The test lab is in Menagerie, but -Salesman- notes that the commercial sites are worldwide, he's just taken in a few charity cases for research purposes at the prototype site, where nobody could possibly find them~Things really did go to shit in that way, mostly because Khronos Medical' Board of Directors found the best damn snake oil they could find and sold it to dying rich folks for a couple extra zeros at the end. There is one problem, but it's one that I really like. The lab is in Menagerie, but you put Mistral as the people who owned the land. While you'd think it would be wrong, but in truth, Mistral had a lot of owned lands in Menagerie that they never gave the Fanus after their war. So in summary, Mistral went #ScrewTheFanus and gave a corp some land for morally questionable experiments.
