...this seems like it's asking for things to go wrong. We're far more likely to create, like, monster plants and lab rats that go on destructive rampages than end up with something stable enough to be useful. Not saying we shouldn't experiment with Lycain, but weaponizing it seems, ah, premature right now, given how little we know of magic and magical biology.
Do options like this mean that we need to end with a balance of +4 with the Corporation negotiation? Offer to take their demands that cost at least 4 points or spend 4 Balance points?
The question is what we want. If we want best tech then USA or Europe. China and Russia would be more for rugged designs that are cheaper but might lack the advanced computer systems to support operations.
There is also the question what equipment they will work with. USA design would most likely be better for Osprey usage. There is also the decision which partner will be doing the multi-role fighter design. I think we should do the VTOL program first to design a VTOL multi-role fighter and if the carriers share the designer with the fighter then operations would be smother.

Trying to weaponize Lycain sounds foolish to me, to start there'd be a massive PR backlash if it ever got out, next we have a dozen other things that need our resources and this sounds rather expensive.

Though to be fair. 'Weaponizing' it would probably kind of simple if we find out a way to keep the infected in control of themselves during the transformation, which should be something to aim for, while also being great for PR...
But still don't support promising Lycain weaponization, cause we don't know what we are dealing with yet.
Personally, my issue is with agreeing to weaponise it. I have no issue with researching Lycain because we won't be able to deal with it without further research. However, agreeing to look into how to weaponise isn't something I am willing to do when we know very little about it except it is bad news.
Especially when we agreed to share all of that research with all members of the UN Security Council.
