[]CSCEC: Industry Advisors (+7 on Industry Dice) (-2 Balance)
[]CSCEC Dedicated Capacity Agreement
-[]CSCEC: Dedicated Infrastructure Capacity I (+3 Infrastructure Org Dice) (-2 Balance)

-[]CSCEC: Dedicated Industry Capacity (+3 Industry Org Dice) (-2 Balance)

Demands:
[]Complete 3 infrastructure projects in China and use CSCEC dice in these projects (+4 Balance)
[]Complete 10 infrastructure projects where CSCEC dice were used (+2 Balance)

Japanese and Korean Business Federation - Cooperation Negotiation:
While relationships with the JBF and the Japanese government are a little cool, they cannot ignore the UNDC as a source of lucrative contracts. To that end the Japanese and Korean Business Federations have joined forces in order to meet the UNDCs demand and, as Sokolov believes, secure their business interests in the region.
Base Contract Balance: 2 (Must be 0 or more to be valid)

Offers:
[]JKBF: Industry Advisors I (+5 on Industry Dice) (-1 Balance)
[]JKBF: Service Advisors ÍI (+5 on Service Dice) (-1 Balance)
[]JKBF Dedicated Capacity Agreement
-[]JKBF: Dedicated Industry Capacity I (+2 Industry Org Dice) (-1 Balance)
--[]JKBF: Dedicated Industry Capacity II (+2 Industry Org Dice) (-1 Balance)
-[]JKBF: Dedicated Service Capacity I (+2 Service Org Dice) (-1 Balance)
--[]JKBF: Dedicated Service Capacity II (+2 Service Org Dice) (-1 Balance)

Demands:
[]Complete a logistical port and a logistical airport in South Korea (+2 Balance)
[]Complete 4 projects that infrastructure dice can be used for in Japan and South Korea (+4 Balance)

Defense Advanced Research Projects Agency - Cooperation Negotiation:
DARPA has, while helpful, also been a little cold. While the first few months of cooperation were almost entirely free for the UNDC, for the new cycle they, and in turn, the US government have demands, but are willing to offer something substantial. The horrifying MK Ultra experiments were declassified in 2001, but the US government seemingly kept a part of the program under wraps under the designation Mk Ultra +. While the UNDC had only gotten its hands on a heavily censored file as an appetizer, which suggests the CIA experimented with the viability of using what the file calls "Vampires" and "Demonic entities" as interrogators or spies in hostile territory.
Base Contract Balance: 2 (Must be 0 or more to be valid)

Offers:
[]DARPA teams I (+1 Darpa Die) (-1 Balance)
-[]DARPA teams II (+1 Darpa Die) (-1 Balance)
[]Research Advisors (+5 to Research Projects) (-1 Balance)
[]Development Advisors (+5 to Research Projects) (-1 Balance)
[]MK Ultra Plus - Classified Files (potential new projects) (-2 balance)

Demands:
[]Experiment with methods to weaponize Lycain (+2 Balance)
[]Prioritize Research into magic blocking/nullifying (+2 Balance)

Interdepartmental Promises (Optional, opens up related projects prematurely)

Logistics and Staff Office
Logistics and Staff are generally satisfied with how things are progressing. But would like a certain buffer to exist in both logistical and staff capacity. To that end both departments would like clear promises regarding the Antarctic region and the buildup of UNDC staff training centres before the Council staff supply obligation ends.
[]Complete Ushuaia Air Base (Argentina)(Total 300 Progress, 20 RpD)
[]Complete Ellsworth Port (North Atlantic)(300 Progress, 25 RpD)
[]Complete Staff Training Centres

Military
The meeting with the general staff was surprisingly cordial. Merin seemed to have finally caught a full night of rest, Wu had recently become a father and Torres was his usual badly shaven, slightly distracted self. While no other military goals have come up, Merin stressed multiple times the nonexistence of a proper long term mental and physical health service for UNDC staff and veterans.
[]Complete Establish Psychological Health Service
[]Complete UNDC Veteran Care Office

This is a long one. Please observe a 2 hour moratorium. I will be around for questions and comments. Please discuss your ideas and thoughts.

Okay, quick question. Who is best out of USA, Europe, China and Russia to agree to do the Assault Carrier Project with?

Well. To everyone who tries to make a plan for this, I salute you, because that is one big plan vote.
[]MK Ultra Plus - Classified Files (potential new projects) (-2 balance)
Oh boy, another ridiculously illegal and unethical human experimentation project! I wonder what else the US is up to these days?
[]Experiment with methods to weaponize Lycain (+2 Balance)
...this seems like it's asking for things to go wrong. We're far more likely to create, like, monster plants and lab rats that go on destructive rampages than end up with something stable enough to be useful. Not saying we shouldn't experiment with Lycain, but weaponizing it seems, ah, premature right now, given how little we know of magic and magical biology.

[]Negotiate a cooperation with DARPA of at least 4 points of Balance
Do options like this mean that we need to end with a balance of +4 with the Corporation negotiation? Offer to take their demands that cost at least 4 points or spend 4 Balance points?
Okay, quick question. Who is best out of USA, Europe, China and Russia to agree to do the Assault Carrier Project with?
The question is what we want. If we want best tech then USA or Europe. China and Russia would be more for rugged designs that are cheaper but might lack the advanced computer systems to support operations.
There is also the question what equipment they will work with. USA design would most likely be better for Osprey usage. There is also the decision which partner will be doing the multi-role fighter design. I think we should do the VTOL program first to design a VTOL multi-role fighter and if the carriers share the designer with the fighter then operations would be smother.

Trying to weaponize Lycain sounds foolish to me, to start there'd be a massive PR backlash if it ever got out, next we have a dozen other things that need our resources and this sounds rather expensive.

Though to be fair. 'Weaponizing' it would probably kind of simple if we find out a way to keep the infected in control of themselves during the transformation, which should be something to aim for, while also being great for PR...
But still don't support promising Lycain weaponization, cause we don't know what we are dealing with yet.

We won't find out what we are dealing with if we don't do some kind of research with the stuff.
Personally, my issue is with agreeing to weaponise it. I have no issue with researching Lycain because we won't be able to deal with it without further research. However, agreeing to look into how to weaponise isn't something I am willing to do when we know very little about it except it is bad news.

Especially when we agreed to share all of that research with all members of the UN Security Council.
