As a trade off his plan does improve inter dynastic relations and furthers the virtue/vice path, if you want to do that. And reduces the chances of the subjectively awful decadence mechanic.

The goal here is to fill our second psyker ward slot so we can passively train them, have them and allow our training actions to effect two people instead of just one. Given we required a high roll last time it was for us to either find one or to find a good apprentice, but either way I felt it deserved two actions to make sure. I've also spent an action on training Jinah to show that we have great knowledge at our disposal and to mould her further in addition to serving as an example to our hopefully second apprentice. Another benefit to getting them early is that unlike Anna who inherited the Dragonflies at 18 and had to leave, these won't so they can be with Mirande for many years.

I've spent two obligatory actions on improving our psyker powers further, and three actions on spending time with our family. Spending time with our family will integrate Mirande back into society socially which is greatly important, as well as introduce her to what ever issues there are in the family that made it split. It should also give her the potential to learn more traits.

I would prefer to return to University next year once we scoped out our family situation, and we should have greater knowledge of the Grave Tender split given our family was at the center of it as the primary orchestrators.

Furthermore, there is no decadence mechanic yet -- if there were, Rowena and Victoria wouldn't need censure for it anyway, since they appear to be virtue-heavy builds -- and all three are all members of the Green Owl group.

EDIT: * Whoops, forgot we didn't actually choose it this turn. Still, based off of the repeated descriptions of our interactions with our sisters, we can't spend the necessary time with them out of need for secrecy.

@masterofmadness there's extremely diminished returns for doing Improve Health more often than every other turn. I suggest against it.
 
@Ian Drash Can I ask about your invigorate council vote? We didn't get any feedback on what they spent their actions on so I'm not certain why you prefer it over training our powers which gives us some building benefits such as proper future telling

@Ian Drash Can I ask about your invigorate council vote? We didn't get any feedback on what they spent their actions on so I'm not certain why you prefer it over training our powers which gives us some building benefits such as proper future telling
There have been a pretty big disaster this year, and those make a lot of work for the rulers. A whole town destroyed by the eldar is the kind of thing that flares tempers and such. Having extra actions for the Council gives them an opportunity to douse the fires while the nation's development is ongoing. Also, if we were leading the Council, we would be frothing in the mouth if our advisor decided to not give us extra actions in a case like this. So it is both making sure the nation is in a better state and to avoid negative feedback from the lack of it.

We only have a week worth of future telling at the moment. We can upgrade that to a month this year if we use enough training actions, or if we keep working at it a years worth. At that point we get useful info for what actions to pick that year. The total benefit from future telling actions will be much greater if we prioritize training for now.

I think that that's not that great of an argument for Invigoration, really. But it is a really good argument that we should use our Fortune Telling. If we'd been able/did so last time, we could have evacuated part of the town. We still would have lost the infrastructure, and probably even some of the lives, but we might have been ready! Even a week would have been enough to evacuate a majority of the residents, and my 'plan' sacrifices a training action of Jinnah's, not one of ours.

I don't know, we rolled a two, so I think we would have engaged them militarily rather than getting away with just evacuation.
