Why do you think he's Leviathan spawn and not part of the Frozen Throne somehow?
Well, they came from the QZ, the place Leviathan was:
The Interlocutor has grown more cunning as well—no doubt using who it took from the QZ—but it's only a matter of time before it is pinned down."
Plus there's this statement:
"A name? A name is usually given to one by their progenitor. Mine does not yet understand the concept. That is my duty. I do not yet have a name. However, if you must call me something, you may call me by my role. I am the Interlocutor."
Which for me doesn't really jive with this:
That was the price the Frozen Throne enacted for trespassing on its person.
A frozen body with a crown of ice sitting atop a towering throne the size of mountains.

There must always be someone on The Frozen Throne.
Ironically, the Frozen Throne seems to have a strong sense of personhood, so strong it consumes other people. Would it really not understand what a name was?

Wow I knew Yellow Qirin was stupid/making really bad decisions, but I didn't think she would actually do something so monumentally stupid. And Marie Marionette's powers are terrifying! That New Dawn mission was 100% a horror story until Black Swan showed up to no-sell her and as someone who's no good with horror, I'm kinda happy we didn't see it in detail.

I love the way the chapter ended! Hope from Arc and then anticipation for the hijinks Dr. "legally dead" Ibis is going to go through next time.

Monarch might need her money, but she also leads an army of violent criminals. No doubt, she would be less than pleased if the Ghost Dragon Triad stopped paying. Perhaps angry enough to turn some of her minions loose.
I will no longer need them."
So Monarch was relying on Yellow Qirin's money while YQ was relying on Monarch's goldnine stash, but now YQ no longer needs it (because we just paid her? Or something unrelated?), so there's a chance Monarch's going to unleash her minions soon. Just what is YQ planning?

"Of course," you say, striking her in the lower ribcage. There's a flash of light as you add lightning to your strike. You catch Ellie nodding in approval out of the corner of your eye.
Ellie approving of this is just--girl, was it the violence or the subterfuge? Which were you approving? Because it feels like it could be either with her.

Also, yay for Ronin delaying Crusade from "punishing" JU for this!

". . . I just want to talk to it."

"You just—you can't stab the Frozen Throne to death!"

She sets her jaw, mulishly. "Then I'll just find a different way to kill it."
Oh Ellie, she'll fit right in with rest of JU. Y'know, as long as she doesn't actually go try to stab the Frozen Throne. Or try to convince the others to help her do so.

Dreamcatcher is trying to figure out how dream about her tonight without it being "totally fucking creepy" so he can reproduce her power.
Poor Dreamcatcher.

But it's nice to see just how much Black Swan gets along with other heroes, truly she is the perfect leader/face.

Accepting Ellie's offer is a no brainer, since we need to do the R-Train mission anyway, but I don't know about accepting White Tiger's offer. Maybe you could say that trying to shoot Ellie was just her showing off what kind of asset she would be, but it doesn't say anything good about her, either. She seems untrustworthy, but I would hope she realizes that double crossing Lady Leizi is a bad idea, so hopefully she'll keep her end of her bargain (since it seems like everyone's voting to accept her offer). Hopefully using the spider web action on her will mitigate things.

[X] . . . refuse.
[X] . . . agree to Ellie's offer.

Now this is of interesting. I assumed Faust/old Powers leadership had just pivoted to running Crusade behind the scenes. But maybe he was actually cut out? And could show up anywhere...
Crusade is definitely being run by whomever is in charge of Elysium, given White Hawk's whole speech. Whether Faust is involved or not is actually up in the air outside of his patsy running Dominion. Theoretically he could just be doing shit for the Philosophers right now, who knows?

…now watch Warpstar (mentioned alongside Stitches, so prob a Monarch Lieutenant) be a complete and utter bummer.
Monarch is also a teleporter and I doubt she is bubbly and carefree
To be fair, this might be me forgetting a word and my brain substituting one in. I more meant like someone who has to keep moving or feel like they have the ability to keep moving not like claustrophobic but like just having a much more than average aversion to being confined

Another great chapter as always. I think we recruit Ellie no question, we were planning on R-Train anyway. White Tiger is a coin toss, I don't trust her. She reads like an opportunist looking for a get out of jail free card before something catches up to her. But I can't see the benefit of openly spurning her when she has knowledge of Ronin, so I'll stay neutral on that.

[X] . . . agree to Ellie's offer.

There was a young heroine, Gallop.
Yoooo! Wasn't expecting for her to be name dropped, but she deserves it! Her death being after the Movement messes with the internal timelines I had in mind for a future omake a bit, but it's no biggie compared to this great honor.
"Gallop died recently. Not even in the QZ. Shot through the head with a simple handgun. Such a waste."
Damn, now I'm feeling secondhand guilt all over again.

Monarch is also a teleporter and I doubt she is bubbly and carefree

She sounded like a phantom thief kind of person before her... incarceration. Remember that she got stuck in the equivalent of the Birdcage and only went insane then so maybe before that she really was bubbly and carefree

Also seems like we're back to em blowout votes

[X] . . . accept.
[X] . . . agree to Ellie's offer.

Honestly tje fact it was tje first time she really got trapped ever since her powers activated problably explains alot of her current insanity.

As much as that nat 1 hurts, I say we go all in. I know I proposed turn 4 Abarimon before, but after some consideration I eventually figured "yeah, those girls need the constant supply of QZ", which means we need to accelerate R-Train mission.

She never was the 10. She was the 8.

Homer is the 10.
Personally had a feeling he was gonna be the 10, since 1) he's the last one we came to know, 2) he requires getting into a mission that has LOTR-themed missions, which makes me suspect that is gonna be a 3 set mission, in addition to being called "Trilogy", and 3) he's just the dude we know the least about, not to mention his weakened state may fit with the stat of someone with Tolerance 10.

Since the mechanics for goldnine have been changed, I wonder if EXCEED-BEYOND counts as a goldnine dose meaning if we want to empower Yara and Noelle both next turn we're only getting them as heroes at the end of the turn.

Or if EXCEED-BEYOND is separate, if we should empower one of the Cenotaph candidates alongside Yara for extra manpower.

A Small And Simple Squad Plan For The Short Term

Not-Denial
-Black Swan
-Chatelet
-Menagerie Witch

Spy Squad
-Lady Leizi
-Handyman
-Yara, Psychic Plan

Powerhouse Team
-Noelle (Exceed-Beyond User)
-John Henry

The layouts are simple. Black Swan is a big target who can engage in a fight with whoever's causing a problem, while Menagerie Witch runs interference with some clones while Nevermores, Mittens and Barkavious lift civilians out of the crossfire in their talons/by the backs of their shirts in their mouths. Chatelet keeps those evacuating safe with protection through barriers.

Leizi is already a super spy, Handyman handles infiltration, and Yara, if we get a good power set, will be a potent lie detector.

Powerhouse Team is the most shaky, I mostly just want JH on the same team as Noelle so that he can make field repairs if necessary. Sparksurfer, Jorogumo, and Belle, I'm waiting for more info on.

Swift Sensei

Fast Track (3) + Daggermaw (1) + Soldier X (1) = 5 - 3 for 2

Just an idea of a build for Song Yu-jin, if he gets in. A basic physical enhancement set for a no-frills, fast/strong/tough simple hero.

Honestly If your using Fastrack for a Low Tolerance hero

Just go with Fastraco (3)+ Steadfast (2)= 5

Fasttracks biggest problem is tat going to fast kills him if he interacts with anything at speeds that can wreck a human body.

"Anyway, the only way to do it is to artificially manufacture a metahuman-esque power. Which I've done by altering my own DNA. If you've initiated Project Prometheus, give the attached schematics to your head researcher. It's the formula to create what's needed for the EXCEED-BEYOND armor. It's administered the same way we would a power, but whoever takes it will lose their potential to be a metahuman—instead their "power" will be this: to be able to EXCEED-BEYOND. Make sure they know what they're giving up before you give this to them. I've also included every piece of possible documentation on how to maintain and, if necessary, rebuild the armor should it come to that. I've made it as simple as possible—might need a team to do it, but you won't need an Algernon-type."
The Formula for whats needed to use E-B is based of Project Promethus meaning ambrosia to alter the dna and give someone the power to use E-B.
