Half of your demigods turning to Chaos (because "Dad was mean!") suggests to me there be be some inherent instability there.
To be fair to them, them saying that "Dad was mean" would rather be like saying Hitler was not a nice person. The Big E DID let one of his kid's closest companions get slaughtered without doing a single thing to help them, outlawed the use of psychic powers which he and at least one of his sons had, and in general was a terrible person. Forcing the populations of planets that coexisted with aliens to work to death, as one example.

basically.

the emperor can eat a bag of dicks.

so can most of his kids for that matter.

Oh, yeah, no question the Big E sucked as a dad and a ruler (and for the record, Magnus is one of the only Primarchs I have sympathy for), but I think we can all agree/be grateful that 50% of people that have abusive/neglectful/monstrous parents IRL do not willingly become murderous monsters.

Do you have a source that proves that?
AN's confirmed that there's contact between the mother's soul and the child's in the last few weeks of the pregnancy. That's why Dia's kids mostly got the Eldar Index from her after she acquired it but Rowena (who developed more slowly than Andraste, and largely in an Iron Womb) did not.

It's also why we need to get Uplink before we babify with Mirande, so we can make sure that it has some kind of grounding in human thought processes if it starts manifesting psyker powers before its brain is fully developed.

I thought it was genetic, I mean the Duke was able to connect his soul to his clones.

No, AN's explicitly said that it comes from contact between the soul of the mother and the daughter. It can only be passed by the female parent and only if she carries the child most or all of the way to term.

Soul interactions are important for fetuses, and doubly so for psyker fetuses.

Didn't the canon omake with the archdukes father dying state that the archduke most likely inherited his psyker powers from his father genes? And again I state that in canon big E managed to create the second most powerful human psyker artificially, anyway we should wait for AN's verification.

Psyker abilities get passed down genetically. Indexes (like the Eldar Index) and other psychically gained knowledge is passed from soul to soul. The soul contact in utero is important for the psyker fetus's stability, not for its power development :p

Okay now say that the plan is changed so that a surrogate mother is involved, how much would the psyker population grow if we created a eugenics program for psykers.

Depends. We need to get our psyker detection tech up to snuff so that we can actually find them before they all get snapped up by dragons or driven out into the wild. We have no ability to take a psyker census yet. Once we do, a breeding program might be in the cards, sure. Though we don't want to outstrip our society's ability to handle them. If there's suddenly a generation with thousands of new psykers that's the kind of thing that can cause major problems. KHAN problems.

I don't know if the vote was locked or steamrolled, but if not.

[X] Leave the clean up to Jinah and the Jaegers, you'll spend a day or two with Mag to catch up (0.8x)

Hey the emperor did a great job creating them

Actually about that:

Lexicanum said:
They were created in a secret underground laboratory on Luna under the tightest security. According to Ingethel the Ascended, the Primarchs were created by the Emperor with the aid of forbidden sciences and arcane lore derived from the Warp.[14a] Eldrad Ulthran also states that the Emperor utilized dark powers to construct the Primarchs.[19] It is speculated the Primarch's were imbued with the same energies that turned the Emperor into a god-like entity on Molech.[20]

Yeah... project was fucked from the get go. Assuming you trust Lexicanum's account

I recall reading some where that the use of warp power in their creation made it easier for chaos to corrupt them, but I can't find it.

67.5
[X] Try to convince him to head back with you for the moment (1.2x)

"Well, it looks like I have plenty to clean up over here," you note, kicking one of the armoured Mantis, your foot producing a loud clang. "I think this might be a first though, bringing in a few alive.

Mag nods at that, and then after a moment you ask, "Care to join us? I can set aside a nice quiet facility for you and Myrmid, set you up with intel and resources, let you do your own thing but with support and backing and all that fun stuff."

Mag is quiet and you can feel sadness radiating off him before he says, "Everyone goes away. Even you. Even me."

"I came back though," you point out plaintively.

Now
Rolled 13 + 64 + 16 LMR = 93
No

Soon?
Rolled 65 + 64 + 16 LMR = 145
Soon

"You did. I will too... but not today," Mag says, sighing. "Things to do. Be back soon though."

"How soon?" You ask.

"Few months. Year and a half at most," Mag replies, staring off in the distance as he goes through all the things he needs to do in his mind.

All you can do for that is nod and say, "Okay. Not like I can really stop you. Just know that there will always be a place for you within Green Owl."

Mag nods at that and then starts to take off. You sigh and then start signalling for assistance. The Mantis transport is already taking off for elsewhere, never having come within range of any sort of anti-air attack. They never make a full touchdown unless the local area has been secured, so you would have had to let them have the settlement and set up a perimeter first if you wanted to do anything against it, which wasn't really your idea of a good plan, to say nothing of the ethics. Still, live captures are spectacular, considering the Mantis usually suicide well before a capture is possible.

There have been other useful bits, like letting Jinah give off a demonstration, but knowing that not only is Mag still alive but possesses the hypertech artefacts of the Gravekeeper - and you knew he wasn't a psyker!- is a coup all on its own. Actually, wait...

"Mag, did the Ordained One have..." You begin, but Mag seems to not only know what you are talking about, but have an answer already.

"Oh. That. Yes and no," he plucks at his cloak and says, "Stuff like this, elsewhere. Found in wreckage. Stuff with body, I hid that. Felt wrong."

"Where?" You ask.

Mag pauses in thought before he says, "Wrote it down. Have to ask Myrmid where I wrote it down. Take time to find. Thing to do."

You nod at that.

Mag doesn't exactly leave right away, but he does noticeably drift away as other show up to help you secure the prisoners. So while you didn't get everything you wanted, you certainly got quite the haul, and while there will be a few who will realize that you had a commando squad standing by within an unaligned settlement, you are fairly certain the majority of the story will be "Heroes stomp Mantis, no friendly casualties."

Returning to normal life, such as it is, while Anna figures out what she is going to do with her new 'guests', you spend the majority of the rest of the year working on the finishing touches of your undergraduate thesis.

Greater cost 12 XP

Biomancy
Alter Genetics - Can grant or remove genetic traits. Lower levels improve the odds for unborn children, high levels allow the alteration of even full grown adults.
Enervation - Channel biokinetic energy. Lower levels can stun and fatigue foes, higher levels allow for the generation of psychokinetic lightning storms
Harden Flesh - Increase the density of flesh to improve armour or even allow bare limbs to parry. Higher levels also improve damage from melee attacks.
Invigoration - Enhances the physical body, improving function. Lower levels can improve combat ability, higher levels can improve mental ability.
Rejuvenation - Repairs physical damage and removes physical and mental fatigue, can eventually lead to constant repair and even regeneration of lost limbs/organs. Can be applied to the self or others.

Divination
Clairvoyance - Extend your senses beyond the confines of your body, with higher levels offering greater range, detail, and channels (sight, hearing, etc.)
Fortune - Alter fate to your favour, gaining bonuses to a single roll at first, but growing into scene longs and rerolls
Future Telling - Predict the future via ritual, higher levels giving more detail over longer periods
Precognition - Scene long bonuses to combat and eventually diplomacy to represent being able to predict actions before they are taken
Psychometry - Scan objects, places, and people for information about their past. Higher levels gain more detail and range of time back. Also allows for the detection and eventual quantification of corruption

Pyromancy
Agitation - Increase heat directly via molecular agitation rather than applying flame. Starts at inflicting fatigue, eventually becomes like a melta beam. Sustainable
Control Flame - Manipulate pre-existing flames and can prevent damage to self from heat. Eventually can form semi-physical objects like barriers or blades of fire. Directly synergetic with Enhance and Produce Flame
Enhance Flame - Makes already existing flames more potent. Increases damage from energy sources, and can have the mundane use of improving engine or reactor performance. Directly synergetic with Enhance and Produce Flame
Produce Flame - Allows for the production of fire from pure warp energy. Starts as a torch but eventually levels to allow for gigantic fireballs and the like
Soul Burn - Energy damage inflicted can burn the soul directly. Starts by improving energy weapon penetration but can improve to deal extra damage and over an area

Telekinesis
Barrier - Improves armour, with higher levels improving how much damage can be mitigated and creating larger barriers rather than personal ones
Blade - Creates a telekinetic blade of extraordinary sharpness. Early levels enhance pre-existing blades, while higher levels can produce multiple dancing blades of pure telekinetic force
Crush - Semi-fine manipulation of matter. Gross force is applied precisely to inflict damage. Low levels can choke a target, high levels can implode them into degenerate matter
Hurl - Gross manipulation of matter. Lower levels can knock human sized targets over. Higher levels can juggle vehicles or launch projectiles at hypersonic velocities.
Manipulate - Fine manipulation of objects telekinetically. Can start with things like lockpicking or pulling grenade pins, higher levels increase ability to multitask and the resolution of objects manipulated

Telepathy
Mind Edit - Alter the minds of others. Starts with making them forget you, ends with the ability to completely rewrite a person's personality.
Mind Reading - Read the thoughts of others, with increasing skill allowing for combat and diplomatic bonuses. Can also dig out deeper thoughts at higher levels, including repressed or suppressed memories.
Psychic Shriek - Area affecting psychic stun effect that can be focused to do psychic damage against a smaller number of targets at higher levels.
Uplink - Allows for telepathic communication, with higher levels improving range towards astrotelepathy
Warp Whisper - A contest of minds, with higher levels inflicting more grievous conditions, including brain implosion/explosion. Can backlash on user.

Traits
A fourth discipline costs 4 XP (gives one free least power from the discipline)
The fifth costs an additional 5 XP (gives one free least power from the discipline)

For the psychic disciplines (also give a free power each)
<Discipline> II costs 2 XP
<Discipline> III costs 5 XP
<Discipline> IV costs 9 XP

Other Traits Available
Psychic Potency I (+5 to manifestation rolls) 4 XP

Next turn we pick up advanced alter genetics, then we work on biomancy 3 with the cube.

Well I assume we're still saving for Advanced (Something something Biomancy. *cough*Rejuvenation*cough*)... so I won't try to push a least power buy on anything right now, given how close we are.

That said... LEARNING OUT THE WAZOO. Only normal stat that our powers key off of, super useful for research etc... yeah. We want ALL the Learning. Scholar Trait + Science 100% of the way.
