That means that for the full Primum Non Nocere / Sales Club turns, we either have a full General Action (non-research Applicable) that we can toss around, OR we can invest it into either MilIndust / Food Prod (without proccing the 50% until their dedicated turns), meaning that on the cleanup turn there should only need to be 1 Action invested into Dev, and 2 free to do anything else (Fleet Construction, Psykana, et cetera).

Nah, because I figure that the Lamenter Autoticker will just... apply itself to the next Autoticker action. It's not gonna be wasted, and I'm fairly sure we can't split actions like that.
