we're gonna meet more diplomats and adjacent personnel just by the fact that we're in a giant ship if we spot someone we like we can woo them to find another spy we're gonna have to hunt the underbelly of worlds and probably send bots plus Victan to check them out before we even consider if we want to have them join.

Or we just use Vitcan, he doesn't get any worse as a spy if we choose to branch out, he just doesn't get better. Spying missions are going to be few and far between I do not think we would be doubling up at all.

I'm presenting a modified version of @Alectai's plan, substituting some in-system scouting for the research. I think using our new monitors to check on the outer system stations and Denva Prime is worthwhile to reduce unknown risks. Research won't suffer much from waiting a turn, but if there's a problem in the Denva system, we should know about it ASAP so we can adjust.

I would like it if we take action to butter up the Psyker Monasteries more so we can pick up more of the offered peoole.

Another reason for a pyromancer besides the daemons: character creation for threats nearby included Tyranids also. So if we ever run into them: first, we wrap a psychic shielding we hopefully can adapt (if necessary) against the Tyranids around our psyker bean. Then, boost her powers with psytech to ship-scale and set every Nid that tries to invade our flagship on fire.

Because there is nobody who does boardings more dangerous than the Tyranids, except maybe the daemons. And even then on that level only when traveling through the Warp in the case the Gellar Field fails.
 
Edit: You know what let's check: Hey @Neablis do we need a Psyker who started out as a Pyromancer to have an option to develop Technopathy as they level up? Or is it just a level up that has Pyromancy as a prerequisite?
I had thought telepathy was the most reasonable discipline to develop into technopathy. But with some lore saying that pyromancy can do it to - more likely it's like force weapons and every discipline can do it, even if the exact implementation looks a bit different.

If you unlock it or not probably depends on rolls as you go down the psytech tree.

Look for mentions of Psytech technologies or analogues in the archives. Aeldari technologies are similar to Psytech. What happened to Aeldari?

The ability to train harder isn't something I'd underestimate in our psyker. I'm more split than I thought I would be though, to be honest!

Hey @Neablis, would Cia or Ker be able to lead those iota psyker staff? Just asking because I was interested in getting the iotas in a future diplo action, but only if it doesn't take up another crew slot.

...Random thought besides, but non-crew staff in general seems like fertile ground for omakes. Hm.

Victan's only been able to be included on these diplomacy rolls thus far becuase he's a local, and has contacts inside Aevon he can use for diplomacy. If you go somewhere new he'll be limited to just being a spy without this.
