I think this is very succinct in what the art does.

It hightens or lessens the 'weight' of a target's desires. The target becomes reluctant to use their resources because they are too metaphorically heavy to use.

(but most importantly, we get "wow" as the acronym :p )

I don't like the Dragon's Curse because there are two other things about dragons in setting I would give priority as the dragon's curse over greed: the literal curse of the Nameless that limits dragon birthrate, and their compulsive need for hierarchy.

I'm really liking the Miser name, as it illustrates the tech's effects pretty well.
But I still also like Compulsive, as it indicates an overwhelming Want that takes control of your actions and thoughts despite your best efforts and interests. Very fitting.

Miser's Compulsive Hoard may be too much of a mouthful though.

I don't have a lot of ideas for this art, but I would like to remember everybody about the Hui Corpse-Immortal we've found (and stole from), and how the art can relate to that to foster the conversation

how about, instead of chains of greed, we do Chains of Compulsion to lean on the mental disorder aspect (obssessive-compulsive disorder)?

Just my favorite. The image of plucking the purse strings to make someone more guarded, to make them wary of spending or reaching for their purse, to make them react for us to see what they do.
